HomeMy WebLinkAboutPWC Minutes 2009-09-27 E 2a, D TOWN OF ITHACA Public Works Committee September 27,2009,9:00 a.m. to 10:00 a.m. Present: Peter Stein, Bill Goodman,Rich DePaolo, Dan Walker, Rich Schoch, Gene Redman,Wayne Sincebaugh, and Creig Hebdon The meeting began at 9:03 a.m. The minutes from the August 28,2009, meeting were approved. Warren Road Walkway Gene Redman informed the Committee that we are currently working on the drainage for the walkway and it is going well. Creig Hebdon said that the Town has not received an easement for Warrenwood Apartments. The lender wants$2,500 for legal fees. Forest Home Drive Upstream Bridge The Town has the final report for the rebuilding of the Bridge. It seems to be consistent with the Traffic Calming Plan. The Committee discussed concerns that bidding out the job would be scheduled for June and construction starting in September. Because Cornell University students come back the end of August,they did not feel that was a good time to start construction. Tompkins County Highway says that the time line is that way because they need a permanent easement. The Committee wondered why the Town was not getting the easements and that is because the project is Tompkins County's not the Town's. The Committee asked what a better timeline would be. Dan Walker felt that if it was put out to bid in January or February,they could work when most the students were not there. Gene will talk to Bill Sczesny and if that gets nowhere,someone will talk to Ed Marks. Traffic Calming The State is doing the final review. This project is on track to be put out to bid in November. Public Works Committee minutes,September 29,2009 Page 2 Town of Ulysses Water Meter Building This project consists of putting in a 4" water main into the Town of Ulysses and an 8" line coming back out. This project will cost approximately$60,000 and the Town will pay half. There will be one meter for the water going in to the Town of Ulysses, and another for the water coming back out. The tank that the meters will be using is on Iradell Road. East Shore Drive Water Line We have not heard if the City of Ithaca will be rebuilding its own water facility or going with Bolton Point. Rich DePaolo said he has been talking to some people and it seems they feel the City will rebuild. There is a section of this project that will not effected the by the City's decision and we have to get the easements from the railroad. The Committee agreed so that this project can get started 2010—we need to start now. We will have to spend $2,200 for permit fees. This will come from the F8340.400 line. This will be put on the Town Board's October 1, 2009, agenda. Westhaven Road Speed Limit Request The Town has received a petition to have the speed limit on that road lowered to 30 MPH. In 1997, the State denied a similar request. The Committee discussed that New York State sets the speed limits for all entities in New York. They look at curb cuts,site distance, accident data, etc. We did not know what the accident ratio is for Westhaven Road. This will be put on the Town Board's October 19,2009, agenda. Miscellaneous Gene reminded the Committee about the roof at Town Hall and that no money was put in the 2010 budget. We will discuss this at the next meeting. Air Quality at Town Hall was discussed and deferred until Safety Committee meets as we would be going over PERMAs report. The meeting was adjourned at 9:30 a.m. ghk
