TOWN OF ITHACA PUBLIC WORKS COMMITTEE March 15, 2022, 9:00 a.m. Board and Staff Present: Rod Howe, Rich DePaolo, Rob Rosen, Mike Smith, Joe Slater, Dan Thaete, Judy Drake, Joe Talbut, Travis Mills, Dave O’Shea, Donna Shaw, Steve Riddle Guest: Bruce Brittain of Forest Home 1. Approval of Minutes: Minutes were approved from 2/15/22 with an addition to Item #5 of “registered weight signs” being added to existing poles in addition to weight restriction signs. Moved by a motion from Mr. DePaolo, seconded by Mr. Howe. Carried. 2. Member Comments / Concerns: None a. Consider Modifications to the agenda: None 3. Local Law Amendment Chapter 250-10 Penalties for Offenses Continued Discussion - Slater Mr. Slater continued the discussion regarding increasing fines for violations on weight restricted roads. He shared the existing Local Law vs. the proposed Local Law. The proposed Local Law details offences and penalties incrementally. Section E was removed from the draft, and the Committee recommended that the proposed Local Law be moved to the Town Board for approval. 4. Local Law Amendment Chapter 250-11 Exclusions Continued Discussion - Slater Mr. Slater continued the discussion regarding weight restriction exclusions for local deliveries. He shared the existing Local Law vs. the proposed Local Law, which expands types of vehicles. The Committee recommended that the proposed Local Law be moved to the Town Board for approval. 5. Parks and Open Spaces Bench/Tree Donation Policy - Slater Mr. Talbut presented a policy for the Memorial Tree and Bench Program and asked for input. Suggestions for improvements to the policy included rewording of some of the sentences for clarity, specifics as to size and content of plaques and tags, include “native” trees, and specify that plantings will only be done in spring and fall seasons. Mr. Howe reminded the group that there will be a fall planting at the East Hill Nature Preserve. Discussion was held regarding beautification of Forest Home Park. 6. ARPA Funding Allocation Discussion - Thaete Mr. Thaete suggested allocation of funds for the 2022 Ridgecrest Road Water Improvement Project and 2022 Forest Home Pump Station #1 Replacement for a total of $1,836,665 of the $1,647,071.97 funding. There would be $189,593.03 needed to cover the 2023 Forest Home Force-main Rebuild. The Committee felt that this was a good use of the funding. Mr. Thaete reminded the group that supply chain issues may impact the project completion, but the town has until the end of 2023 to spend the funding. 7. NYS Route 96 Speed Reduction Denial - Slater Mr. Slater reported that the speed reduction from Hayts Road to the Town of Ulysses line has been denied. The Committee agreed to submit a request for a speed reduction study for the area from the city line to Hayts Road. A resolution will be drafted and the request will go to the Town Board for approval before being sent to the County and State. 8. Utility Refund Request Policy - Slater Mr. Slater presented the group with the most recent policy and form, drafted by Mr. DePaolo. Accompanying laws (Chapter 210-8) will also need to be updated. Discussion was held regarding the threshold of when Town Board approval is required, removing “sump pump” and adding “irrigation line” from/to the form. The Committee agreed to working with the Town Attorney to make the changes and to the Town Board for approval. 9. Project Updates - Thaete 2022 Ridgecrest Booster Station Water Improvement Project – Will be through PIO and Planning Board by late April for bidding thereafter. 2022 Troy/Coddington Generators – There is 10-month lead time, taking the project into 2023. The project will be run through the PIO. 2022 Pump Station and PWF Roof Replacements Project – Bids are due on 3/21/22. 2022 Sewer Manhole Rehabilitation Project for Inlet Valley – Acquiring field data, should be advertised in Mid-April. Forest Home Pump Station #1 – Funded by ARPA, Running the PIO, bid once Hunt Engineering does the design work which is anticipated in Mid-Summer. Cecil Malone Bridge Replacement – In conjunction with the City of Ithaca. Mr. DePaolo asked if the pedestrian bridge will remain open. Mr. Thaete will ask the City of Ithaca. Stewart Park Pump Station - In conjunction with the City of Ithaca. Currently seeking quotes for the Forest Home Crosswalk Project. PWF Fuel Station RFP has been compiled and should go out by the end of next week. PWF Trench Drain – Bids are due on 3/21/22. Mr. Slater gave an update on salt inventory and plans for efficiencies to conserve gasoline due to increased pricing. 10. Other – Mr. Thaete asked the Committee if they wanted to consider a sewer exemption for the Cornell State funded Equine Facility. The Committee would like to assess. George Sheldrake resides at 806 Elmira Road and Tracie Sheldrake resides at 148 Seven Mile Drive. George is the record owner of a Town of Ithaca parcel labeled as Tax Map # 33.2-7.2 that surrounds the Town of Ithaca’s Public Works Facility. The purpose of the meeting was to see if Mr. Sheldrake would entertain selling the municipality a portion of the field located to the north of the existing Public Works Facility property at 114 Seven Mile Drive in the Town of Ithaca. In the initial conversation, there were some concerns by the Sheldrakes of the noises that are created by the operations of the Public Works Department, mainly due to the running of commercial equipment during off hours that are assumed to be responding to community emergencies. They did also indicate that there are different times of the year that were worse than others, mainly the wintertime when there is no foliage on the vegetation surrounding the area. I indicated that I would research alternatives to the current back-up alarms (e.g., what FedEx uses). While no promises were made, I can look into this issue. We also discussed the idea of a berm and/or plantings along the edge of any new boundary to help with sound attenuation. One final issue was some drainage issues which we should be able to address. We will add this as a Public Works Committee agenda item for an open discussion about a potential purchase offer to Mr. Sheldrake for 4-6 acres of the field to the north of the existing Public Works Facility property. The land assessment for the parcel identified above, according to the 2022 assessment rolls, is valued at $3,120 +/- per acre ($142,300 / 45.61 Acres). If this proposal were to be authorized, it would be recommended to get an appraisal of the property before an offer was made to Mr. Sheldrake. We can also discuss whether our offer would include a wetlands area. Please find an enclosed a map with some detail. Legend ACRES OPTION 3 CURRENT TAX PARCEL BOUNDARY Option 3 vatsoft Town of Ithaca Memorial Tree and Bench Policy Town of Ithaca Public Works – Parks This policy establishes procedures and guidelines for donated trees and benches on Town of Ithaca property that are managed by the Public Works Department. The guidelines will serve as a standard moving forward for these donated items that are maintained by the department within Town property. Donations are encouraged on park land and park sites throughout the Town of Ithaca. These donations may also be accompanied by a plaque (bench) or tag (tree) after coordinating with Town staff for authorization. Maintenance/Installation: The Town will be responsible for all maintenance of the donated material once it is established on Town property. The installation will be completed by Town staff after meeting the approval of the Parks Maintenance Manager. The date of installation is at the discretion of Town staff and will be subject to change. The installation will be scheduled so as not to unnecessarily interfere with routine maintenance activities. Final approval of the donated bench or tree will be the responsibility of the Parks Manager after a site plan is established with the donor. General guidelines: Tree species must be native, and bench styles must also be approved. Any messages on a plaque or tag must also be approved and deemed appropriate by staff. Cost: The donor will cover the cost of the tree/bench, and tag/plaque, if they desire one. Town staff may be able to build the bench from a template for the standard bench throughout Town land, at the cost of the donor. The Town will provide the maintenance and installation of either tree or bench.
