HomeMy WebLinkAboutPWC Minutes 2008-04-29 t/4q571 TOWN OF ITHACA Public Works Committee April 29,2008,9:00 a.m. Public Works Facility Present: Peter Stein, Bill Goodman, Pat Leary, Dan Walker, Fred Noteboom, Rich Schoch, and Mike Smith. Guests: Creig Hebdon, Kristin Taylor,Susan Reha, and Stephen Wagner The meeting began at 9:07 a.m. The March 25, 2008, meeting minutes were approved. Town Hall Roof Dan Walker explained that pitched part of the roof would not work if solar panels were put in. The flat side could have solar panels, although there are some structural issues to work out. Dan reiterated that it will be approximately$150,000 to repair the roof and there is no money budgeted in 2008. Dan suggested that we could patch it until money was available in 2009. Peter Stein felt that we should move ahead instead of patching it. Dan will have a plan and cost estimates for the full Board at their June meeting. East King Road Sewer There are five houses on E. King Road between Troy Road and Ridgecrest Road that have septic systems instead of municipal sewer. This project has been on the capital plan for some time now, and when it was put on the plan it was estimated to cost around$50,000. In 2008, the cost estimate is approximately $101,000. Typically, sewer (and water) lines are built by a contractor developing a subdivision. The houses between Troy Road and Ridgecrest Road are older and not part of a subdivision. The area is very rocky so putting in new septic systems would be very expensive. The Committee discussed the criteria for doing sewer and water line installation. Currently, there is not policy or guideline. There used to be sewer districts set a ; Public Works Committee Minutes,April 29,2008 Page 2 up,but now it is a town-wide cost. Health issues usually warrants putting in sewer lines. This particular project was evaluated during the capital projects process and deemed necessary. The Committee felt that we need a policy on this. The Committee discussed if this project should be put on hold until the policy is written. Pat Leary felt that this project should not be held up to develop a policy because it was on the capital plan and they are waiting for us to do the work. Dan said that we would put in the main, but the residents will have to pay to have their lateral hooked to the main. We will take this project's specifications before Town Board for their approval and start working on a policy for this type of project. It was pointed out that some times the Town will have to look at projects on a case by case basis. Northeast Drainage Creig Hebdon handed out maps that were created after the survey was completed in the Northeast. The maps show the properties canvassed, filled out surveys, specific problems, and the area broken down into smaller sections. Creig's recommendations for a plan of action include having culverts and erosion of ditches evaluated by the Public Works staff, dying trees reviewed by the Park's Maintenance Manager, and field work surveying by the Engineering Department. This will help to formulate possible remediation plans for the Town to undertake or recommendations for resident to implement. The Committee felt that we need to figure out what is the resident's problem and what is ours. Susan Reha pointed out that the drainage systems have been changed over the years. The Committee agreed that we need to have another public meeting. This meeting has been set for May 28th at 7:00 p.m. in the Northeast Elementary school. We will have a sign put up at the corner of Hanshaw Road and Warren Road regarding the meeting. The Committee discussed how the surveying will be done and Creig explained that we use Engineering students from Cornell, etc. Most interns are paid J - • Public Works Committee Minutes,April 29, 2008 Page 3 through outside funding, although we pay for a few. We also discussed having the Engineering staff take a camera and take pictures during heavy rain events. The Committee discussed the State has mandated Town's have a storm water management plan. We continue to develop a plan using the northeast as a guide. Dan also pointed out that there are other areas of the Town that streams are flooding. We will put this on the next agenda.
