Members' Concerns:
Tony mentioned that his TV program on channel 13 featured hemlock wooly adelgid.
James visited the swallow-wort area around south hill water tank and was concerned that
the swallow-wort was climbing a patch of multiflora rose and honeysuckle. All of that
vegetation should be removed. Diane will pass that information along to Rich Schoch and
Todd Bittner. She also reported that Rich and Todd met at the site and discussed the
herbicide strategy. The board discussed that swallow-wort is in a number of areas and the
consequence of inaction is even more spreading into neighboring areas.

Diane reported that she received and filled out a survey from Cornell Department of
Natural Resources regarding municipal officials about climate change action.

June 15
Preliminary Site Plan Approval for the proposed Circle Apartments Expansion project
located at 1033 Danby Road (NYS Route 96B).
Sketch Plan review for the proposed Third Residential EcoVillage Experience (TREE)
project located off Rachel Carson Way, which will include 22 single family homes, 11
carports to accommodate 22 vehicles, a central utility building for heat and hot water, and
a common house that includes space for community functions along with 9 residential
units and office space.

Sketch Plan review for the proposed Conifer West Hill Development located off
Trumansburg Road to the south of the Overlook Apartments.

Revised sketch plan review for the proposed Cornell University Energy Recovery Linac
(ERL) project located north of the Pine Tree Road and Dryden Road (NYS Route 366)
intersection.
August 3
Preliminary and Final Subdivision Approval for the proposed 2-lot subdivision of the South
Hill Business Campus, LLC property located at 950 Danby Road. The proposal involves
subdividing the 70.916 +/- acre property into two parcels, one 14.682 +/- acre vacant
parcel to be conveyed to Ithaca College and one 56.234 +/- acre parcel remaining with the
existing developed South Hill Business Campus.
Preliminary Subdivision Approval for the proposed Cleveland Estates 16-Lot Subdivision
located at 1044 Danby Road (NYS Route 96B).
Consideration of a sketch plan for the proposed Vine Street Cottages project located on
Mitchell and Vine Streets (which will be continued at the August 17th meeting)

Holochuck Supplemental DEIS addressing the landfill on the property
College Crossing- final site plan
Darby announced that Jonathan Kanter is retiring at the end of the calendar year and the
Town is searching for a new Director of Planning.
Business: Minutes from 6/10/10 were approved as drafted.
Stream setback law
The board discussed the draft stream setback law that was forwarded by the Town Board.
Below are the recommendations and discussion points.
B. (8) Protect the right of the public to full enjoyment of the recreational opportunities
offered by the Town's streams and Cayuga Lake.
D. (13) The Planning Board, Zoning Board of Appeals, Public Works staff, or Code
Enforcement staff may require, prior to any soil-disturbing activity,that the stream setback
zones be clearly delineated with construction fencing, staking, or other suitable material by
the applicant on site. (new sentence) Such delineation shall be maintained in an
undisturbed state, until Public Works or Code Enforcement staff determine that permitted
soil-disturbing activities are completed within and adjacent to the stream setback zones.
E. (8) section on dredging;: should this be under zone 1 and not zone 2? Dredging would
take place in a stream, not in zone 2.
E. (9) (a) Is there any permitting process for water wells and connections?

Kristine mentioned that her seat will expire this year and she is interested in staying on the
EMC.
Six Mile Creek Volunteer Monitors:
The Six Mile Creek Volunteer Monitoring Program will hold a quarterly meeting on August
30th. The next water sampling date is set for August 31St.
City of Ithaca Natural Areas Commission: No report
Comprehensive Plan:
The Comprehensive Plan Committee has not been meeting during the summer. Diane
noted that at the Neighborhood meetings, residents discussed problems with speeding and
traffic.
