Mr. Howe called the meeting to order at 3:45 p.m.
1. Consider approval and authorization for the Supervisor to sign a contract for legal
services associated with the Ithaca Area Wastewater Treatment Facility
Mr. Howe stated that this has been through the Commission and Ms. Brock has not raised her fee
since 2011. Mr. DePaolo requested that the amount be added to the resolution.
TB Resolution 2020 - 078: Authorization for Supervisor to sign an En2a2ement Letter for
Legal Services for the Ithaca Area Wastewater Treatment Facility (IAWWTF) — Brock
Whereas the Town of Ithaca is co-owner of the IAWWTF with the City of Ithaca and the Town
of Dryden, and
Whereas, Susan Brock has been the attorney for the IAWWTF for many years and proposes to
raise her IAWWTF hourly billing rate, which has not been raised since 2011, from $170 an hour
to $225 an hour; now therefore be it
Resolved that the Town Board authorizes the Supervisor to sign the Engagement Letter for Legal
Services with Susan H. Brock to provide services to the IAWWTF as its attorney effective
January 1, 2020.

2. Consider authorization to open a Certificate of Deposit with Tompkins Trust Company
Mr. DePaolo asked if other banking institutions were looked at for similar or better rates.
Mr. Solvig responded that the Town is only authorized to do these with Tompkins Trust
Company right now.
TB Resolution No. 2020-079: Authorization to Open a Certificate of Deposit with Tompkins
Trust Company in the amount of $8,000,000 for a Period of 12 Months.
Whereas, at the May 11, 2020 meeting the Budget Committee discussed the re -investment of
balances in the Town's various bank accounts, directing the Supervisor and Finance Officer to
identify the funds and amounts that could be invested for a period of one year; and
Whereas, the Supervisor and Finance Officer have recommended that $8,000,000 be invested at
Tompkins Trust Company in a Certificate of Deposit with a 12 -month maturity and interest rate
of 0.70%; therefore, be it
Resolved, that this governing Town Board hereby authorizes the opening of a Certificate of
Deposit at Tompkins Trust Company in the amount of $8,000,000 with a 12 -month maturity and
interest rate of 0.70%; and be it further
Resolved, that the Town Board authorizes Rod Howe, Town Supervisor, William Goodman,
Deputy Town Supervisor, Michael Solvig, Finance Officer, and Donna Shaw, Deputy Finance
Officer, as authorized signers on this Certificate of Deposit.

3. Consider authorization for the Town Engineer to issue a Sewer Exemption for 1319
Mecklenburg Rd
Mr. Howe noted that this was discussed and recommended to the Town Board by the Public
Works Committee.
TB Resolution 2020 - 080: Authorization for the Town Engineer to issue a Sewer
Exemption for 1319 Mecklenburg Rd
Whereas the Town Engineer received a request for a Sewer Exemption from the owner(s) of
1319 Mecklenburg Rd. due to an imminent failure of the current system and the nearest sewer
main being approximately 1,000 feet away which would cost approximately $300K to connect
to, and
Whereas the Public Works Committee discussed the request at its May 19, 2020 meeting and
recommended authorizing the exemption for a replacement in kind and sized for current usage of
the property, now therefore be it
Resolved that the Town Board hereby authorizes the Town Engineer to issue a Sewer Exemption
for 1319 Mecklenburg Rd. for replacement of a failing system with a replacement in kind and
sized for current usage of the property.

4. Consider approval of the Town of Ithaca Abstract
TB Resolution 2020 - 081: Town of Ithaca Abstract No. 10 for FY -2020
Whereas the following numbered vouchers have been presented to the Ithaca Town Board for
approval of payment; and
Whereas the said vouchers have been audited for payment by the said Town Board; now therefore
be it
Resolved that the governing Town Board hereby authorizes the payment of the said vouchers in
total for the amounts indicated.
