HomeMy WebLinkAboutPWC Minutes 2010-01-26 ti* TOWN OF ITHACA Public Works Committee January 26, 2010 Present: Rich DePaolo,Chair; Bill Goodman;Jim Weber; and Mike Smith The meeting began at 10:00 a.m. The minutes from the December 1, 2009,meeting were approved. Setting Meeting Dates and Time Rich DePaolo said that he would like to have the meeting held for an hour and half instead of one hour. Susan Riha told Rich the best times for her to meeting would be Monday and Friday. The Committee decided to hold the meeting on the fourth Monday of the month at 10:30 to noon. After April, we will have to reassess because of Susan's schedule at Cornell. The meeting dates will be February 22, March 22, and April 26 so far. Setting Goals and Meeting Format Jim Weber said that he would like to have staff here only when they are needed to help with discussions. Rich agreed. Rich also wants to have agendas sent out at least one week in advance of the meeting. Rich said that he would like to have as much information sent to him electronically;Bill Goodman agreed. Staff will start scanning documents to be sent to Committee members. Rich felt that issues and projects should be reviewed by the Public Works Committee before going to the full Town Board. The Committee agreed. Mike Smith asked if he should continue to come to the meetings. Rich said he would talk to Jonathan about this,but he felt it was good to have someone from the Planning Department represented. Ulysses Water Meter Building Jim explained that the Town provides water to the Town of Ulysses. In the past, the Town of Ulysses has disputed the billing and meter readings. The Town of Ithaca has been losing approximately$10,000 a quarter. r 1 0,14 rks Committee Minutes,January 26,2010 Page 2 0'4 Jim explained that the past Town Supervisor in Ulysses felt the problem was the Town of Ithaca's and would not pay for the overage in water charges. They now have a new Supervisor, so this problem might go away. Jim didn't feel the Town of Ithaca should rely on this happening. We need to fix the problem. The Town has designed a new building that would house two meters. One meter would read the water going to the Town of Ulysses and the other would read the water coming back to the Town of Ithaca. This will solve most of the problems. The building would be 20' x 12',contact has been made with property owner and he identified concerns with visual impacts. We could increase the landscaping to hide the building more. The building would be in the Town of Ithaca. Jim explained that when this design was being planned,cost estimated to be $60,000. Both Town's would pay half. The revised cost will be more like $125,000. The Town staff will talk to the Town of Ulysses to see if they are willing to pay half the$125,000. He felt that even if they didn't,we would still get$30,000. Rich asked if we needed both meters. Jim explained that we do,but there are other meters that could be use. Those meters are more for high volume water flows. Rich asked why water comes back into the Town of Ithaca. Jim explained that it serves houses on Trumansburg Road, Woolf Lane area, down to Indian Creek Road. Bill was concerned that the Town has not tried to recoup the money from the Town of Ulysses. Jim said that staff sat down and figured out the differences and billed the Town of Ulysses. Jim indicated this took quite a bit of staff time. The Committee decided this should be discussed at a study session. Jim said that we can't really prove it's the water on the Ulysses side. Rich asked how soon the building and meters could be in place. Jim said it could be up this summer. We have an easement that we would need to get. Jim said we would like to move ahead. Rich asked if the Town has a Memorandum of Understanding with the Town of Ulysses. Jim said it was verbal at this time. Jim felt the next step was to meet with the Town of Ulysses. The extra money the Town will have to pay will need to work on be approved by the Town Board. Jim said that staff is working on redoing our department's capital projects list for 2010. He would like to be able to both this project and the Remington PRV. Remington Road PRV Jim explained that,as can be seen by the picture, this space is a Confined Space. When 1 Public Works Committee Minutes,January 26,2010 Page 3 there is a confined space, at last three people are need to be there; one going down the hole, one monitoring the air quality from above, and one supervising. We wanted to get away from confined spaces, so we proposed putting a building on the property. This project would reduce risked to staff. The owner,Mr. Rogers,wanted the Town to buy the whole property to put in the building. We decided to redesign the PRV pit to keep it in the existing easement. We will rebuild it underground,but it will have steps down to it and there will be a floor. We will still have to get a temporary construction easement from Mr. Rogers. Jim explained that the valve is working but very old and needs to be replaced. This project will also help when the Town replaces the East Shore Drive water main. During construction of East Shore Drive water main project, the PRV on Remington Road will be used more extensively. Jim said that the project should cost around$200,000 and that money was included in the capital project for East Shore Drive water main. Because the money is in the East Shore Drive project and the East Shore Drive water main will not be constructed until 2011,we will need to go to the Town Board for the redistribution of money for this year. Winthrop Drive Parking Concerns The Public Works Department has received, several times, requests from a resident on Winthrop Drive regarding parking and dropping off or picking up kids for school. There is a crosswalk at the curve on Winthrop. There is a crossing guard,but they are not able to "police" vehicles there. Jim explained that he has researched this with Susan Brock,Town Attorney. We would need to have the local law changed to read "No Stopping". No Standing means that vehicles can be parked there but not idling. No Parking means vehicles cannot park there. No Stopping means vehicle cannot park or idle. Rich asked how far Jim felt the no stopping should be. Jim felt it should be 75' on both sides of the crosswalk and both sides of the street. Rich asked if it would be only certain times, and Jim said all the time. There was a brief discussion regarding Dewitt Middle School changing the traffic pattern in their parking lot. This may or may not help with parents dropping off/picking up students on Winthrop Drive. We should move ahead with this. r Public Works Committee Minutes,January 26,2010 Page 4 Hanshaw Road Walkway Jim explained that the Hanshaw Road Walkway project is part of the 2010 Capital Plan. This consists of building a walkway on Hanshaw Road in conjunction with Tompkins County rebuilding Hanshaw Road. The Town has agreed to funding parts of the walkway project which would go from the Village of Cayuga Heights line to Salem at a cost of$70,000. Tompkins County would build the platform and the Town would put in the concrete. Tompkins County has delayed construction of this project until 2011. Tompkins County would like the Town to pay$55,000 for design work on a walkway from Salem Drive to Sapsucker Woods Road. The Town needs to decide if we want to fund that. There would be an additional cost of$5,000 for rights-of-way accusation. These costs would include design work for cuts and fills along Hanshaw Road properties. Appraisals would also need to be done. Jim explained that if the Town decides not to do this design work, that it would greatly change the scope of Tompkins County's design work. Rich felt that it seemed like a lot of money for such a short length of walkway to design. Jim explained that it would cost an additional$70,000 to construct the walkway from Salem Drive to Sapsucker Woods Road. Jim informed the Committee that in 2006, the Town Board of the Town of Ithaca passed a resolution committing to the walkway from the Village of Cayuga Heights to Salem Drive, and that they would consider extending the walkway to Sapsucker Woods Road. Rich said that he would like to defer this until Susan Riha was able to be at the meeting. He also felt that because the new development proposed in the area has not been decided yet, that this should wait. Rich asked what savings the Town would see if the design was done now. Jim figured it would be approximately $15,000. Jim explained that the approved Capital Budget for this project is $163,000 plus. He has not fully identified what all the costs are for,but we know that$70,000 would be for construction of the walkway from the Village to Salem Drive. If the Town uses approximately$60,000 for the design and rights-of-way work, there would be approximately$33,000 remaining. If construction of the walkway from Salem Drive to Sapsucker Woods Road would approximately$60,000,we would have a shortfall of approximately $27,000. Jim went on to explain that there is a handout that indicated that Cornell University would split the costs from Salem Drive to Sapsucker woods Road 50/50 if the project was expanded. This would reduce what the cost to the Town would be. We will talk to Cornell and see if they will split the costs 50/50. Public Works Committee Minutes,January 26,2010 Page 5 Mike Smith explained that the Town is working on a design called Bluegrass Trail. This trail would go from Cornell University campus and connect to the Hanshaw Road walkway. If the walkway was extended to Sapsucker Woods Road this could lead to walkways to the Ornithology Lab. The Committee discussed that the extension on Hanshaw Road could be done in conjunction with the Bluegrass Trail. Bill felt that if Cornell University did go with the 50/50 cost split,the Town should do the design work now. This would have to go to the Town Board to get the money. The Committee had concerned about what the residents on Hanshaw Road wanted in terms of a walkway extension. It was contentious at the beginning, so we are not totally sure. The Committee discussed the problems Tompkins County is having with Coddington Road reconstruction. The County wanted rights-of-way to be 3 rods on all of Coddington Road, and the Courts said no,they would have to go with each individual parcels right-of-way. Jim believes that Hanshaw Road would not have that problem as the plans show it as deeded rights-of-way. Public Works Projects and Priorities for 2010 The Committee received a list of the Public Works Department's projects and priorities for 2010. This is more for information. This Committee will look more at policies than oversee projects. Bill asked about the clay fields at the Valentino field (Tutelo Park). Jim explained that there were some drainage issues and that we wanted to upgrade it to meet the specifications/standards for Cal-Ripkin ball. Rich was concerned that we are paying for these changes. Jim will get the specifications on this. Jim said it would take about one week to rebuild. Bill asked what I&I meant. Jim explained that it means infiltration and inflows in the sewer lines. Rich asked Jim why gravel shoulders had to be constructed. They break apart, materials go into the ditches, and grass grows up in them. Jim explained that the shoulders support the road asphalt from deteriorating. Other materials that can be used would be pavement, curbing, or gutter pans. These materials make the road way seem wider. , Public Works Committee Minutes,January 26,2010 Page 6 Rich asked what the lasting value of shoulder is. Jim said that people drive on it;if it was grass, there would be ruts. Jim explained that shoulders also help with the Town's liability. Rich would like to go on a tour of the Town with Jim. Jim explained that putting shoulders on roads is not unique to the Town; it is a national practice. Rich wondered if there was any measure of shoulders really working. The Committee decided that#8 (and other items for discussion) on the agenda should stay there. The Committee discussed Forest Home Drive Phase 1 and where it was at. Jim informed the Committee that New York State is reviewing this plans. Rich wanted to review it again to make sure the key elements were in place. This needs to be done soon as the State already has it. Rich said that he is hearing that there are differences between what some people believed the plan was and what is on paper. Jim explained that the Home Owners Association was happy with the plan. There where some issues with the speed tables not being detailed enough. The meeting was adjourned at 10:45 a.m. ghk . I have enclosed photos I took on that day. Today, a car has again lost control on the curve. We were fortunate that school was not in session and that children were not walking near the crosswalk and the front of my home. I have attached photos of the tracks of the skidding vehicle and the marks the driver left in my lawn. I am hoping that you have already taken steps to get the Town Board to take quick action to minimize this problem. Once again I am recommending that the Town enact legislation that would create a NO STANDING AT ANYTIME zone on both sides of Winthrop Drive near the crosswalk as I have described in the diagram I submitted. Enclosed are photos taken over the past year that will give you an understanding of the hazard that I am referring to. I would appreciate your assistance in bringing this to the attention of the Town Board with a request for action to minimize this problem. I am recommending that the Town enact legislation that would create a NO STANDING AT ANYTIME zone on both sides of Winthrop Drive near the crosswalk as have described in my attached diagram.
