1. Ithaca Fire "Depamen t Annual Report — Chief Covert
Chief Covert introduced his Deputy Chief, Mike Moody, who joined theDepartment in.
December.
Ch'ie Covert' , showed the new heat maps program which maps out where in the d,�istrict calls are
*radding that the hope is to eventua,lly have a live dashboard showing, the mapping og happentng,I
calls in. real tire.
Hehighlighted future projects for 2024: the EaA Hill Fire Station project at the corner of
Elmwood,Ave and, Dryden Road 'hasbegun , prep site work, with a complefton date of summer of
20,25.
Chief Covert noted that the last time a new station was built was 1989 and the West Hill., South
Hill and the Central Stations, have not had any work done in quite a, long time. They are working
with engineers to, develop a capital improvement plan detailing what improvements are needed
for those stati,ons to better, prepare and ,budget f6'r them,.
The DePartment received their first electric vehicle., aord F- 150 Lightning, which is being used
by the Fire Prevention. Bureau. Their initial feedback on it has been positive. They will be,
lking rward to seeing how they can incorporate more electric cars in the future.
Chief covert then reported that they have been, onboarding a, new records management systeni
that handles all scheduling reporting and asset management. This system allows floating

firefighters 2 check their phones to see which station they are assigned to report to duty at. They
can also request their time off through the system and see they are fringe times at any point.
The system, also has a pre planning module wl ich allows firefighters respond,gin g to a call, or
doing an inspectioti to look. at the�lr it and no what hazards, are on, site and where a]l the
sprinklers are. This ability to know ahead of time where these things are saves time in. an
emergency and increases efficien.cy during inspections.

The system also has a module that they hope to roll out in. 2025 that would allow homeowners to
provide in't"ormatlon about, their home that, could be important, to firefighters responding to a all.
Chief Covert also reported that they're move ng forward toward a, pape erless environtnent, and are
working with city code enforcement and planiiing to streamline that.process in, the county to scan
existing documents and records.
Finally,,. in the next few years they are will be doing a lot of tratn'in gyfroni with the Office ofFire
Preventl'on and Control on specialty rescue scenarios and skills. He added that they did A rece�ive a,
grant 4 technical. rescues that are specifically designed for building collapses and they are
working on numerous other grants to help with updating their hazmat capabilities, updating gear
decontamination equipment and, replacing the rigid liatilboat.

Mr. Howe opened the public hearing at 4:57p.m.
M,r. En,gman, spoke, represent�l'ng the Forest Flonie l�iiip,rove'l-nnt,A.ssolat,ion, saying that the
neighborhood is, in. favor of this and eager to have it done. He added that the other day he was
outside of the forest home Chapel with a neighbor when a huge tour bus, came down the road, the
neighbor was able to tell the driver of the bus that he wouldn't be able to make it around the
curve and the bus was able to turn around and, wentback up Pleasant Grove Rd., averting a
traffic hazard,
Mr—Engman also commented on the pavement marking contract that is, on the agenda, saying

that there is a need for some crosswalks in Home tithe Forest rive area.
Mr. Britt in also spoke, saying that he was infavor of the "length suggested that thelength limit
in the area be the same as the weight ti-nit., as it would, � ake it ea,&I'er for &ignage, eart force,,niertt,
and be clearer to the truck. drivers.
There was no one else wishing to be heard in. the public hearing was closed.

$300,000 which we are expecting to get a grant to cover half of the expense.

Mr. Howe explained that our IT Department has been providing some services to Bolton Point
recently, helping them develop and, adopt some guidelines and, replace their servers.
.Mrs. Drake added that this pis &i.rnflar to the concept of services, we had prov.ided the Health,
Consortium and it will be on. a year by year basis for general maintenance with a separate line for
special services that would be paid at a, slightly higher rate. The full fringe factor is not included
and so it is, less than what we would normally charge if we were bill ing somebody else.

we have been replacing them as they in them. After October, we will have to have a plan. to,

Plan and discussed the NYSEG easement that is going before the board next month.
Other — Youth Services - Discussed the need for daycare and, after -school, care and
ideas are in the works.
