Ze DISPOSITION DATEti* C TOWN OF ITHACA Public Works Committee July 22,2008,9:00 a.m. Public Works Facility Present: Peter Stein, Bill Goodman,Creig Hebdon, Dan Walker, Fred Noteboom, Rich Schoch,Gene Redman,Wayne Sincebaugh, and Mike Smith. Guests: Sutee, Planning Intern The meeting began at 9:05 a.m. The June 24, 2008, meeting minutes were approved. Saponi Meadows and E. King Road Parks Mike Smith informed the Committee that Sutee is working on designs for Saponi Meadows and E. King Road Parks. Saponi Meadows: This Community Park would have a multi-purpose field (built to high school soccer regulations), a path,jogging trail, parking, pavilion, comfort station and a rain garden. The path would eventually go all the way to Tutelo Park. Sutee is working on the grading and storm water management. Basically it would be an open grassy field. The pavilion and comfort station will be the same as the ones at Tutelo Park. E. King Road: This Park will be located opposite the end of Ridgecrest Road. This will be more of a neighborhood park. It will have a 1 court basketball facility,benches and picnic tables. There will be no off-road parking at this park site. We will have a public meeting regarding the park. We could start with just a path,lawn, and benches. Mike said that if we have a park designed and a grant opportunity comes along,we would be able to apply quicker. Both these parks are in the Capital Plan and the Comprehensive Plan. East King Road Sewer Dan Walker informed the Committee that 5 or 6 years ago, the Town received letters from the residents on E. King Road regarding their sewers. Dan also said r - - ^+. !ub'lic Works Committee Minutes,July 22, 2008 Page 2 ft- there is not a lot of documentation in the file. This has been reviewed by the Capital Planning Committee. Dan explained this project was designed in 2001. It was approved by the Capital Projects plan which was approved by the Town Board. This was also approved at the July Town board meeting. Dan said there is already a sewer district so the extension would be added to it. The Committee discussed if we needed to have a public hearing or not. Dan will talk to Guy Krogh. We may want a public meeting on this. Dan will research this more and get back to Peter Stein on it. He will have answers for the August Town Board Meeting, and bid it at the September meeting. Northeast Drainage Creig Hebdon said that the Engineering interns have started surveying. They are working on Salem Drive to Briarwood Drive then to Hanshaw Road. They are shooting the roof lines. He said that they are on schedule to survey up to Warren Road this year. Peter would like an update after we start analyzing the data. Town Hall Roof The Committee discussed that we should put together bid specifications and get the work done in 2008. Sewer Extension Guidelines Peter devised a guideline with a rating tool to use to determine if a sewer line should be extended after a request for one has been made. He felt that if a positive number is found, it should be built and if a negative number is found, it should not. This form would be used by the Public Works Committee. The Committee felt that the wording on#8 should be different and that 4B and 8 should be first on the sheet. 1,2, and 3 should be put together. Talked about#9 being a "Catch All". The Committee talked about the fairness of extending sewer and water. Dan said that when you buy a house the price of the water and sewer are included in the price. Mike said he looked on-line to see what some other Towns do. He said that if the residents contribute to the project, then the project will get done. Dan talked about changing the current sewer district to separate districts. He wasn't sure we should ask for contributions when they are already paying to a sewer district. Public Works Committee Minutes,July 22,2008 Page 3 The Committee talked about the Grippi parcel and it was felt if a project like that was paid for by the Town, the Grippi s would stand to gain financial.
