Mr.DePaolo reported that he has had some conversations regarding oversight of rental properties
with the City of Ithaca and the Town of Brookhaven.Both are willing to help answer questions
on how they have the oversight set up and the issues and successes.He stated that he
understands the clock is ticking on the on the moratorium and he wanted to let the board know
he has been making calls and needs to know who,if any,would like to be included on
conference calls discussing the oversight aspect,noting that most would probably happen during
the day. Mr.Goodman and Ms.Leary were interested in being involved.
4.Discuss and consider referral of draft Maplewood PDZ to the Planning Board for
recommendation
Mr.DePaolo gave an overview of the discussions at the Planning Committee level stating that
there are a number of highlighted areas that can be discussed and others will be deferred until the
EIS process is complete and others will be determined after interactions with the developers.
Mr.Goodman asked if there were changes the Board wanted to make before the draft was
referred to the other Boards and they had none but Ms.Ritter requested some clarifications on
some questions raised by Ms. Brock:
Pg. 1 The 7,500 sqft of retail use allowed in apartment buildings is cumulative for the full site
The number of housing units that reads 700 in the PDZ will be changed to 474 to match
the number being used in the EIS
Pg. 3 The chart showing the open space park should say "boundary edge"to make it clear what
the purpose of the delineation is and Ms. Ritter and Mr. DePaolo responded that the
intent is to have more than 10%of the park should be fronting on a street so you canT
have a small 50'foot entrance to a 700'foot park. You need adequate access to the open
space,not a flag lot,essentially.
The use of the term dwelling unit versus housing and this is complicated and needs more
research because the term dwelling unit is used throughout our current code but many
developers of student housing use the term housing.One implies the use of our definition
of "family"and occupancy limits while the other implies single person per bed, so this
needs to get resolved.Ms.Brock responded that stating clearly how many unrelated
people can live in a certain "dwelling" would possibly solve the issue.Staff will work
with counsel.
Pg 5 The minimums given for the widths of some instances does not meet legal minimums,
although there are some uses that may be optional and the minimum could be less than
stated as long as the maximum allowed can accommodate all uses listed.Discussion
followed and the chart is confusing but this is our first attempt at form-based planning
and the assumption is that unless it says otherwise,it is required and that is because there
is a column that says optional,if that is not the case, the chart needs to be changed.Mr.
Weber was concerned about the minimums being listed and not accounting for the
storage and removal of snow.If these are public rights-of-ways,this will add a lot of
responsibility to the Town.
Discussion followed and Mr.Goodman thought 6'foot tree lawns are plenty given his
experience in Buffalo and Ms.Ritter added that the intent is for these to be private,not
public.
Pg 6 The site envelope reference should clarify that it is sidewalk or ROW edge.
Pg 7 There is some inconsistency with the zoning definition of story above grade and the Town
Code doesn't really address attics but we might be able to get rid of the word "strory"
anyway.There is also a difference is the town code regarding frontage and some
buildings may have frontage onto a courtyard.Ms.Ritter and Ms.Brock will work that
one out.
Pg 9 Off street parking lot design and screening;problematic to not allow a range so change to
3-4 feet to allow some flexibility
Pg 11 Glossary - words for stacked flats and apartment buildings do not necessarily match;
greater than or equal to 4 is more accurate for an apartment building while 3 stacked flats
are not an apartment building but more of a townhouse.Will need some more work on
this terminology and matching zoning and building code etc.
Garden market - lengthy discussion on what this meant in terms of this project but the
end result was that there is a reference to size which will make it clear that these are small
retail outlets for fresh produce and the like.
Housing unit -This was talked about earlier and will need to be vetted out with our
occupancy regulations.
Pg 13 Reference to "story above grade"will be deleted.
Ms.Bleiwas asked about the process and Mr.Goodmein explained that they are in the
Environmental Impact Statement or BIS process right now which will go through August and
then this Planned Development Zone or PDZ will be finalized in a draft form for presentation to
the Town Board.

TB Resolution 2016 -085:Referral of the draft Planned Development Zone (PDZ)for the
Maplewood Protect to the Town of Ithaca Planning Board for review and recommendation
Resolved that the Town Board has reviewed the draft PDZ associated with the proposed
Maplewood development project on East Hill and hereby refers the draft PDZ to the Town of
Ithaca Planning Board for review and recommendation.

5.Discuss and consider approval of change to the Retiree Health Policy
Ms.Bleiwas reviewed the change and the reason for making it effective on the first of a month.
Retirees are given choices because the different scenarios that came up through the committee
level discussions such as grandparents raising grandchildren,differences in spouse or partner
ages etc. and this allows some flexibility.
TB Resolution 2016-086;Approval of Revision of Retiree Benefit Policy for all Town
employees not covered bv a collective bargaining agreement
Whereas,the Personnel &Organization Committee have been discussing ways to
minimize the rising cost of health insurance on the Town including the Post Employment
Benefit (OPEB)costs for retirees health insurance;and
Whereas,the Personnel &Organization Committee has reviewed and recommends the
revised Retiree Benefit Policy -Eligibility,which would be effective for all Town employees not
covered by a collective bargaining agreement that are hired on or after June 1,2016;and
Whereas,the Personnel &Organization Committee recommends a modification to the
Retiree Benefit Policy -Use of Sick Time,effective June 1, 2016 for all employees not covered
by a collective bargaining agreement,which clarifies the amount of sick time exchange for
Retirees that include dependents on their health insurance coverage;now,therefore,be it
Resolved, the Town Board of the Town of Ithaca hereby approves the recommended
revised Retiree Benefit Policy-Eligibility,effective for all Town employees not covered by a
collective bargaining agreement hired on or after June 1,2016;and be it further
Resolved,the Town Board approves the revised Retiree Benefit Policy - Use of Sick

6.Discuss and consider approval of Pegasus 2017 Budget
Mr.DePaolo reported that the Pegasus Committee has determined there are enough funds to
convert to a high definition studio which is essential to the continuing relevancy of the public
access studio.
TB Resolution 2016-088;Budget Amendment -Increasing the Water Fund Budget to Pay
for the Town of Ithaca East Hill Water Improvements Study
Whereas,on October 19, 2015 the Town Board approved the 2016 Ithaca Town Budget
(Resolution No 2015-116)that included $25,000 in the Water Fund to fund a study of potential
East Hill Water System Improvements,and
Whereas,the Town Board authorized the award of the contract for the study of potential
East Hill Water System Improvements to GHD Consulting Services Inc.,of Cazenovia,New
York,under Town Board Resolution No.2016-068 on April 25, 2016, in the amount of $34,500,
and
Whereas,an additional $9,500.00 will need to be appropriated from the fund balance of
the Water Fund to supplement the current budgeted amount of $25,000; now therefore be it
Resolved,that the Town Board approves,authorizes and directs the Town Finance
Officer to record the appropriate budgetary amendment to increase Water Fund expenditure
account F8340.403 by the amount of $9,500.00 to provide funding to meet this expense.

Override the Tax Levy Limit established in General Municipal Law §3-C
TB Resolution 2016 -089:Setting a Public Hearing regarding a proposed Local Law to
Override the Tax Lew Limit Established in General Municipal Law §3-c
Resolved that the Town Board of the Town of Ithaca will hold a Public Hearing on July
11,2016 at 5:30 p.m.regarding adoption of a local law to override the tax levy limit established
in General Municipal Law §3-c, for the fiscal year beginning January 1, 2017 and ending
December 31,2017.
Notice of this public hearing shall be published in the official newspaper not less than 5 days
prior to the hearing.

9.Discussion Item -Open Space Planning and Financing
Mr.Goodman introduced the topic by saying that the Open Space Report was done about 20
years ago and it is time to think about this in preparation for budget discussions.Right now the
Town puts aside $75K a year in to a Park Recreation and Open Space account and that is the
money we just used recently to purchase the Meig's property and there is about $750K left but
the Plan has a much more ambitious budget for 1997 and those dollars in today's figures would
be quite a bit more than what we have.
Ms.Hunter stated that she would like to understand if there is an objective other than the level of
funding for the Open Space account because she agrees that it was a very ambitious Plan and we
haven't lived up to that and she didn't know if the goal is to try and live up to that or talk about
how to change it. She thought there was some great language in the Plan that is now not
reflective of what is going on so she wanted to know what the goals are in bringing this up for
discussion.
Mr.Goodman responded that he is very interested in trails,bikeways,walkways and paths as
recreational assets sort of separate from sidewalks not only for recreational use but because a lot
of our trails are used for transportation as well, he would like to see our trail system extended.
He referred to the recent Talk of the Town magazine that has a big article on recreation in the
built environment and the use of trails and walkways as exercise,transportation and connectivity
as well as tourism.Mr.Goodman stated that he is more interested in putting money into our own
network of trails rather than into the City and County systems such as the Cass Park and Stewart
Park contribution we make now.
Mr. DePaolo stated that what jumped out at him in the Plan was the emphasis on the need for
water-based recreational opportunities and the difficulty in providing them both in terms of
access to the lake and the costs associated with swimming pools and the like. He added that it
occurred to him that the Plan or at least the summary could be could be updated to reflect current
recreational environment in the town because the chart references basketball courts and baseball
fields etc. and it might be better to reflect what we have now without redoing the whole
document.The overriding assumption about water, water everywhere but no access anywhere is
still true and it is easier to map out trails rather than find water access.
Ms.Hunter stated that it would be nice to revisit this if we have the time;we have a lot of
undeveloped park land and our educational assets are not all that available as is implied in this
report. It would be good to redefine our objectives and define what we would really like and
determine what we could really do.
Mr.Howe agreed that it would be a good discussion to reassess what we think is realistic and
have conversations with some other partners who have some amenities.
Mr.DePaolo added that this Report is very town-centric but Cass and Stewart Parks are the most
locally water based parks and it is a discussion we should have with other partners.
Mr. Goodman asked about funding and on page 18,and maintaining $106K per year and he
asked Mr.Weber if we spend that much on capital projects.Mr.Weber responded that other
than Tutelo Park,we do about $45k for materials and the rest is staff time and labor.It also
looked like they were moving away from the recreational aspect and more toward the
preservation of open space and purchasing development rights. Ms.Ritter responded that we
have bought one by ourselves with no grant monies on Sheffield Road.
Ms.Ritter went on to say that this was a Peirk,Space and Open Plan report and they talked about
the Comprehensive Plan and Zoning but now that we have a Farmland Protection Plan maybe
when this is updated we should focus on Park and Recreation Plan and we can separate out the
farmland.The Pew Trail and now the Gateway Trail have been done or are in process and Mr.
Goodman added the Tutelo Park and ballfield has been done so it is in need of an update. Mr.
Goodman noted that he has heard the leagues can always use more fields to play in and Mr.
Levine agreed. Mr.Goodman said there is some grant money out there for cirtificial playing
fields and the leagues could pursue that and let the town know.Some people were wary of
artificial fields for health and safety reasons and cautioned against agreeing to them even in
concept to go for grants without reseeirching that aspect of a playing field.
Mr.Goodman asked if there were any ideas about financing or funding an whether people were
open to the idea of moving some of the money we have been paying for the city parks to our own
Parks and Recreation account. Mr. DePaolo responded saying there was a letter in the
correspondence this week about the usage at the parks and we pay a percentage based amount
based on a third of the users being town residents and they don't track the fields but only the
pool and the rink, it looks like we are not at thirty percent so we could justify decreasing that
amount. That being said, it is interesting to consider that right after talking about trying to
increase our water frontage usage and the need for collaboration to do that so the two ideas might
be mutually exclusive.He asked what amount he was thinking of cutting the amount and Mr.
Goodman responded roughly another 25% so down to 50% of what we have historically been
contributing.
Ms.Bleiwas state that in looking at the chart,we do need some sports facilities and it might be
good to look into that rather than just open spaces.
Mr. Goodman responded that it would be good to look at things that would be complimentary to
things that are offered by other municipalities around us instead of duplicating them.What is
used in general and what would be used most if we were to have something.
Ms.Hunter asked if TCCOG is still talking about County support for the parks and Mr.
Goodman responded that the City is still talking to the County about the study the City wants to
do and using the $30K the County set aside but TCCOG itself is not involved.

Main Replacement Water Improvement Capital Project Fund
Whereas,the Town Board of the Town of Ithaca authorized the Town of Ithaca
Coddington Road Water Main Replacement Water Improvement Capital Project Fund under
Resolution No.2014-108 on June 9,2014;and
Whereas,the Town Highway Superintendent/Director of Public Works and Town
Engineer have certified that the Town of Ithaca Coddington Road Water Main Replacement
Water Improvement project has been completed to the satisfaction of the Town;and
Whereas,after satisfying all obligations and liabilities of the fund there remains a positive
equity in the approximate amount of $111,135.00.Now, therefore, be it
Resolved,after discussion with the Town Highway Superintendent/Director of Public
Works this Town Board declares said project complete;and be it further
Resolved,that the Town Board approves,authorizes and directs the Town Finance
Officer to close the accounting and financial records for the Town of Ithaca Coddington Road

• Mr. Bates reported that the Town has received the copies of the new New York State
Code and it is effective right now and people have the choice of which to use until
October
• Ms.Terwilliger reported that the Ethics Board met last week to review disclosure forms
and no issues were found.She added that the Ethics Board would like to allow an
emailed statement from people stating that there are no changes to the previous year if
that is ok with the Town Board.The Town Board did not have any issue with that
process change.
• Ms.Terwilliger noted the petition she received which is in the Correspondence folder
regarding parking on East Shore Drive and although the answer is that nothing can be
done by the Town because it is not our road but is a State highway,she requested the
Board acknowledge it for the record since it was submitted in a petition format. Mr.
Goodman stated he would write a letter and the Board agreed.
• Mr.DePaolo asked about the question regarding phone numbers on our website and
whether the idea of the separate mailboxes mentioned last meeting was discussed.Ms.
Terwilliger responded that Ms.Carrier-Titti said it would be extremely difficult with our
outdated system.Some discussion followed.Mr.Levine thought that Google has free
phone numbers and he will look into that.
