Guests- Creig flel)don, Kristen 'Faylor, Jonathan Kanter, Sue Ritter, and Katie Borg ella The meeting began at 9:00 axri, The December 5, 2006, meeting minutes were approved, Cathy Valentino updated the Committee on the upcorning Tompkins County projects. The rehabilitation of the UpStreani Forest f-forne Bridge has been change(( to 2008 or 2009. We need to keep updated on this sowe can coordinate our part of the project and our paying project, The rnernbers of the Committee do iiotbefieve that the C'oddington Road construction plans are ready to to the State for their approval. There wasSOTn.e question regarding the tinie line for the Hanshaw Road prc�ject, The County is expecting to take the final design to the State in.August of 2007. Fred will talk to John Llarupman of "I"ornpkins County, to firid cut what is going on. Walkabilitv Study Katie Borgella, Tompkins County Planning Department, informed the Committee of what the wall ability study was. Tompkins County received funding for a stucty to identify pee esti-ian infrastructure, The County chose the Village of Trumansburg and the northeast area of then Town of Ithaca for their Study. The County hired a consulting company to devise a survey and the tools to implement the data (frorn the survey) on GIS, mapping. The County had a public niceting in the northeast of Ithaca that was not very Well attended, Only 11 People showed and conipleted a survey, After that, they received 28 responses regarding [)edestrian safety. 0 LAMic Works Committeees, MirmtJanuary 23, 2007 IN, I The County's steering committee will be meeting in February and they hope to have as reconin-tendation in February. They "rill them have another public meeting to discuss the reconinieticlation and have a final report by the end of March. Fred Noteboorn asked about funding sources, and Katie said that the report would address this issue, Katie asked who, in the "rown, should get as copy of the final report. The Coninrittee decided that the Town Board tnembers, Highway Su per inten dent, TONAII Engineer, and the Planning Board members Should l"Yet a copy, Pennsylvania Avenue and Kendall Avenue Petition Fred said that the Public Works Staff Surveyed the Pennsylvania arid Kendall Avenues area and found that the turn arOUnd that: is used by big trucks, etc. is on private property. Fred said that, we are still looking at the options, and he said the roads could not be easily altered, lie would like tca first try replacing the Yield. sign with as Stop sign at the end of Kendall. ("athy said that people really war-ft speed bumps, Fred said that the traffic counts indicated that, 86 percent of the counts were at 36 mph. Peter Stein asked if the speed limit could be lowered, and Fred indicted that the State sets the speed limits and very rarely goes below 30 niph Outside as school Zone. Frect said that Nve would have to review the budgets, as lie would like to do s(.mrie grading at the one end of f'ennsylvania, which would help out the drainage in the area. Cathy asked when We W()LIld be able to respond to the petition. Fred said that when we get a firmer plan, he would like to have as meeting with the people in the area. Fred will bring a better plan to the IICXt Public Works Committee nreeting. Medium DUtVTruck Bids Fred said that one of the trucks that PLIblic Works, NA(ants to purchase is riot on the State Bid, so we WOUld be bidding it out. the bid specifications will be in the Towti Board rriernber's pa(,kets so they can bc, approved, and Nve can then solicit bids, This has been budgeted for in the 2007 bUdget, 4• i Public Works Committee Minutes, January 23, 2007 Page 3 The Public Works Committee moved to recommend the Town Board approve the bid specifications. Northeast Storm Water Management Creig, Hebdon reviewed the areas in the Northeast that have problems with storm water run-off. One of the areas may possibly be affected because the Town fixed a sewer line that was having a lot of ground water infiltration. Now that the infiltration is not happening, we believe it may have affected the ground water in the backyards. Creig said that we would be concentrating on the area that drains to Salem Drive and Hanshaw Road. Creig said that there are options for the Town to look at. Each one has a potential impact on another entity in the area, i.e. Village of Cayuga Heights. People in the area would like to have the ditches enclosed with piping. This would make the peak run off higher, impacting both Tompkins County and the Village of Cayuga Heights. The option Creig believes to be the best would be to put in two 24" pipes (on both sides of Salem Drive) and have the County build their drainage system to accommodate the run off. Dan said that the Engineering Department would put together whole plan (this area and the proposed development above it) with costs as soon as possible. The Committee discussed the impacts on the Northeast storm water run-off this development would have as it is above the area discussed above. Dan received a revised plan for run-off. Dan does not believe this plan would make the situation in the Salem Drive outlet area any better. There would be four retention ponds and they would be between 9 and 10 feet deep. It is believe that if the detention ponds are built and we piped the ditches, this would help out at the Salem Drive outlet. Cathy said that she would like to set up a meeting with the Town Board and the Towns Attorney, Susan Brock, before any decisions are made on the proposed development. The Town has not accepted the location of the roads and water and sewer facilities yet. N Public Works Committee Minutes, January 23, 2007 Page 4 The Committee talked about having a retention pond in the wetlands. Susan Ritter informed the Committee the DEC said wetlands could not be used for storm water management. Jonathan Kanter stressed that timing of the Town's storm water management plan in the Northeast is an issue. He believes the developers want to bring the Briarwood 11 development to the Planning Board for approval soon. The Public Works Committee agreed that the development should not be accepted without addressing all the storm water management issues in the area. The meeting was adjourned at 10:25 a.m. M.-
