Public Works Committee
August 28,2009, 9:00 a.m. to 10:00 a.m. .
Present: Peter Stein,Bill Goodman, Rich DePaolo,Dan Walker, Rich Schoch,
Gene Redman,Wayne Sincebaugh,Kristin Taylor, and Creig Hebdon
The meeting began at 9:03,a.m. . ,
The minutes from the June 23, 2009, meeting were approved.
Northeast Drainage
There will be a meeting regarding the northeast drainage study August 31, 2009,at
BOCES conference room. We will have something put in the newspaper,on the radio,
and web site. We will put up a sign on Warren Road. This will be discussed again after
the meeting.
Peter Stein, Creig Hebdon, and Gene Redman will meet regarding setting up the
meeting.
Official Town Map
Dan said that the official town map was last approved in 1968. He said the law is quite
specific. Dan is working with the Town's attorney on updating the map. The map does
show private roads.
Rich DePaolo asked if"future roads" could be put on the map. Dan said yes.
Peter asked how rights-of-way have been defined. Dan said they are looking into it.
Peter talked about the ROW on Hanshaw Road and asked who determines the width of
them. If a road is not deeded,we use what has been done for the last 10 years.
Temporary easements are needed before construction can start. There is a final plan for
Hanshaw Road's construction. Tompkins County Highway Department is working
getting the easements. If the homeowner will not give an easement,emirate domain
can be used.
On Coddington Road the County is asking for eminate domain because they lost the
law suit.

Peter wanted to know if emirate domain could be used to go into back yards to open
up`swales. This will be discussed with the Town's Attorney.
Brush and Leaves •
The dates for picking up brush will be October 13 through the 16. Leaves will be started
November 2, 2009.
Gene talked to the Committee regarding getting a garbage truck packer in the 2010
budget. It is much better to pick up bagged leaves as they can be reduced so more can
be picked up at a time.
Update on Warren Road Walkway
400 feet of drainage has been laid. We need to get an easement for Warrenwood. State
wants it. We are hoping to have the drainage for the walkway by the end of September.
Honness Lane Walkway
The Honness Lane Walkway is finished with the exception that some plantings need to
installed at the two corner properties on Wildflower Drive.
Peter felt it was to wide. Rich Schoch explained that we have to be able to maintain it in
the winter. Five feet is also an ADA requirement. Rich D. was concerned about the
concrete setting up. The Contractor is responsible for it and they put plastic over it.
Sidewalks are the responsibility of homeowner. Walkways are the Town's
responsibility.
East Shore Water Line
Looks like the City of Ithaca will be building their own water plant. We will know
more in September.
The Committee wondered how much longer we can wait for the City to decide. We
have a complete design and have been working with the State for ROW easements. We
have been working"with the residents and the railroad. We will revisit this at the
September meeting:
