HomeMy WebLinkAboutCB Minutes 2005-08-04 Town of Ithaca Conservation Board August 4, 2005 Final Meeting Minutes Present: Lenore Durkee, Diane Conneman, Melissa Anthony, James Hamilton, Eva Hoffmann, Jon Meigs, Larry Sallinger, Barney Unsworth Staff: Susan Ritter The meeting was called to order at 7:35 PM. Persons to be Heard: None Member Concerns: Diane stated that the Redbud Woods situation has raised her awareness of the need for a"Tree Ordinance." Her research reveals that these ordinances exist in other municipalities. Jon suggested that there might be a way to incorporate tree ordinance language into existing ordinances. Sue advises that there is no tree ordinance in place, but that the Codes & Ordinance Committee has this on its "to do" list. Eva thinks an ordinance would be helpful to the Planning Board since the only way it can deal with tree related issues is through "artful persuasion." Diane agreed to do some preliminary investigation of existing Town ordinances that could incorporate a tree regulation and tree ordinances in effect in other jurisdictions. Diane asked about defining the responsibilities of the ERC and wondered if staff could offer specific or detailed suggestions as to what the committee should be considering in their review of development proposals. After some discussion, Sue agreed that she would work with Mike Smith to develop a draft checklist to assist the ERC in defining the parameters of their responsibility. Melissa stated that she would also be interested in helping to develop such a checklist. Barney asked about a town meeting scheduled for consideration of the burn barrel legislation. It is Sue's understanding that it is the County Health Dep't. that is leading this effort, and will be holding several public hearings. Lenore & Sue will write an article for the Town newsletter on the proposed stream buffer/setback law. Chair/Coordinator Report: Lenore asked, again, for a volunteer to be nominated to serve on the County EMC. The term is 1 year ending 12/31/06. Regarding the proposed Cornell Plantations deer fence, Lenore reported that she asked former C.B. member, Conrad Istock if he would be willing to serve on the study committee (established by Cornell Plantations) on behalf of the C.B. Conrad declined but said he'd attend one meeting to size things up. Susan McCutcheon has told Lenore that she's interested in serving on this committee. Sue Ritter advised that the Town Board has deferred a request for funding for a Fall Creek volunteer monitoring initiative. The budget year is too far along for funding new projects but there is likely to be money in future budgets for both the Fall Creek and Six Mile Creek monitoring programs. The town has retained a consulting firm, Fisher Associates, to assist with the Town's transportation plan. This is independent from the Cornell/Ithaca initiative. In September, Ithaca College is expected to present a preliminary sketch plan for construction of a new "sustainable" Business School. Minutes: The minutes of the July 7, 2005 were discussed and approved as amended/corrected. Reports and Updates: The Fischer Award-No report from the committee. Lenore passed around an article by John Hamilton in the "Positive News Internet Network" in which Dan Hoffman's receipt of the 2004 Fischer Award was featured. ERC- The Hilker 4-lot subdivision on Burns Road was reviewed with no major issues. Sue advises that the subdivision has been approved by the Planning Board. The proposed Kingswood townhouse clustered subdivision (corner of King Rd. and Troy Rd.)was reviewed and there are a number of concerns to be presented to the Planning Board. Future reports of the ERC will be sent to all C.B. members. Scenic Resources- The next meeting is scheduled for Tuesday, 8/9/05. Six Mile Creek Volunteer Monitoring- James reported that the July 6th water sampling shows a substantial increase in E. coli and coliform bacteria since the May sampling. Hot weather and low flows may explain this. BMI samples show no evidence of toxic or pollution impacts on the creek. City of Ithaca NAC-No report. Indian Creek Gorge and Lake Slopes UNA: This area has been identified in the Town's 1993 Comprehensive Plan and the 1997 Open Space Plan as requiring special treatment because of its uniqueness. After discussion, the C.B. agreed to formally declare its desire to establish a conservation zone in the area roughly defined as a Unique Natural Area on the "Indian Creek Gorge & Lake Slopes UNA" map with specific boundaries to be determined and to include part of the area east of Indian Creek Rd. and with the eastern boundary more or less to the west side of State Route 89. James agreed to draft a resolution formally declaring the C.B.'s position. The Codes and Ordinances Committee is also planning to review the matter and it was agreed that the C.B. should plan a site visit to areas within the proposed conservation zone legally accessible to the public.
