Meeting of the Ithaca Town Board
October 6, 2022, at 5:30 p.m.
Under NYS Laws of 2022, Chapter 56, this meeting was held in a hybrid fashion, with in person
attendance permitted and some staff members attending virtually.

Board Members Present: Rod Howe, Supervisor; Members Bill Goodman, Pamela Bleiwas, Eric
Levine, and Rob Rosen

1. Mr. Howe called the meeting to order at 5:33 p.m.
2. Consider approval of 2023 Elected Officials' salaries
TB Resolution No. 2022-152: Approval of 2023 Proposed Elected Officials Salaries
Be it Resolved; the governing Town Board of the Town of Ithaca does hereby approve the below
proposed salaries for the elected officials for the year 2023;

RESOLVED further, the Town Clerk is hereby authorized and directed to publish the said
proposed salaries as required by Section 108 of the Town Law.

3. Presentation of the Town of Ithaca 2023 Tentative Budget
a. Discussion
Mr. Howe pointed out that the budget has increased from a little over 25 million to somewhat
over 30 million, which is misleading as it factors in ARPA funding. ARPA funding may be
counted almost twice due to the way it is factored in according to regulations. Our budget
hasn't actually increased 5 million dollars. We were able to stay under the tax cap despite
overall prices having gone up and a slight increase in personnel with increased assessed value
in property and sales tax increases. We remain cautious and realistic about what to expect.
Interest rates are increasing. We have factored Cost of Living (COLA). In the budget
summary we try to help homeowners see what the increase would be. We use $300k for the
typical cost of a home but it does depend on the increase in assessed value of the property.
The overall tax rate is down, levy is up and that is offset by an increase in assessments. In
terms of community services and program support, there is a major change in the request
from City Parks. They have asked for $100k and so far, we've put that in the budget. We're
hoping 2023 will be the last year of lighting districts.
Mr. Goodman asked for more detail on the two new position requests.
Mr. Moseley explained that the state of NY is requiring all municipalities in NYS to update
their 1203 Complaint Local Law. There are about 10 additional operating permits that we
will be required to issue so there is going to be an increase as far as what we're going to be
putting out in terms of operating permits. Some are open burn operating permits. Some of
these trickle into the short term rentals and rental registry aspect.
Mr. Goodman suggested we look at the fees to make sure we are recovering costs.
Mr. Thaete explained they are looking to hire another civil engineer as we are aggressive
with our capital projects. We have a lot more smaller projects, especially from public works
department. Workload has increased. This position will be about 60 public works/40
engineering aid.
Mr. Slater added that Public Works is looking for more engineering support as far as
pavement analysis, stormwater piping and sizing, and specs for procuring for projects.
Mr. Howe highlighted that this is also an opportunity to support grant endeavors.
Mr. Goodman asked about the study of I & I in the Northeast?
Mr. Thaete replied that there is $80k budgeted for a micro metering study in the Northeast.
Mr. Howe stated that the public hearing for the 2023 budget is October 171h

Preliminary Budget
Whereas, the Town Supervisor filed his 2023 Tentative Budget with the Town Clerk on September
28, 2022, and
Whereas the Town Clerk presented the Tentative Budget to the Town Board at its October 6, 2022
Budget Meeting and the Town Supervisor reviewed his highlights; now, therefore, be it
Resolved that, the Town Board adopts the 2023 Tentative Budget as its 2023 Preliminary Budget and
schedules a public hearing to be held on the meeting of October 17, 2022 which begins at 5:30 p.m.
for the purpose of hearing public comments on the Town of Ithaca's 2023 Preliminary Budget.

4. Consider approval of Employee Wage Scale and Wages effective January 1, 2023 for:

Whereas, the Commission on October 6, 2022, approved the 2023 Wage Scale and Wages for all
Commission staff, now, therefore, be
Resolved, the Town Board of the Town of Ithaca does hereby acknowledge the 2023 Wage Scale and
Wages for all Commission staff as filed in the Human Resources Office for payroll services and civil
service payroll certification.

ii. Greater Tompkins County Intermunicipal Health Insurance Consortium
TB Resolution No. 2022-155: Acknowledge Greater Tompkins Co Municipal Health Insurance
Consortium Wage Scale and Employee Wages for 2023
Whereas, the Town of Ithaca was established as the "Employer of Record" for the Greater Tompkins
County Municipal Health Insurance Consortium (Consortium); and
Whereas, on August 3, 2022, the Executive Committee of the Consortium approved of the creation of
a Job Classification and Wage Scale program and approved of the 2023 employee wage scale with a
3% cost of living increase; and
Whereas, on September 22, 2022, the Board of Directors of the Consortium approved of the 2023
budget which included the wages for the staff based on step increases for 2023; now, therefore, be it
Resolved, the governing Town Board of the Town of Ithaca does hereby acknowledge the
Consortium's 2023 wages as detailed in the Human Resources Office for payroll services and civil
service payroll certification.

5. Award contract for Ridgecrest Road Water Improvement Project
Mr. Howe clarified that this was discussed and missed being executed at the last board meeting.
TB Resolution 2022 - 156: Authorization to award and execute contract for the Town of Ithaca
Ridgecrest Road Water Improvement Project
Whereas on September 01, 2022, the Town of Ithaca Director of Engineering received bids for the
Town of Ithaca Ridgecrest Road Water Improvement Project (Improvement), for the construction of
approximately 1950 LF of 12-inch and 540 LF of 8-inch ductile iron water main, a booster pump
station, a precast concrete control building, and associated appurtenances and other related ancillary
facilities, furnishings, incidental improvements and expenses in connection therewith, and
Whereas the Director of Engineering (Director) has reviewed the bids and qualifications of the bidders
and has determined that the lowest responsive bid of $1,147,000.00 for the project was made by the
lowest responsive bidder, F.P. Kane, Inc., 241 Front Street, Vestal, NY, and
Whereas at their meeting on March 14, 2022, the Town Board adopted a Public Interest Order (TB
2022-031) establishing the Improvement and authorizing a maximum amount of $1,096,365.00 to be
expended on this Improvement, and
Whereas at their meeting on September 26, 2022, the Town Board adopted a revised Public Interest
Order (TB 2022-XXX) increasing the maximum amount to be expended for this project from
$1,096,365.00 to $1,261,700.00 with the entire project funded by Grants -in -Aid, now therefore be it
Resolved that the Town Board authorizes the Town Supervisor to award and execute the contract for
the Town of Ithaca Ridgecrest Road Water Improvement project to F.P. Kane, Inc., subject to final
approval by the Director and the Attorney for the Town, and be it further
Resolved that the Director is authorized to approve change orders to the contract, without further
authorization of this Board, provided that the maximum amount of such change orders does not exceed
$114,700.00 in aggregate and the total project cost, including the contract, engineering, legal and other
expenses, does not exceed the maximum authorized cost of the project of $1,261,700.00.
