Discussion on Forest Home Drive Bridge—Upstream ghk #1, -4.1111 _,,._Nea dr 4 f DISPOSITION DATE Co 9 TOWN OF ITHACA Public Works Committee February 26, 2008, 9:00 a.m. Public Works Facility Present: Peter Stein, Bill Goodman, Pat Leary, Dan Walker, Fred Noteboom, Rich Schoch, Mike Smith,and Gene Redman. Guests: Creig Hebdon and Kristin Taylor The meeting began at 9:07 a.m. The January 22,2008, meeting minutes were approved. Pat Leary asked who pays for street lights that are put at each intersection. Fred Noteboom explained that the Town pays for those lights. Fred also informed the Committee that the cost to put up three lights in the Southwoods subdivision would be$1,860. We have asked NYSEG to put them on their schedule to install. East King Road Sewer On East King Road there are four houses that have septic systems because the Town's sewer line does not extend passed Troy Road. Those septic systems are failing, so we will be extending an 8" sewer line to accommodate those houses. This project is a part of the Town's Capital Plan and has been budgeted for in 2008. Dan Walker said that the work will take about a month to complete. The Town needs to secure easements and we will have our Engineering Tech.'s inspecting the work. This will be sent to the Town Board for their approval. East Shore Drive Water The water line on East Shore Drive is 85 years old. The water main is old case iron. This line needs to be replaced as there have been many breaks and there is inadequate fire flow. Dan is proposing putting in a 12" water line. If the line is put in and the City of Ithaca decided to go with the Bolton Point water system,it would become a back up line,because the City would like a larger line put in. Dan pointed out that a 12" line could supply water to residents on Taughannock Boulevard and into the 10. "ki- 4"1r Public Works Committee Minutes,February 26,2008 Page 2 Town of Ulysses. Dan also said the cost estimates are much higher then first anticipated. The Committee asked what would happen if we waited to do this project until the City has made up their mind. Dan said that we will continue to have breaks on the line and there is no fire flow,which could be a safety hazard. Dan also said that he is talking to the Town of Lansing regarding the section of the line that is in their Town. This will be kept on the "back burner", awaiting the City's final decision on their water system. Town Hall Roof Replacement As discussed before,the roof at Town Hall needs to be replaced. This project has not been budgeted for,but needs to be done as soon as possible. This project would have to be bid out as it would cost more than$25,000. Dan said the critical part is the gutters. The Committee suggested getting quotes for replacing the whole roof or just the gutter section. Pat Leary asked if solar panels could be installed at the same time. This would be the best time to do that,although due to the historical aspect of the building, we need to make sure solar panels can be put on the roof. Dan will get a design and cost estimates for the next meeting. Northeast Drainage Survey Creig Hebdon informed the Committee that 620 letters were sent out and we have received 400 back. He figures about 25 percent of the responses received said there were no problems. Creig is developing a map to show where the problems are. There seemed to be many different opinions about the drainage problems. Many saying the drainage problems are worst, some saying same, some saying better, and some did not comment. The Committee talked about educating the residents as to what they need to do to fix the drainage on their property,i.e.: clean out footer drains, keeping swales clear. ;f Public Works Committee Minutes,February 26,2008 Page 3 Peter Stein asked if there was a clear conclusion as to the developer causing the problems. The drainage ways have been changed over the years or they could be blocked, often due to residents past and present. The next step is to get the data entered and a map developed, and then we will go from there. Forest Home Drive Bridge—Upstream Fred Noteboom reminded the Committee that Tompkins County has scheduled to rebuild the upstream bridge on Forest Home Drive. The Town will be responsible for the approaches,walkway, and the water and sewer lines. The Federal and State funding for this project is 87.5 percent of the cost of the project. This means the County and Town will have to come up with 12.5 percent of the cost. Again,the Town will be responsible for the approaches and walkway. The water and sewer lines would not be included in the funding. Fred estimates the walkway will cost around$100,000 and the approaches will cost around $150,000, 12.5 percent of that will have to come from the Town. The whole project is estimated at$1.2 million. The Forest Home Association would like the Town Board to review their transportation plan. It should also be reviewed by the Planning Committee. Miscellaneous Sand verses Salt: Fred said the Town mixes our salt with majic ice-b-gone additive. This is a liquid that is a byproduct of beer breweries. Mixing the salt with the majic allows the salt to melt snow and ice at colder temperatures, lowers corrosiveness, and sticks to the roads (thus not having to go out on the roads and salt so much.) Fred said that sand is actually more expensive to use because to have sand provide traction,you need to apply more to the roads. Also,sand does not melt snow and ice,it just gives motorist better traction. Sand needs to be swept off the roads in the spring time, thus getting in the storm water system (ditches). Fred explained that since we are using the salt mix,we use less salt. We have lowered our usage from 8 to 10 tons of salt per run to about 3 to 5 tons of salt per run. Public Works Committee Minutes,February 26,2008 Page 4 Pennsylvania Avenue: Fred attended a meeting with the residents of Pennsylvania Avenue. The residents really want speed humps. We will be installing a stop sign to see if this helps slow down traffic. Fred informed the Committee that we ordered a radar speed sign which will also do traffic counts.
