TOWN OF ITHACA PUBLIC WORKS COMMITTEE August 16, 2022, 9:00 a.m. Board and Staff Present: Rod Howe, Rich DePaolo, Joe Slater, Dan Thaete, Dave O’Shea, Donna Shaw, Marty Moseley, Steve Riddle, Travis Mills, Mike Smith 1. Approval of Minutes: Minutes were approved from 7/19/22, moved by a motion from Mr. DePaolo, seconded by Mr. Howe. Carried. 2. Member Comments / Concerns: None a. Consider Modifications to the agenda: Mr. Howe added the topic of a cell tower at the Public Works Facility. Mr. Slater added the topic of an ice machine at the Public Works Facility that was moved from the Employee Relations Committee. The order of topics was shuffled due to the need for the Committee to do an outside walkaround to gain information. 3. PWF Ice Machine – Mr. Slater reported that the topic was moved from the ERC after a suggestion was placed in the suggestion box to purchase an ice machine rather than purchase bagged ice from a vendor. Bagged ice is purchased approximately 4-5 times per year during warm weather for coolers of water for the crews totaling approximately $440/year. He researched that ice machines can cost $500 to $2,000. Mr. Thaete added there are Health Department requirements when using an ice machine for consumption that includes regular emptying and cleaning of the machine. Also, a metal scoop is required as the ice cannot be touched with hands. Given the Health Department requirements and the inconvenience of cleaning a machine regularly, it was agreed that the current use of a vendor for bagged ice will continue for now. 4. Project Updates • Saunders Park is nearing completion. Signage is pending and an opening ceremony will be held on September 6th at 2:00 pm. • A second round of paving will be completed mid-October on Indian Creek Rd. and Westhaven Rd. • Forest Home Crosswalk Project is almost complete. Striping and sign placement is needed. • Sand Bank Road restriction by length is going in front of the Town Board for law amendment in the regular September meeting. Signage will be added after approval from the Town Board • Sewer Rehabilitation Project will be kicking off soon. • Ridgecrest Watermain Project is out for bid. Bids are due early in September. • Trench Drain Project is 90% complete. Epoxy coating is needed. • Roof Replacements Projects are completed at the Public Works Facility, Pearsall Place Pump Station, Coddington Road Pump Station, and Troy Road Pump Station. • Troy Rd./King Rd. Watermain requires reinstallation of water pipe and will be complete by the end of the summer. • Forest Home Walkway is complete. The trail is open. A ribbon-cutting ceremony will be held on August 29th at noon. • The Green Building RFP is in progress. • Village of Cayuga Heights and Village of Lansing conversations are taking place regarding sewer flows. A meeting is being held today with GHD. Cayuga Heights is proposing a 15% increase to the town’s sewer rates. • Cayuga Lake Watershed Intermunicipal Organization has released a RFP for the Ithaca Reservoir Stream Restoration and Sediment Reduction Project on Bid Net. The proposals are due 9/30/22. 5. Continued Discussion Regarding PWF Fuel Station - Slater The Committee did a walk around the facility to reopen discussion about the location of the PWF Fuel Station. Prior to the walk around, Mr. Thaete gave updated information, opening the possibility of keeping with the current location for the fuel station. The Committee viewed the three prior proposed sites. With the possibility of the existing location being logistically cost effective, the Committee is encouraging the existing location. Additional information is needed regarding the ability to access fuel during construction. There will likely be an additional fee for a study at that location. Mr. DePaolo asked if it is necessary to resize the diesel tank for an additional two days of fuel in the event of an emergency. Mr. Thaete explained that the emergency event scenario is based on a wintertime emergency during a weekend or holiday where there could be a power outage for several days. 6. PWD Land Acquisition Appraisal – Slater The Committee did a walk around the facility to discuss possible land acquisition of neighboring property. 7. Public Works Facility Cell Tower Discussion - Slater The Committee did a walk around the facility, after a meeting last week with Liberty Towers, to discuss the possibility of installing a cell tower to improve connectivity in what is considered a dead zone by the cell phone providers. The proposal from Liberty Towers would require 2500 sq. ft (50x50) and a 150’ tower with a fall zone of 150’, which could be less if the tower is collapsible. It also would need to be 150’ from the property line. Discussion was held regarding utilizing Bostwick Water Tank to which it was determined by Liberty Towers that there is not enough space. It was presented to the town that they would receive income based on how many providers signed up to use the tower. Mr. DePaolo asked if a 24-hour/7-day access to the area would be required. Mr. Slater explained that we currently have an access process agreement in effect at the Christopher Water Tank. 8. Other - Slater Streetlight LED Project – A meeting will be held on 8/23 to go over punch list items from the lighting heads being changed. There are a few lights that are owned by the town that were not on the registry. Some may be privately owned. Engineering is working on locating the discrepancies and defining the status. There will be training on 8/18 for dimming the new lighting and the ability to do so should begin in a week. 9. Mr. Howe moved that the Committee go into Executive Session at 10:00 a.m. to talk about acquisition of property, seconded by Mr. DePaolo.
