Surplus Vehicles & Equipment – Public Works MEETING OF THE ITHACA TOWN BOARD January 27, 2020 Tb Resolution 2020 - : Budget Amendment increasing the 2020 Ithaca Town Budget to provide funding for the Town of Ithaca’s proportionate share of a new Fire Ladder Truck purchased by the Village of Cayuga Heights Whereas the Ithaca Town Board approved the purchase of a new Fire Truck Ladder by the Village of Cayuga Heights Fire Department and agreed to a contributory payment in the amount of $319,020.77 to the Village of Cayuga Heights under Town Board Resolution 2020 – , and Whereas the Town Board has directed that such payment be made from the fund balance of the Town’s Fire Protection Fund, and Whereas a review of the 2020 Fire Protection Fund budget has disclosed that no funds have been budgeted to meet this expenditure, now therefore be it Resolved that the Town Board hereby amends the 2020 Ithaca Town Budget and authorizes and directs the Town Finance Officer to appropriate and additional $315,500.00 from the unreserved fund balance of the Fire Protection Fund to meet this expenditure as follows: Fire Protection Fund – Expenditures - Account SF3410.481: Fire Protection Contract – Village of Cayuga Heights is increased from $165,000 to $480,500. Moved: Seconded: Vote: MEETING OF THE ITHACA TOWN BOARD Monday, January 27, 2020 TB Resolution 2020 – xx: Authorizing the Implementation, and Funding in the First Instance 100% of the Federal-aid Project, and Appropriating Funds Therefore (Route 96B/ Danby Road Sidewalk Project ROW Acquisition and Construction) Whereas, a Project for the Route 96B (Danby Road) Sidewalk Project, P.I.N. 395062 is eligible for funding under Title 23 U.S. Code, as amended, that calls for the apportionment of the costs such program to be borne at the ration of 80% Federal funds and 20% non-federal funds; and Whereas, the Town of Ithaca desires to advance the Project by making a commitment of 100% of the non-federal share of the costs of ROW acquisition and construction, now therefore be it Resolved, that the Town Board, duly convened does hereby Resolve, that the Town Board hereby approves the above-subject project; and it is hereby further Resolved, that the Town Board hereby authorizes the Supervisor of Town of Ithaca to pay in the first instance 100% of the federal and non-federal share of the cost of ROW acquisition and construction for the Project or portions thereof; and it is further Resolved, that the sum of $1,300,200 is hereby appropriated from town fund A9950.927 and made available to cover the cost of participation in the above phase of the Project; and it is further Resolved, that in the event the full federal and non-federal share costs of the project exceeds the amount appropriated above, the Town of Ithaca shall convene as soon as possible to appropriate said excess amount immediately upon the notification by the NYSDOT thereof, and it is further Resolved, that the Supervisor of the Town of Ithaca be and is hereby authorized to execute all necessary Agreements, certifications or reimbursement requests for Federal Aid on behalf of the Town of Ithaca with the New York State Department of Transportation in connection with the advancement or approval of the Project and providing for the administration of the Project and the municipality’s first instance funding of project costs and permanent funding of the local share of federal-aid and state-aid eligible Project costs and all Project costs within appropriations therefore that are not no eligible, and it is further Resolved, that a certified copy of the resolution be filed with the New York State Commissioner of Transportation by attaching it to any necessary Agreement in connection with the Project, and it is further Resolved, this Resolution shall take effect immediately Moved: Seconded: Vote: MEETING OF THE ITHACA TOWN BOARD January 27, 2020 TB RESOLUTION 2020 – : Approval for the purchase of a new Fire Ladder Truck by the Village of Cayuga Heights Whereas, the Town of Ithaca has entered into a Contract for Fire Protection with the Village of Cayuga Heights for the provision of fire, hazardous material and emergency medical incident response by the Cayuga Heights Fire Department within the Fire Protection District of the Town of Ithaca, and Whereas, the Contract for Fire Protection specifies that the Town of Ithaca shall pay a proportion of the Cayuga Heights Fire Department’s capital expenses in excess of $25,000 per capital item, with the proportion of the Town’s contribution determined by calculation specified within the Contract, currently calculated to be 37.94% of the capital expense, and Whereas, the Town Supervisor has received communication from the Village of Cayuga Heights informing him of the planned acquisition of a new 2020 E-ONE Model HP-75 Fire Ladder Truck and Equipment, to be delivered in 2020, as replacement for a 2005 E-ONE 75’ Ladder Truck, at a total cost of $872,746.00, and requesting contributory payment by the Town of Ithaca in the amount of $331,119.83, and Whereas, the Village of Cayuga Heights wishes to exercise the 100% prepay option for the apparatus, providing a discount of $31,890.00 and reducing the total cost to $840,856.00 and the requested contributory payment by the Town of Ithaca to $319,020.77, and Whereas, the Town Supervisor and Town Finance Officer, after review of financial projections for the Town’s Fire Protection Fund, are recommending to this governing Town Board that the Town of Ithaca approve the requested $319,020.77 contribution, to be paid from the existing fund balance of the Town’s Fire Protection Fund; now therefore be it Resolved, that after discussion the Town Board approves the purchase of a new 2020 E-ONE Model HP-75 Fire Ladder Truck and Equipment by the Village of Cayuga Heights at a total cost of $840,856.00, and be it further Resolved, the Town Board approves the requested $319,020.77 contribution, to be paid from the unreserved fund balance of the Town’s Fire Protection Fund, and be it further Resolved, that a certified copy of this resolution be forwarded to the Mayor of the Village of Cayuga Heights and Fire Chief of the Cayuga Heights Fire Department. Moved: Seconded: Vote: MEETING OF THE ITHACA TOWN BOARD Monday, January 27, 2020 TB Resolution No. 2020- : Disposal of Surplus Vehicles and Equipment Whereas, the Town will soon be receiving the replacement vehicles and equipment as part of the 2020 Fleet Replacement Program; and Whereas, the Public Works Department requests the Town Board to declare the following identified vehicles and equipment as surplus, obsolete, and no longer needed by the Town: 2013 Caterpillar mini excavator (Fleet #36) 2010 John Deere 624 Loader (Fleet #31) 2010 Gehl skid steer loader (Fleet #46) 2017 Grasshopper Mower (Fleet #53) 2013 Ford F-250 w/plow (Fleet #69) 2006 Jeep Liberty (Fleet #26) 2010 Ford F-350 crew truck (Fleet #17) Whereas, the Public Works Department recommends the listed vehicles and equipment be disposed of by sale in a public auction, by sale in an “on-line” public auction, or be considered for “trade-in” on new vehicles or equipment ordered as part of the 2020 Fleet Replacement Program, as determined to be in the best interest of the Town of Ithaca. Now therefore be it; Resolved, that the Town Board of the Town of Ithaca does hereby declare the vehicles and equipment identified above are surplus, obsolete, and no longer needed by the Town; and be it further Resolved, that the surplus vehicles and equipment be disposed of by sale in a public auction, by sale in an “on-line” public auction, or as a “trade-in” on new vehicles or equipment ordered as part of the 2020 Fleet Replacement Program, as determined to be in the best interest of the Town of Ithaca; and be it further Resolved, that the proceeds realized through the sale of the surplus vehicles and equipment be deposited to Highway Fund account DB230, Cash Reserve - Highway Equipment.
