The Town of Ithaca Launches the Ithaca Energy Code Supplement Implementation
Assistance Program
The Town of Ithaca is launching a campaign to provide residents and small developers with
technical assistance to comply with the Ithaca Energy Code Supplement; this local energy
code supplement applies to all new construction, certain additions, and major
renovations, with requirements above and beyond the New York State Energy Code. This
no-cost assistance is designed to help individuals in the Town obtain information,
guidance, and consultant expertise regarding energy options that can help reduce energy
use and greenhouse gas (GHG) emissions at their earliest conceptualization of expansion,
renovation, or new construction plans. The program is offered free of charge to individuals
and their projects and will be available now through April 2025 or until program funds are
exhausted.
The Ithaca Energy Code Supplement (IECS) was adopted in 2021. It contains requirements
for new construction and major renovations that substantially reduce greenhouse gas
emissions, while emphasizing electrification and affordability. The Town recognizes the
challenges to implementing the IECS for residents and developers who must comply with
the law. The New York State Research and Development Agency (NYSERDA) awarded the
Town of Ithaca a grant to offer options to comply with the Ithaca Energy Code in
cooperation with T.Y. LIN International. Interested individuals can use T.Y. LIN
International services to get technical assistance with their projects at no cost.
Though the Town of Ithaca is offering technical assistance through T.Y. LIN International,
applicants can continue to seek advice from a design professional or consultant of their
choice. We have a limited number of free Build Better books available at the Town of
Ithaca’s Town Hall. These provide a good introduction to energy-efficient building
