Because of the Novel Coronavirus (COVID-19), the Town of Ithaca Planning Board Meeting scheduled
for April 20,2021 will be held electronically via Zoom, instead of a public meeting open for the public

will be held electronically by the Planning Board of the Town of Ithaca on Tuesday, April 20, 2021, at the
following time and on the following matter:

subdivision located on Enfield Falls Road (NYS Route 327) between 104 and 122 Enfield
Falls Road, Town of Ithaca Tax Parcel No. 31-1-9.22, Low Density Residential Zone. The
project involves subdividing the 9.34 /- acre parcel into a 6.17 +/- acre parcel (Parcel A) and

Ms, Meier Swain opened the meeting at 7:01 p.m.
Agenda Item I Consideration of Preliminary and Final Subdivision approval for the proposed two
lot subdivision located on Enfield Falls Road (NYS Route 327) between 104 and 122 Enfield Falls
Road, Town of IthacaTax Parcel No. 33.-1-9,22, Low Density Residential Zone. The project
involves subdividing the 9.34 +/- acre parcel into a 6.17 +/_ acre parcel (Parcel A) and+/-
.;.-cre parcel (Parcel B) which will be consolidated with 122 Enfield Falls Road (Town of Ithaca Tax
Parcel No. 33.-1-9.4). Thomas R. Brown, Owner; Shane Brown, Applicant.
Mr, Balcome was present as an agent for the owner with appropriate authorization to represent the
parties on file.
Mr, Brown gave an overview, saying that he is a longtime family friend and handling the estate and
by chance they received two offers on the property, one for a piece of the property and one from the
*wner of the adjacent lot to buffer her property.
The buyer of Parcel A has stated they will eventually build a single-family home and the neighbJEN
purchasing Parcel B will consolidate it with her current property. I
Ms. Meier Swain asked if we consider stormwater in this instance.
Ms, Balestra responded that we do not when the action is just a subdivision when no plans are really
known about a house or structure. Historically, for a simple subdivision like this, we do not address
stormwater. If it was a larger subdivision with plans, such as the Mountin subdivision, we would
because those are sketched out in concept and location and the effects would be known.

2. This is an Unlisted Action for which the Town of Ithaca Planning Board is the lead agency in
the environmental review with respect to the project;
3. The Planning Board on April 20, 2021, has reviewed and accepted as adequate a subdivision
map entitled • Map Showing Lands of Thomas R. Brown, located on Enfield Falls
Road, Town of Ithaca, Tompkins • New Yorkprepared by Lee Dresser, Licensed
Land Surveyor at T.G. Miller P.C., dated 6114• 3/9/2021, and other
application materials; and
4. Town planning staff has recommended a negative determination of environment
significance with respect to the proposed Subdivision Approval; i

Approval Discussion
Mr. Wilcox asked about the subdivision map which has a Note 4, which refers to a map I I and
above that maps 1 -10 and there are two maps titled "10" and that should be amended on the final
(slat.

Ms. Vanucchi asked about the lot consolidation and when that happens, what happens to the setback
lines?
Ms. Balestra responded that for the purpose of'subdivision, this surveyor puts setback lines on, but
4 is irrelevant in this case. Parcel B is landlocked and not buildable, so it must be consolidated.
Mr. Wilcox noted that the speed limit on this road is 55mph and the Curb cut siting on the buildable
�ot will need to be carefully thought out.
