Mr. Howe commented that the resolution was revised to make it clearer that the contract was not
to exceed $251,000.00.
Mr. Thaete gave an overview of the project, addtng that T.Y. UnAr&i'fecture is, very well,
versed in historic architeCtUre.
Ms. Randall added that they are out of Rochester, and we are also using them for the Ithaca
Energy Code Supplement Assi,stance Prograin.

local law ai-nending a local law amending chapter 250 of the Town of Ithaca code (vehicles and traffic)

Mr. Howe noted that we don't run into the need for encroachment licenses very often,
Mr. DePaolo asked for an explanafion between an encroachm.ent license and an. easlemien.t.

Ms. Brocic explained that an encroachment license does not convey property interests and are
'written to protect the Town and, they can be terminated, easlly, where an easement is a
conveyance of a property 'interests.

6.) Consider approval for a Fee Reduction Request, for 99 Tibet Drive
Mr. Howe reported that the Review Committee went over that the fee reduction request for the
Dalai Lamas Library and Research Center and requested additional financial information and
documents from the applicant. After reviewing the additional information, the Review
Committee is recommend 'i,ng a reduction in the fee.,
The Committee was willing to reduce the be down to $300, but the policy allows for a
maximum reduction of 25%, therefore the most that it can. be reduced down to is a fee of
$8,12.50.

extension fee from $3,2 to $812.50 as stated in the submission, and

Resolved that the Town Board, approves the recommendation of the Fee Reduction Review
Committee to reduce the Temporary Certificate of Occupancy, extension fee true $3,250 to
$8 1, 2.50 based upon the financial documentation received, the minimal, amount of work. needed
to complete the proJect, and the applicants identifying that they are a non for profit that depends
on donations only, which. is facing a, financial shortage.

Compensation Plan- 2024
Whereas, the New or State .Deferred Compensation Board (the "Board"), pursuant to Section
5 of the New York. State Finance Law ("SeVion 5") and the Regulations of the New York. State
Deferred Compensation Board (the "Regulations"), has promulgated the Plan Document of the
Deferred Compensation Plan for Employees of the Town of Ithaca (the "Mod flan"' and offers
the Model, Plan for adoption by local em loyers;

administers the Model Plan known as the Deferred Compensation Plan for Employees of Town

at the hourly wage of $25.35, in Job Classification 2, with full time benefits.
8) Report of Town Officials and Committees
'Mr. 'Howe menlioned that he attended a County meettng regardling the Rapid Response
program and that the cost share grant cover's all the expenses for 20.24. The County is looking
for each municipality to contribute for 2025, which, will be under discussion at TCOG, along
with the stron I h I
g recommendation that tine County covers al the costs.
Personnel Committee: Mrs. Drake went over that there is a change to Civil Service.
Provislonal Appointments probationary period wouldn't start until they have taken the exam.,
and they are now going back. to the first-tirne provisional appointments and having the
probationary period start at appointment.
'Mr. Howe noted that COVID guidellnes have changed, and the personnel. committee w�tll be
making recommendations for updating that policy.
Other:
Mr. Howe mentioned that there was going to be an'EMS Sty ,ff Meet and Great at the
Emergency Response Office at 92 Brown Rocud Mar ch. 201h from 12-30p.m.-4:00 p.m.
He also, noted he would be attending a networking event with the local media that the County
is hosting.
Mr.Howe relminded people that Mu Smith sent out an update on the deermanagement
prograrn and he will send out a report once the Program had finhed up.
