Call. to order and pledge of allegiance — Mr. Howe opened the meeting at 5:30 p.m. 2.Persons to be heard, (Attachment 1) Bill Son.nenstahl — spoke reg,ard�tng the Tareyton Dr. property being sold by Comell and a, possible housing development. He submitted an email earlier in. the day and highlighted some points,: • Realize this i,s a long process, but would like an effortmade to keep the neighborhoods affected apprised of the process, as, it goes Oil • This is a lar,ge project of 175 units in Ithaca and another 40 in Lansing that, will necessitate a lot of,clearcutting in the Sapsucker Woods area • Concerned out drainage as, the "Cigarette Alley" neighborhoods, already have major drainage issus and those will worsen, particularly to the west • This will need a rezoning and the project should be kept more modest. Norman Adelewitz spoke, saying that this Is being mis-represanted as Tarcytonfir. when it really has nothing to do with Tareyton, Dr., and but does have a lot to do with Sapsucker Woods. Ile Felt Cornell and, the developer are being sneaky about this. He said that years, ago there was a, big battlep 'Ithout anotherm.entntNwN.ch, was won and this is de a'vu- something that was not allowed back then should not be allowed now given the same majapan, soils, and wetlands still exist. Mr.Adelewilz stated that his and, his neighbor's concerns are not', because we are opposed, to affordable housing or'NYMBYISM but is a greater issue to the area at large and it should be nipped in the bud. H'ardy Griffin spo�ke, saying that he supports the previous comments and he and his wife moved 'here 6 years ago and, the nelghborhood-is very diverse,. He said his familyls Turkish and, this seems to be sneaky way to go about a. project and it is too large for the area and right next to Sap sucker and so it will Incred.1bly impact the natural area,. He said, we all have very wet, yards and, basements, and it will only getworse if this goes 4 6 through, even, with addi , tional water and sewer Infrastructure, which, coin ldbring even more density. .Mr. GrIffin, said our public schools are already at capacity and we have no idea how the schools would handle such a,n increase. Mr. Dep,aolo responded that he understands it has always been that way, but he would be more comfortable with the effective date being that ofthebIlling date that appfies. If the calculation oft water consumed per dwelling unit is less than the allowable consumption. for a, three-quarter in meter,, then the billing will. be calculated by multiplying the number of units on the master metertimes , the minimum charge for a three-quarter Inch'Meter. The water application fine for each new application for water service shall be the charges for new water connections charged by the Southern Cayuga Lake Intermunicipal Water Commission including applicatlon fees,, meter charges, service tap fees, inspection fees, accessory materials', 4 installation costs, and, any other fee or cost charged, by the Southern Cayuga Lake IntermunIcipal Water Co�MMJS&Ion, for connect'ing new water serys. An annual charge for each fire protection main serving a fire suppression system will be billed aloru g with the first quarterly water bill of the calendar year. To our relief,, we learned that Taireyton Park,, is not being sold and is not part of the proposed development and pending sale. We also believe that the projectwound be more appropriately named the, Sapsucker Woody Affordable Housing Project because it will essentially be built on a section of Sapsucker Wood�s adjacent to the Laboratory of Ornithollogy. We are opposed to, the proposed project and understand that the, Pu�bl�ics, Works Co�rnmilttee has taken a first step in a multi -year process, whereby Dakota Partners, will be sub�rnitting plans and rinaterials to the Town of Ithaca for review by various town boards, departments, and committees. We, also understand that the concept map that we saw representing the proposed development is just that, a concept. The proposed development envisions a dense cluster of apartment buildings and Iparking lots that will further impact drainage because of the clearcutting and imp peirmeable surfaces. We, do not want to see drainage issues, in the Northeast Ithaca neighborhood and sections of the, Village of Cayuga Heights, and the Town of Lansing further, exasperated,., * Construction oft'he medical complex off Warren Road required clearcutting and several retention ponds were built to deal with the drainage problems. Still properties west of the complex in the Town of Ithaca, Village of Cayuga Heights, and Village of Lansing experience, problems when there are heavy rains and runoff., During heavy rain, for example, Triphamrner Mall and the Reuse Center experience serious flooding. * When Hanshaw Road ways, rebuilt, new sewers were installed to handle the runoff in the Northeast. Nonetheless, problems persist because the new sewers cannot always handle the heavy rains. Our neighbors on Kay Street, for example, report sewage, backing up in their basements, during heavy rains. * Drainage will become an even more important concern because of climate, change and the predicted, heavier rain fall., Preserving the wetlands and woodlands is a�n important" The proposed development willl require the, property to be, rezoned from "Medium Density Reside ntia 1" to "Multiple Residential" to accommodate the proposed massive, apartment buildings and the expansive network of parking lots. While this configuration may be economical for the developer,i it is not the best uusie of the property and preserving the neighborhood's, character and preventing further drainage problems and degradation of'Sapsucker Woods. In add�ition, this massive development may, contribut e to more traffic problems and make noise and light Ipollution worse., We would hope that there are more sensible ways to build affordable, housing on this property. For instance, the affordable housing projects on West Hill seem to be more environmentally friendly. built on a smaller scale and What will be the impact ofthe project on the Northeast and community services? Again, this is a rnassive project with 175 new apartments. When one considers another 40 apartments on the adjoining Lansing property,, that is a massive influx of new residents. What will their imp pact be on traffic, the schools, health care, emergency services such as fire, emergency medical services, and police? We already know that these services within the Town of Ithaca and the Countly are at capacity and under stress,. The concerns listed here are just a few of our immediate con�cerns, about the proposed project. Others will arise as the development plians works their way through the review and approval process., We understand that we will have many opportunities to express our concerns in the process and a�sk that you keep us informed as, those opportunities arise.
