DISPOSITION DATE far s /#4, TOWN OF ITHACA T Public Works Committee December 2,2008, 9:00 a.m. Public Works Facility Present: Peter Stein, Bill Goodman,Pat Leary, Dan Walker,Fred Noteboom, Creig Hebdon, Wayne Sincebaugh, Kristen Taylor, and Mike Smith The meeting began at 9:00 a.m. The October 28, 2008, meeting minutes were approved. Peter Stein informed the Committee that he wanted to keep the meetings to only one hour. He asked that the agenda be changed to reflect that. The Committee discussed the meeting time. It could be kept the same or maybe at 2:00 p.m. Bill Goodman said he can do it either time. Peter would rather the 9:00 a.m. time. It will remain the same day and time. Northeast Drainage Creig Hebdon informed the Committee that he had a meeting with Susan Rhea and Todd Walters and discussed the Town's findings. Susan is a water specialist and Todd is a professor at Cornell University. Susan wants her ditch filled in. Todd felt there was a lot of work ahead. We will now have to put together the options and costs. Creig also met with Todd's hydrology class. They will be putting together a study to address the ditches and the backyards. Dan Walker said that the drainage in the ditches is adequate. He said we should be ready with the options and costs so that a public meeting could be held in late February or March. The Committee felt that the Town Board should be given a presentation before the public meeting. At the next meeting we will come up with a schedule. Fred Noteboom talked to the Committee about the productivity of the Committee. '''Public Works Committee Minutes, December 2,2008 Page 2 Air Quality at Town Hall Dan said there have been complaints about the air quality in Town Hall. People are having problems breathing and with their eyes. It is mostly on Mondays and usually this time of year. Dan had the HAV people in and they changed the start up time and cleaned it out. The filters get cleaned every six months. The HAV system is set at a very low temperature after 4:00 p.m. on Friday and then it turns back up Monday at 7:30 a.m. The time was changed from 7:30 a.m. to 6:30 a.m. This seems to help some. They also changed the setting from 74 degrees to 72 degrees. PESH was called and they put a monitoring system in to measure the Co2, humidity, and dust. Dan said he will report back at the next meeting. Sewer Extension Guidelines Dan and Fred use the guideline for both the Grippi property and King Road East project. They came up with 3 for the Grippi and 9 for King Road East. The Committee felt that we should re-evaluate the scoring system because Peter thought he designed it so if it was positive then the project could be put off. We will send all the guidelines and narrative to the Committee members and discuss at the next meeting. Discussed times of the meeting again. We will leave the January meeting on the fourth Tuesday at 9:00 a.m. then discuss this at the next meeting. Ditching and Piping Policy Fred handed out a policy from another town. He said that we would need to redo a couple of the questions. Dan said that open ditches are the best except where there is a steep grade. Peter asked what determined when we pipe and not. If the area is medium density, we consider it. The Planning Board needs this type of a policy to be better able to approve subdivisions. Presently,we use open ditches. Dan pointed out that the transportation plan calls for smaller lanes and sidewalks. It might be hard to have with open ditches. Presently,we have 60 foot rights-of-way. With 20 foot lanes, 10 foot sidewalks, and 10 foot ditches we will be going deep into residents' yards. ice Public Works Committee Minutes,December 2,2008 Page 3 Pat Leary felt that open ditches were better. Fred said they are cheaper to maintain. Peter thought this could maybe be put on the back burner. Fred reminded Peter that this subject came up because the Conservation Board sent a letter regarding the Town's ditching policy. Fred feels it should be addressed now.
