Draft TB Resolution 2021 - : Town of Ithaca Abstract No. 22 for FY-2021
Whereas the following numbered vouchers have been presented to the Ithaca Town Board for approval of
payment; and
Whereas the said vouchers have been audited for payment by the said Town Board; now therefore be it
Resolved that the governing Town Board hereby authorizes the payment of the said vouchers in total for

Town Board meeting will be held on Tuesday, November 23rd at 2:00 pm, to approve the abstract and

The meeting was held/broadcast via the Zoom and YouTubeLive platforms under
Gov. Houchel's Executive order.
Minutes
Present: Rod Howe, Supervisor; Members Pamela Bleiwas, Eric Levine, Pat Leary and
Bill Goodman
Staff Present: Donna Shaw, Director of Finance; Marty Moseley, Director of Code
Enforcement; Paulette Rosa, Town Clerk; and Dan Thaete, Director of Engineering
Mr. Howe opened the meeting at 2:02 p.m.
1. Approval of Town of Ithaca Abstract
TB Resolution 2021 - 151: Town of Ithaca Abstract No. 22 for FY-2021
Whereas, the Town Board has reviewed and audited the submitted Abstract, now therefore be it
Resolved that the Town Board hereby authorizes the payment of the vouchers in total for the
amounts indicated below.

2. Added Item- Community Choice Aggregation update—Rod Howe
Mr. Howe gave a progress report, stating that the town and city have hired a consultant,Paul Fenn,
to help us move forward in the best way to benefit us, and the goal is to have a resolution in March
with more details and authorization to move forward with the next step.
3. Added Item-Minor Changes to the STR legislation
Mr. Goodman reported that there were a few non-substantial changes proposed by counsel during
the final review of the legislation.
The definition needs to be added to Chapter 125 to reference the Operating Permits; language to
make sure it is clear that two 29-day rentals back-to-back are considered a long term rental with
those regulations applied; a short term rental is allowed with a long term rental,but both types of
operating permits are needed and lastly, clarifying that 3-5 bedrooms rented short term, is
considered a Bed and Breakfast under New York State and will be considered the same in our
Town Code.
Ms. Bleiwas asked about the exemption of Co-Op's from the legislation and Mr. Goodman
responded that it goes back to our rental registry legislation; a Co-Op is a single corporation which
protects the neighbors and community within its bylaws and residents have a lease from the
cooperative and subleases require approval from the corporation and so the corporation controls
whether they can or not.
There are the EcoVillage Co-Ops and the Longhouse Co-Op in the Town. Co-Ops do not seem to
be popular around here and the preference seems to be townhouses, presumably because
townhouses have a deed and, in many ways, a Co-Op is very restrictive.
Mr. Goodman added that he is reaching out to the media to get the word out about the public
hearing.
4. Other
Mr. Howe reported that Cornell held their TOGO Awards and called out Ms. Leary and Ms.
Hunter; he will send out the link.
The Board discussed the scheduled Study Session and Year End meeting dates. The Board decided
to cancel the Study Session on the 27th and hold the Year End at 11:00 a.m. on December 29th

Mr. Howe reminded members that he had forwarded additional information from Ms. Cosentini
for a refund and reduction in fees and to let him know if there is any interest in rehearing the

5. Adjournment
Meeting was adjourned at 2:19 upon motion by Mr. Howe, seconded by Ms. Bleiwas, unanimous
