Meeting Dates for 2008
Meeting will be held at 9:00 a.m. at the Public Works Facility on the fourth Tuesday of
the month except for November and December. Those meetings will be combined into
one meeting the first Tuesday of December.

Public Works Facility
Present: Peter Stein, Bill Goodman, Dan Walker, Fred Noteboom, Rich
Schoch, Mike Smith, Wayne Sincebaugh, and Gene Redman.
The meeting began at 9:05 a.m.
Northeast Drainage Letter and Survey
The December 4, 2007, meeting minutes were approved.
The draft letter and survey regarding the Northeast drainage was distributed to
the Committee members.
Dan Walker showed a map of the areas east and west of Warren Road with the
number of residents, owners, and non-owner occupied properties. Peter Stein
would like to have the letter sent to owners, even if they live out of state, as well
as occupants. It was felt that there may be problems getting the letter to multiple
resident homes.
The public meeting is set for January 30th. Dan will start out with a brief power
point presentation. Peter will MC. There was a suggestion to have several maps
so that people could look at them and identify areas of concern. On February 1st
the letter and survey will be sent out. There is a primary list, and Dan will also
use building files and tax assessment lists to generate the mailing list. Dan will
find out if the survey will be available on the Town's web site.
Easement Release on Chase Lane
The Town has a temporary easement at 36 Chase Lane for a turn around. As the
road has been extended and a new turn around built,we no longer need the
temporary easement.
Bill Crane, the attorney working on the release of temporary easement on behalf
of the new owners on Chase Lane has asked the Town Supervisor to sign off
before next Town Board meeting. This issue will be on the February 11, 2008,
Town Board meeting agenda.

Lighting in the Southwoods Subdivision
The Town has a policy to have a street light at intersections. The new
Southwoods subdivision has not been lighted. There should be a street light at
the intersection of E. King Road and Southwoods Drive, one at Southwoods
Drive and Eldridge Circle, and one at Southwoods Drive and Old Gorge Road.
The Town will put up a light at the intersection of E. King Road and Southwoods
but we will contact the resident regarding the"internal" streets. This is due to
the problems we had when putting up lights in the Saponi Meadow Subdivision.
We will send a letter to residents notifying them that the Town will be having
NYSEG install intersection lights. E. King Road resident need not be included in
this notification.
Vehicle and Traffic Section of the Local Law
Fred Noteboom informed the Committee that the Vehicle and Traffic Section of
the Local Law has not been updated since 2005; namely the placement of stop
signs and yield signs. We have many new roads that need to be added, along
with some that have changed i.e.: Strawberry Hill Circle.
This will be before the Town Board at their February meeting. A public hearing
is required before the list can be updated and amended.
Town Hall Roof
There have been three or four leaks in the roof in the past several months over
the oldest part of the Town Hall building. This section of the building has a
complicated structure, and was not replaced in 2000. We have recoated it several
times and that has failed. It will cost between$10 and $20 per square foot to
replace the roof using standing seam steel roofing. The total cost will be
approximately $50,000 to$100,000.
Dan will put together the specifications for the project, although this project was
not budgeted for in 2008. The Committee would like to have a preliminary
design by the February meeting, including a tighter cost detail.
The primary areas damaged are in the lobby and by the PEZ offices. Joe Hulbert
has patched several leaks. He has spent approximately 40 hours already
repairing the roof and the interior.
Dan anticipated a four to five month approval process. He will put this in his
board report to keep the issue in the forefront of the member's minds.

Bill Goodman asked if this would be a good time to install solar panels as part of
the project. The Energy Committee is surveying cost effectiveness of solar panels
on Town Hall's roof.
Lower School Zone Speed Limit Request
The Town has received a petition from the Montessori School on E. King Road
for a lower school zone speed limit. Currently there is a school zone limit of 30
MPH. They would like it lower as children have to cross the street daily to get
from one building to the other. Fred has talked to the State and there is no need
for a crossing guard. As this is a County road,we will be presenting the Town
Board with a resolution that would support a lower school zone speed limit.
Fred said that State protocol most likely will approve this reduction.
Warren Road Walkway Safe Routes to Schools Grant Proposal
There is currently grant money available to build a walkway on Warren Road.
Marnie Kirchgessner has been putting together the grant application.
Fred shared the history of initial request for building a walkway at the same time
as the water main was being installed, but there seemed to be no interest from
the residents at that time. Peter suggested that a letter be sent to residents to see
if there is interest.
Peter asked who would maintain this walkway. The Town Board will make
determination of who maintains it. We will draft two versions of the letter: one
indicating the Town would maintain and the other indicating the residents
would maintain it.
There was a discussion regarding the differences between a sidewalk and a
walkway. Walkways are responsibilities of the Town because they benefit all
Town residents. Sidewalks are different because they benefit only adjoining
residents, therefore, the Town does not maintain them. Examples: Westview
subdivision (Larisa Lane), Chase Lane, and Renwick Drive.
Draft Plan for Intersection at Pennsylvania and Kendall Avenues
Fred showed a draft plan for the intersection of Pennsylvania and Kendall
Avenues showing the conceptual idea of how we could improve the situation
there. Peter suggested installing stop signs on Pennsylvania and Kendall
Avenues making a 3-way stop. Permanent residents have complained for years
about the problems in this neighborhood.

In this proposed plan, Kendall Avenue would be brought to a 90 degree
intersection forcing a stop sign there before proceeding onto Pennsylvania
Avenue. We need to meet with the residents there, and Peter and Pat Leary
should attend this meeting. Peter suggested bring this issue to the upcoming
zoning meeting with the neighborhood. Fred will improve drawing before
neighborhood meeting. This project will also improve the looks of the area.
Truck Bids Specifications
The Committee reviewed the bid specifications for a medium duty truck to
replace our current F550. This medium duty truck would be similar to the
medium duty truck purchased in 2007, as we are happy with that truck.
Miscellaneous
The schedule for the Public Works Committee meeting was handed out.
The Public Works Committee mission statement was written a couple of years
ago. This Committee would like to change some of the wording on the
document. Instead of"made up of Town Board members and employees" it
should read "made up of Town Board member and support staff.
The Committee reviewed the task (goals) for 2008. Fred will e-mail the 2008 111
projects and priority list to the Public Works Committee members.
