SECTION 1
INTRODUCTION
1.1 OBJECTIVE
This report, prepared in accordance with Town Law Article 12C
Section 209 q, outlines work proposed to be constructed under the 1989 Sewer
and Water Improvements in the Town of Ithaca. The proposed 1989 Sewer and
Water Improvements- include improvements in the following service areas, as
shown on Figure I General Plan.
A. Inlet Valley
Extend public water and sewer to the area including Elmira Road
(NYS Rt. 13), Seven Mile Drive, and portions of Five Mile Drive
(NYS Rt. 13A), Bostwick Road, and Coy Glen Road and connect to City of
Ithaca Elm Street water tank and Elmira Road water mains and City of
Ithaca sewers.
B. West Hill
Extend water main approximately 1,000 feet along Trumansburg Road,
from the Professional Building to DuBois Road, and make provisions for
further extension by others, e.g. Indian Creek Retirement Community
project.
LiProvide public sewer on Trumansburg Road from Ulysses Town line to
Woolf Lane, approximately 1,000 feet.
C. South Hill
Expand storage capacity for the Troy Road/East King Road/Ridgecrest
Road Service Area.
D. Kline Road
Replace 3750 feet of the Kline Road Trunk Sewer along Fall Creek
and New York State Route 13.

E. 1987 Water and Sewer Improvements Phase II
Install metering pits on water and sanitary sewer mains on
Taughannock Boulevard at the Town/City of Ithaca line and install a
flushing unit in•the east manhole (No. 36) on the Taughannock Boulevard
Sanitary Sewer installed under contract entitled "Water and Sanitary
Sewer Mains, 1987 Improvements Phase IV.
This, report includes an analysis of the Inlet Valley Service Area
including present and future population, development and water use and sewage
generation. In addition a determination of the required facilities sizes,
locations and orientations; an estimate of the project cost for the proposed
facilities and a list of the properties' directly served by the facilities
including County Tax Map Parcel Number is included for all service areas. The
required facilities are described on a scaled map. The estimates of cost are
itemized and based on recent bids for similar workin the Central New York
area projected for the 1989-1000 construction season.
1.2. BACKGROUND
The following is a brief description of the background of the proposed
improvement in each service area:
A. Inlet Valley
The Inlet Valley area generally includes the lowlands south of and
from the City of Ithaca to the Robert Treman State Park along Elmira
Road (NYS 'Route 13) and the Cayuga Inlet. This area is mixed agki-
cultural and residential in nature with some isolated pockets of
commercial/institutional uses. The area includes some certified
Agricultural Districts as well as zoning including R-30, R-15, R-9, R-5,
MR, Cl and C. 411 development in the area is served by individual wells
and on-site subsurface disposal systems with the exception of Coy Glen
Road at Five Mile Drive adjacent to the City of Ithaca.

The limits of the Inlet Valley Service Area were established based
on the extent to which water can be provided at usable pressure from the
City of Ithaca Elm Street water tank. Those limits are shown on
Figure 2. It should be noted that considerable areas east of Elmira
Road along the Cayuga Inlet are flood prone, wetlands or otherwise
unsuitable for development.
B. West Hill.
The West Hill Service Area for the purposes of this report is along
Trumansburg Road (NYS Route 96) in the vicinity of the Tompkins County
Hospita3 between Hayts Road (Co. Rt. 139) to the Ulysses Town line.
This area is generally residential and institutional in nature and the
area is undergoing continued residential growth. The area is currently
served by public water supply and sewage collection; bowever, certain
key sections of water main and sanitary sewer remain to be constructed.
C. South Hill.
The South Hill area for the purpose of this report Is generally the
area south of Ithaca College between 17an1by Road and Coddington Road.
This area is served by public water and varies 500 feet in elevation
which dictates that the distribution system be divided into three (3)
pressure zones. The intermediate pressure zone is fed by the Coddington
Road Pump Station to the Troy Road tank. In 1983 Stearns & Wheler
recommended a relocated and enlarged Troy Road Tank as well as some new
water mains on East King Road and Coddington Road to regulate water
pressure in the area and to provide appropriate pressure for domestic
use.
D. Kline Road
The Kline Road Trunk Sewer Service Area includes areas surrounding
the Village of Cayuga Heights in the northeastern portion of the Town of
Ithaca. An investigation of the capacity of the Kline Road Trunk Sewer
was completed in February 1989 by Stearns & Wheler which recommended
replacement of sections of this trunk sewer to provide additional
capacity to meet current and future sewage flows.
E. 1981 Water and Sewer Improvements Phase II Additional Work
The 1987 Water and Sewer Improvement Project included the, con-
struction of 7740 feet of 12-inch water main and 8-inch sanitary sewer
along Taughannock Boulevard (NYS Rt. 89) adjacent to Cayuga Lake,
between the Ulysses Town line and a point about 1400 feet north of the
City of Ithaca line. It is proposed to construct a water meter pit and
a sewage flow monitoring station on the respective lines at the City
line to measure the consumption of water and generation of sewage in the
area served by these facilities.
In addition, it is proposed to install a flushing unit at the
terminal manhole (No., 36) on Taughannock Boulevard. This is intended to
provide for periodic flushing of this section of sewer which is
currently under-utilized.

CURRENT AND FUTURE
POPULATION AND WATER CONSUMPTION
SEWAGE GENERATION
2.1. POPULATION
An estimate, of current and future population for the Inlet Valley
Service Area was prepared as part of this report. The Inlet Valley current
estimate is based on a house count from aerial photography and estimated
average occupancy. The estimated future population is based on total acreage
of developable land and current zoning restrictions.

Similar- population estimates have been made by others for the West Hill and
South Hill areas. Refer to the 1983 Stearns & Wheler Report on Water System
Improvements and the ongoing West Hill Service Area Study,
2.2 WATER CONSUMPTION AND SEWAGE GENERATION

An estimate of probable water consumption and sewage generation in the
Inlet Valley Service Area is made on the basis of the population projections
included in the previous sections. Residential water consumption is estimated
'to be approximately 70 gallons per capita per day assuming minimal distri-
bution system losses which might be effected in a new system. The
Commercial/Institutional users are included by estimating their water use in
terms of equivalent resident population.
Similarly, sewage generation is estimated to be approximately
100 gallons per capita per day assuming normal infiltration and Commercial/-
Institutional use as described above. The following table will summarize our
estimates.

PROPOSED FACILITIES
3.1 INLET VALLEY WATER
The Inlet Valley area is pr6posed to be served with water from the City
of Ithaca •tank on Elm Street. Service from this tank will be an extension of
the City pressure -zone and will be limited by the topography. The Elm Street
tank has an overflow elevation of 595 feet U.S.G.S. If we establish 30 psi as
the minimum static water pressure, the extent of the Inlet Valley Service Area
can be plotted on a topographic map. All land below the 525 feet U.,S.G.S.
contour can be provided with water at 30 psi or greater from the Elm Street
tank. Significant areas along and east of Cayuga Inlet are precluded from
development because it is flood prone, is in wetlands or is included in
Buttermilk Falls State Park. the Inlet Valley Water Service Area is shown on
Figure 2.
It ' is anticipated that as part of the provision of water service to
Inlet Valley, a water main would be constructed from the Elm Street tank to
the existing dead end water mains on Elmira Road e(NYS Route 13) within the
City of Ithaca. This would provide a dual source of water to the Inlet Valley
as well as eliminate a dead end section of .distribution system within the
City.
It is proposed that the water main between the Elm Street tank and the
City distribution system on Elmira Road be 12-inch diameter and the distri-
bution system in Inlet Valley be 8-inch and 10-inch diameter pipe. The
10-inch water main is proposed along Elmira Road (NYS Route 13) where the
potential for Industrial/Commercial development exists. The water mains will
be provided with fire hydrants and line valves and appropriately sized water
services to all `
existing development, complete with service meters. Master
meters will be required where the 12-inch water main crosses the City line
near Elm Street and' Elmira Road. It can be anticipated that these meters may
be called upon to meter water leaving the City or entering the City from the
ti Town. Bored crossings of State Highways and the railroad tracks will be
required.

Figure No. 2 shows the general layout of the proposed water mains and
the locations of meter pits. Appendix A shows an estimated cost for the
construction of these facilities. Exhibit A is a list of Tax Map References
and Owners of record of property served by these facilities.
L3.2 INLET VALLEY SEWER

LI The Inlet -Valley area is also proposed to be served by sanitary sewers.
These sewers will• discharge to the City of Ithaca sewer system and be conveyed
Pto the Ithaca Area Wastewater Treatment Plant for treatment and discharge to
Cayuga Lake. The proposed sanitary sewer service area was limited to the area
to which gravity sewers could be extended from a sewage pumping'-station near
Seven Mile Drive.
Existing sewers which the Inlet Valley area could discharge to are
located on Five Mile Drive (NYS Rt. 13A) and Elmira Road (NYS Rt. 13). If
L4 Inlet Valley sewers discharged to Elmira Road the force main would have to
cross Cayuga Inlet and the Conrail Railroad tracks. The alternate sewer
routes through the City to the treatment plant have been evaluated by the
Ithaca City Engineer and this writer. It appears that excess capacity exists
in the City sewers along Five Mile Drive and the pump station and trunk sewer
downstream is sufficient for current and near future development; however,
should the ultimate potential for development be realized, then additional
capacity will be required. According to the City of Ithaca City Engineer,
little excess capacity exists in the City sewer along Elmira Street and the
downstream pump stations and trunk sewers.- Therefore, we propose to connect
Inlet Valley sewers to the existing sewers on Five Mile Drive.

Figure No. 3 shows the general layout of the proposed sanitary sewers

for the construction of these facilities. Exhibit A is a list of Tax Map

3.3 WEST H11J. WATER AND SEWER EXTENSIONS
It is proposed to make extensions of bath water• and sewer along
Trumansburg Road in the vicinity of the County Hospital and the northern Town
of Ithaca boundary.
A 12-inch water main exists along Upper Trumansburg Road. This water
main deadends on Trumansburg Road at the Town Line and at a point between
DuBois Road and Woolf Lane. This line is fed by an 8-inch water main through
the County Hospital and Indian Creek and DuBois Roads and Woolf Lane, with a
hydropneumatic pumping station at DuBois Road, near Woolf Lane. It is
proposed to complete a new section of 12-inch water main between Hayts Road
(County Route 139) and the existing deadend 12-inch water main between Woolf
Lane and DuBois Road. The developer of the Indian Creek retirement community
has proposed to construct the water main from DuBois Road to the existing
12-inch line and the Town will. construct the water main from Hayts Road to
DuBois Road. The existing northern 12-inch water main is at a higher water
pressure than the' existing 12-inch water main at Hyat Corners at the existing
water tank due to the presence of a hydropneumatic pumping station on the
northern section at DuBois Road. Even though it is proposed to physically
connect these two water mains, their flow will be separated by a closed valve
pending further water system construction to allow equalization of the
pressures.
An 8-inch sanitary sewer exists on Woolf Lane which flows to DuBois
Road, Indian Creek Road and ultimately to the City of Ithaca. It is proposed
to extend that 8-inch sewer out Woolf Lane and then up Trumansburg Road to the
Town line.
Figure No. 4 shows the general location of the proposed 12-inch water
main and 8-inch sanitary sewer. Appendix C is an estimate of cost for the new
water main and Appendix D is an estimate of cost for the new sanitary sewer.
Exhibit C is a list of Tax Map References and owners of record of property
served by the new water main. Exhibit D is a list of Tax Map References and
owners of record of property served by the new sanitary sewer.

3.4 SOUTH HILL (TROY ROAD PRESSURE ZONE)
It is proposed to extend and upgrade the Troy Road pressure zone in the
South Hill area by the construction of a new 150,000 gallon water tank with an
overflow elevation of 1235 feet U.S.G.S. This, in conjunction with the
scheduled construction of a new 8-inch water main on King Road, between Troy
Road and Coddington Road, will result in stabilized pressures along Coddington
Road and more 'appropriate pressures along Troy Road and East King Road near
their intersection. The increase in the pressure of the Troy Road pressure
zone will necessitate the replacement of the pumps at the Coddington Road
'Pumping Station with higher head pumps. Also, the discharge of the Troy Road
Pumping Station will be moved to the intersection of Troy Road and East King
Road. This will require the construction of 1600 feet of new 8-inch water
main. A I new pressure reducing valve (PRV) will be required on the existing
Troy Road water main south of the new Troy Road Pumping Station connection.
Figure No. 5 shows the 'general location of the new tank and the layout
of the required piping and pressure reducing valve. Appendix E is an
estimated cost for construction of these facilities.
3.5 KLINE ROAD TRUNK SEWER
It is proposed to replace two (2) sections of trunk sewer within the
City of Ithaca which frequently surcharge as a result, in part, of sewage
generated in the Town of Ithaca. These replacements include 1600 feet I of
24-inch trunk sewer from Lake Street along the north side of Fall Creek to the
east side of New York State Route 13 and- 2150 feet of 24-inch trunk sewer from
the north side of Fall Creek along the east side of New York State Route 13 to
the Ithaca Area Waste Water Treatment Plant.
Figure No. 6 (which was part of the 1989 Stearns & Wheler Report) shows
the general location of the replaced trunk sewer. Appendix F is an estimated
cost for construction of the facilities.

3.6 1987 WATER AND SEWER IMPROVEMENTS - PHASE II ADDITIONAL WORK
It is proposed to install a water meter pit on the 12-inch water main
which enters the Town from the City of Ithaca at Taughannock Boulevard. This
meter pit, which will be installed in an underground structure, will- be
provided with a compound meter with the capacity to measure current lout flows
as well as future higher fl6w rates consistent with a 12-inch- water'main.

It is also proposed to install a sewage flow monitoring station on the
8-inch sanitary sewer at the City/Town of Ithaca boundary 6`ri-Taughannock
Boulevard. This monitoring station, also located in an underground structure,
will utilize a parshall flume and will provide the capacity for continuous
measuring of flow rates, as well as sampling of the sewage for analysis of
strength or other characteristics.
The Taughannock Boulevard sewer is currently somewhat under-utilized.and
- requires periodic flushing to -eliminate thee -buildup of sewage solids. A
direct and permanent connection of the public water supply to the terminal
manhole at the Town of Ulysses line is not recommended due to concerns about
pptential contamination of the water supply by a cross-connection with the
--sewage. Manhole 36 can however be filled from an existing hydrant nearby.
The installation of a simple flapper valve in the outlet pipe from Manhole 36
is recommended to enhance the effectiveness of the flushing.

4.2 CONCLUSIONS
This report evaluates extensions or improvements to the water supply and
sewage collection in five (5) areas of the Town of Ithaca. The Inlet Valley
Sewers and Water, the Kline Road Trunk Sewer Replacement and the Taughannock
Boulevard Flow Metering Station require coordination with the City of Ithaca.
The improvements proposed are independent and can be considered
separately. It is recommended that the Town Board consider the inter-
municipal, social and economic impact, as well as the cost of the proposed
improvements when reviewing the various elements of these proposed
improvements.
