Article I, Section 1, subdivision 4-b is hereby amended to read as follows: 4-b. "Height fran lowest interior grade" as it relates to a building means the vertical distance measured from the surface of the lowest level (floor of a crawl space, basement floor, slab, or other floor, even if below exterior grade level) in contact with the ground surface to the highest point of the roof, excluding chimney, antennae, and other similar protuberances. When the measurement of height from the lowest interior grade is made frau the floor of a cellar the maximum permissible height Fran lowest interior grade shall be increased by four feet. This permitted increase shall not apply when the measurement is frau any other floor, including a basement floor, slab or other floor. 2. A "basement" is that space of a building that is partly below grade which has more than half of its height, measured frau floor to ceiling, above the average finished grade of the ground adjoining the building. _4-f.
