Bill Son.nenstahl — spoke reg,ard�tng the Tareyton Dr. property being sold by Comell and a,
possible housing development. He submitted an email earlier in. the day and highlighted some
points,:
• Realize this i,s a long process, but would like an effortmade to keep the neighborhoods
affected apprised of the process, as, it goes Oil
• This is a lar,ge project of 175 units in Ithaca and another 40 in Lansing that, will
necessitate a lot of,clearcutting in the Sapsucker Woods area
• Concerned out drainage as, the "Cigarette Alley" neighborhoods, already have major
drainage issus and those will worsen, particularly to the west
• This will need a rezoning and the project should be kept more modest.
Norman Adelewitz spoke, saying that this Is being mis-represanted as Tarcytonfir. when it
really has nothing to do with Tareyton, Dr., and but does have a lot to do with Sapsucker Woods.
Ile Felt Cornell and, the developer are being sneaky about this.
He said that years, ago there was a, big battlep 'Ithout anotherm.entntNwN.ch,
was won and this is de a'vu- something that was not allowed back then should not be allowed
now given the same majapan, soils, and wetlands still exist.
Mr.Adelewilz stated that his and, his neighbor's concerns are not', because we are opposed, to
affordable housing or'NYMBYISM but is a greater issue to the area at large and it should be
nipped in the bud.
H'ardy Griffin spo�ke, saying that he supports the previous comments and he and his wife moved
'here 6 years ago and, the nelghborhood-is very diverse,. He said his familyls Turkish and, this
seems to be sneaky way to go about a. project and it is too large for the area and right next to
Sap sucker and so it will Incred.1bly impact the natural area,.
He said, we all have very wet, yards and, basements, and it will only getworse if this goes

through, even, with addi , tional water and sewer Infrastructure, which, coin ldbring even more
density.
.Mr. GrIffin, said our public schools are already at capacity and we have no idea how the schools
would handle such a,n increase.
Aflice Moore spoke, saying that she lives our. 'Warwick, Pl. and the water i.ssues are sign gni ficant,
with. Winthrop Dr. sometimes covered with. water. Drainage issues, are very concerning for any
development to the east.

Mr. .Depaolo asked why the effective date is January I'twhen the billing period begins mid
November.

Ms. Shaw responded that there is verbtage tn the resolution stating that the rate appltes to water
used prior to the eMetive date.
Mr. Dep,aolo responded that he understands it has always been that way, but he would be more
comfortable with the effective date being that ofthebIlling date that appfies.
Discussion followed with, the Board agreet.ng the date should be changed to November 15 th .

The rate charged for water consumption shall. be $933 per 1,000 gallons of water consumed.
The foregoing rate will be the rate charged for all regular quarterly bills sent on or a,fter
November .15, 2023.

Multi pleflousing and mobile home parks of over 2 dwelling units, using a master meter, will be
computed as follows: The quarterly master meter reading will be divided by the number of
dwelling units and the water charge will, be figured, on. this number as if the unit, was indIvi,dual1y
metered. The water charge wifl. then be multi. pl.i.ed by the number of units, on. the master meter
and this, will be the bil.ling rendered. If the calculation oft water consumed per dwelling unit
is less than the allowable consumption. for a, three-quarter in meter,, then the billing will. be
calculated by multiplying the number of units on the master metertimes , the minimum charge for
a three-quarter Inch'Meter.
The water application fine for each new application for water service shall be the charges for new
water connections charged by the Southern Cayuga Lake Intermunicipal Water Commission
including applicatlon fees,, meter charges, service tap fees, inspection fees, accessory materials',

installation costs, and, any other fee or cost charged, by the Southern Cayuga Lake IntermunIcipal
Water Co�MMJS&Ion, for connect'ing new water serys.
An annual charge for each fire protection main serving a fire suppression system will be billed

g with the first quarterly water bill of the calendar year. The annual charge for this service

shall be $20.00 per diamr inch of the pipe supplying the fire suppression, system or such other
amount, as is charged by, the Southern. Cayuga, Lake Intermunicipa], Water Commisslon for such
systems., The pipe supply'Ing the fire suppression, system is the pipe needed, to supply the fire
suppression system, installed downstream of the systern control valv.

Whereas, pursuant to the New York State Environmental Quality Review Act ("SEQRA ") and
its, implementing regulations at 6 NYCRR Part 61.7 it has been deteri-nined by the Town Board
that adoption of the proposed resolution 'is a Type 11 action, 'because it constitutes "routine or

(1) Effective November 15, 2023, there is, hereby imposed a sewer rent payable by all users
connected to the Town -wide sewer system at a rate, of $6.5 'was $5. 5 per 1,000 gallons of
water consumed.

In addition, and notwithstanding the foregoing rate structure, there shall, be a m.ininiuml base
charge for regular quarterly bills sent on or after'Noveber 15, 2023, in the amount of $32.80,
whi.ch minimum charge is based on 5,000 gallons of usage, regardless of whether that amount is
actually used.

In the event a property i,s connected to public sewer, but i,s not connected to a, water meter, the
sewer rent, shall, be based 'upon estimated 'water consumption as reasonably determined by the
Director of Public Works based upon -recognized methods of es,timating typical consump,ti.on for
the type of facility involved (e.g., gallonsder day per bedroom).

Mr. -Howe opened, the public hearing at 5:53 p.m, There was no one w,,ishing to speak and, the
hearing was closed.
Mr. Howe gave a, summary,, saying that this budget is under $30M. and is structured to meet our
2024 goals while being fiscally responsible and conservative. He noted that Ms. Shaw prepared
a 3-page summary w Ith descriptive pie darts and, agaln'thanked ',her for her efforts on preparing
the Budget.
The Town resident with a single-family residence assessed at $32K,, which is the median house
assessment, will see an increase of $295.

the Town of Ithaca non -collective bargaining employees for the year 2024, utilizIng the 4.,0%,
wage scales approved by the Town Board September 25, 2023 and,
Whereas, the Town Board has reviewed the wages established by the collective bargaining
agreement with the Public Works unit represented by Teamsters Local 317 at the 4.0% cost of
living increase; now,, therefore,be it

the grant.
Ms. Shaw responded, that invoices are submitted and, paid throughout the process and, 'it is
standard process and, language and, she was not concerned,.
Mr. Thaete -responded that it is a, multi -year project with design going out to bid in 2024 and
completion in 2026.

Subject- Proposed Multi -family �Unit, Affordable Houising Project

Recently, the Northeast IIthaca neighew biorho, ooid became aware that Dakota Partners is proposing
to build a 175 multifarnfly-unit, affordable housing project called the Tareyton Drive Affordable Housing
Project and that the Public Works Committee, has, reviewed the concept for water and sewer and
suggested that Dakota Partners be sent a comfort letter,, pienidiing approval of the Planning Board. To our
relief,, we learned that Taireyton Park,, is not being sold and is not part of the proposed development and
pending sale. We also believe that the projectwound be more appropriately named the, Sapsucker
Woody Affordable Housing Project because it will essentially be built on a section of Sapsucker Wood�s
adjacent to the Laboratory of Ornithollogy.
We are opposed to, the proposed project and understand that the, Pu�bl�ics, Works Co�rnmilttee has
taken a first step in a multi -year process, whereby Dakota Partners, will be sub�rnitting plans and
rinaterials to the Town of Ithaca for review by various town boards, departments, and committees. We,
also understand that the concept map that we saw representing the proposed development is just that,
a concept. INeiverthelless, the, concept, which clusters 5, apart�melnt Ibuildings with 35 apartments each
surrounded by acres of parking lots, and another 40 apartments on the adjoining propertyin L&nsing,
raises a nurnber of concerns about its, Impact upon Sapsucker Foods, the Laboratory of Ornithollogy,
and our neig�hborho ood.

As, the Town Board and Planning Department know, drainage, is a serious, Iproblem throughout
Northeast Ithaca because of the fragipam soil found in this area. The proposed development
envisions a dense cluster of apartment buildings and Iparking lots that will further impact
drainage because of the clearcutting and imp peirmeable surfaces. We, do not want to see
drainage issues, in the Northeast Ithaca neighborhood and sections of the, Village of Cayuga
Heights, and the Town of Lansing further, exasperated,.,
* Construction oft'he medical complex off Warren Road required clearcutting and several
retention ponds were built to deal with the drainage problems. Still properties west of
the complex in the Town of Ithaca, Village of Cayuga Heights, and Village of Lansing
experience, problems when there are heavy rains and runoff., During heavy rain, for
example, Triphamrner Mall and the Reuse Center experience serious flooding.
* When Hanshaw Road ways, rebuilt, new sewers were installed to handle the runoff in the
Northeast. Nonetheless, problems persist because the new sewers cannot always
handle the heavy rains. Our neighbors on Kay Street, for example, report sewage,
backing up in their basements, during heavy rains.
* Drainage will become an even more important concern because of climate, change and
the predicted, heavier rain fall., Preserving the wetlands and woodlands is a�n important"
The proposed development willl require the, property to be, rezoned from "Medium Density
Reside ntia 1" to "Multiple Residential" to accommodate the proposed massive, apartment
buildings and the expansive network of parking lots. While this configuration may be economical
for the developer,i it is not the best uusie of the property and preserving the neighborhood's,
character and preventing further drainage problems and degradation of'Sapsucker Woods. In
add�ition, this massive development may, contribut e to more traffic problems and make noise
and light Ipollution worse., We would hope that there are more sensible ways to build affordable,
housing on this property. For instance, the affordable housing projects on West Hill seem to be
more environmentally friendly.

What will be the impact ofthe project on the Northeast and community services? Again, this is a
rnassive project with 175 new apartments. When one considers another 40 apartments on the
adjoining Lansing property,, that is a massive influx of new residents. What will their imp pact be
on traffic, the schools, health care, emergency services such as fire, emergency medical services,
and police? We already know that these services within the Town of Ithaca and the Countly are
at capacity and under stress,.
The concerns listed here are just a few of our immediate con�cerns, about the proposed project.
Others will arise as the development plians works their way through the review and approval process.,
We understand that we will have many opportunities to express our concerns in the process and a�sk
that you keep us informed as, those opportunities arise. Can the Town create al mechanism, for example,
by; which the Planning Department, informs, us wfien Dakota Partners submitisits, plans a�nd when those
plans, movie through the planning a�nd approval process, so that we can m,
time�ly inputs.?
