HomeMy WebLinkAboutPWC Minutes 2020-02-27TOWN OF ITHACA PUBLIC WORKS COMMITTEE February 27, 2020 9:00 a.m. Public Works Facility Board and Staff Present: TeeAnn Hunter, Rod Howe, Dan Thaete, Mike Smith, Judy Drake, Steve Riddle, Dave O'Shea 1. Approval of Minutes: Minutes from January 14th, 2020 were moved by a motion from Ms. Hunter, seconded by Mr. Howe. Approved. 2. Member Comments / Concerns: None a. Consider Modifications to the Agenda — 1. Mr. Thaete added discussion regarding a gap in the sewer system on King Road East. 3. Sewer Billing Update: a. Ms. Hunter had some discussion with Joe Slater, but since he is unable to attend today the item will be included on next month's agenda. Ms. Drake reported that Bolton Point, Engineering, PWD, and Code Enforcement met and talked about sewer/water unit definitions, as there seems to be discrepancy in the interpretation. More assessment information is needed. Mr. Thaete reported that Ben Coakley is working through the project with three goals in mind. (1) Reassessment of entire town and what units should be billed, (2) Using current laws, simply the laws, (3) Fix the process and establish definitions. 4. Community Garden Discussion: Ms. Hunter asked that the Committee provide input prior to the Town Board approval for the upcoming season. She feels it is a good time to establish a Community Garden Council in order to transfer authority from the town to the Council for daily management of the garden. The PWD would still provide support, as they do now, and the Town Clerk would still be involved, as needed. This would improve communication, provide an opportunity to update rules and regulations, and appoint someone within the Council to be responsible for organization and facilitation of the program. A meeting will be setup in March with the gardeners that Joe Talbut will attend. Revised rules and regulations will be brought to the Committee for input. Mr. Howe agreed to utilize Cooperative Extension for advertisement of open plots. 5. 2020 INI for the Danby System (Dan Thaete) Mr. Thaete reported that three proposals were received for the 2020 Town of Ithaca Infiltration and Inflow Danby System Study. He explained that the Engineering Department reviewed the proposals and scored each. Discussion was held regarding the scoring process. He asked that the Committee recommend the Larson Design Group for the project and for Town Board approval to award the bid. The request will be added to the Town Board agenda. 6. Sewer Gap on King Road East — Mr. Thaete explained that there is a 1,200 ) gap in the sewer system and asked if the Committee was in agreement with giving waivers for private septic systems or if they would prefer that the issue be placed on the CIP for future improvement of the town's sewer system. As both sides of the system were put in due to a private development, the Committee agreed to continue giving waivers for private septic systems for the time being. The meeting was adjourned at 10:10 a.m., motioned by Mr. Howe and seconded by Ms. Hunter. Carried.
