Susan Cosentini, applicant was present and stated
put up any tree protections. Short and simple.
what she is looking for is to not have to
Ms. Balestra shared her screen showing the drawing end stated that the tree protection was to be
in the form of 4' foot high orange construction fencing, very standard, and the point was to
clearly delineate and show where construction machinery was not to enter and to help those
machinery operators know where the boundary was.
There is a good quantity of mature trees on the parcel) and the Planning Board felt it was
important to protect them and so the condition was added to use the orange fencing for
protection.
Ms. Cosentini responded that it is important to her also, to protect the trees. She stated that she
met with an arborist on site to discuss the existing tre s and their ability to withstand
manipulations near their roots and he assured her that they would survive if she was careful.
A lengthy discussion and back and forth followed to ' g about the existing trees, the drip line,
the existing infrastructure and the slight shifting of th proposed infrastructure to leave more
trees. The process for laying the pipe was also outlin d.
Mr. Thaete, Town Engineer addressed the Board, sta ing that the orange fencing is for tree
protection after the excavation as well. There will be many contractors and sub -contractors there
and the fencing is a visual barrier.
Ms. Cosentini responded that she didn't want to putt a fencing up while they were doing the
excavation because it would literally be putting it up then taking it down to do the work, then
putting it back up.
Mr. Thaete said he understood that, if what she was #king for was temporary relief not to put the
fencing up. while installing the utilities that are under Ithe drip line, that makes sense.
Discussion followed on whether the Town Engineer' interpretation would be that the temporary
absence of the tree protection fence for the installatio i of the utilities would be a temporary
variance from the submitted SWPPP and plans, notin that the request to not have the fencing
was only for the trenching for the utilities, nothing el e, which Ms. Cosentini has stated would
take less than one month.
It was noted that the cutting of some smaller trees ha been mentioned by Ms. Cosentini at some
point. Ms. Cosentini stated on the record that she wi 1 not be cutting down any trees and the
Board and staff made it clear that that would require site plan modification process.
The Planning Board accepted and agreed that Mr.'
that Ms. Cosentini is following the approval of the
to any and all regulations and conditions.
would monitor the project and ensure
