Board Members Present: Bill Goodman, Supervisor; Members Pamela Bleiwas, Tee -Ann
Hunter, Eric Levine, Pat Leary, Rod Howe and Rich DePaolo

1. Call to order & Pledge of Allegiance — Mr. Goodman called the meeting to order.
2. Persons to be heard and Board Comments
Bruce Brittain spoke about the proposed MOU for the Cradit Farm Rd realignment and he stated
that the residents of Forest Home would like to be involved with the project and he didn't think
the wording in the MOU was strong enough to ensure town involvement.
Mr. Brittain also asked about the lamps that have not been working for quite a few months and
although he knew we were looking at LED lights, it would be nice to get them replaced now
while that process goes through the various stages.
3. Public hearing regarding proposed changes to Town of Ithaca Code Chapter 184 Noise
Mr. Goodman noted that the public hearing will be held, but no vote taken due to a legal
technicality for the "on the desks" requirements. He noted that this has been discussed at
multiple meetings at both the committee and the board level.
Mr. Goodman opened the public hearing at 5:37 p.m.; there was no one wishing to be heard and
the hearing was closed. There were no comments from the board.
4. Public hearing regarding a proposed local law adding a Yield sign on Homestead Circle
Mr. Goodman noted that it has been determined to put a stop sign rather than yield signs up and
since that is a substantive change, the board cannot act on the topic.
Mr. Goodman opened the public hearing at 5:41 p.m.
Two residents of the Homestead Circle neighborhood spoke reiterating that there is a safety issue
with delivery trucks speeding through the loop and poor visibility. The increase in online
shopping has made the amount of traffic increase significantly and the layout of the entrance to
the loop allows for entering the circle and picking up speed and not stopping at the intersection
for the loop.

The residents noted that they had originally asked for a stop sign and were told that was not
possible and so a yield sign was compromised upon but since then a stop sign has been approved.
They thanked the board for that.
The residents also asked for the possibility of a speed bump to further help with speed issues.
Mr. Goodman closed the public hearing at 5:45 p.m.
Mr. Goodman pointed out that the revised law is on the desk(s) to meet the legal requirement or
the next public hearing and asked Mr. Weber to speak to the discussions at the Public Works
Committee.
Mr. Weber gave an overview confirming that the residents had asked for a stop sign initially and
after review the warrants to justify that were not met and the committee suggested yield signs
which were approved by the Town Board.
Mr. DePaolo asked for clarification and asked if we are precluded from putting a stop sign up or
is it a judgement call and Mr. Weber responded that the standard guidelines were used but the
Board can place them regardless of those guidelines.
Mr. DePaolo stated that he was looking at the intersection and it seems one stop sign would be
much more effective than three yield signs.
Mr. Goodman noted that a speed bump has not been discussed and he requested that particular
request be discussed at the Public Works Committee.
Ms. Leary asked about the cost of a speed bump and possibly waiting to see how the stop sign
works.
5. Discussion on Green New Deal - Nick Goldsmith
Mr. Goldsmith reviewed the City of Ithaca's resolution setting a city-wide goal of carbon
neutrality by 2030 and goals for greenhouse emissions reductions in City operations, specifically
the fleet and electricity use, and providing that from renewables by 2030.
The resolutions deal with actions to get to the goals, outreach and social responsibility and
affordability.
Mr. Goldsmith said there is a lot of talk about the federal resolution regard a Green Deal and this
is modeled after that. These are very ambitious goals and he didn't think the City expects to
meet them without strong support from the State, but they have decided to stick their necks out
and go that direction with the hope that the State will support it.

Mr. Goodman asked about the public comments at the City's meeting and Mr. Goldsmith
responded that the room was packed and about 20-30 people made official comments and all
were variations of support for it. He added that there was a real mix off ages all across the board
and a lot of youth and young adults.
Mr. DePaolo said that it is easier to quantify reductions in government facilities but when you
are proposing to be a carbon -neutral City by 2030, how do you propose to make the
determination that the City is carbon -neutral? Can you buy solar power or is it offsets?
Mr. Goldsmith said it is a mix of both but getting to zero is impossible without offsets as a last
resort. It has not been defined as to what level offsets may be allowed.
Mr. Goodman asked if there was any discussion about how the City plans to reduce fleet
emissions by 2025.
Mr. Goldsmith responded that the Fleet Manager was supportive of the idea, but he didn't know
how that would happen or how much it would cost.
Some discussion followed on fleet options.
Ms. Bleiwas asked about the comment in the materials about a large-scale solar array that fell
through and if there is another planned.
Mr. Goldsmith responded that that would have to happen for us to reach the goal.
Mr. Howe said he thought it is a laudable aspirational goal on the part of the City and he would
love to see the Town have some sort of discussion of what does this mean for us given the
geography of the Town and the City; what would our perspective be on the community Green
Deal.
Ms. Hunter said that she agreed with Mr. Howe and she wanted to know if there was any
discussion on the financial costs to homeowners for retrofitting homes since we are natural gas
heavy in this area and how will that be financed and will it be a part of the larger discussion?
Mr. Goldsmith said that it will be; the need to find other methods to finance this is very real.
There are no hard numbers to say yes, we can do this and it will cost this. It is going to be very
expensive, hundreds of millions of dollars and as Mr. Howe said, this is an aspirational goal and
we know it is going to be expensive and we don't know how to do it yet.
Mr. Hunter said it would be a good discussion to have along with this and people will want
information on costs.
Ms. Hunter asked about the first resolved where the goal is to buy 100% renewable energy by
2025 and why that can't be done now not years out?

Mr. Goldsmith said there was no discussion about that and buying into solar farms is the way to
do it and it is easier now to buy into existing farms now.
Mr. Goodman asked if the Renewable Energy Credits (RECs) we buy now wouldn't count
toward our goal and Mr. Goldsmith responded that there are two commodities say from a wind
turbine, you get the actual electricity which you can sell and one is the environmental benefits of
renewable energy and you can sell those separately and the City currently has an electric contract
and they just buy the environmental benefits from say wind from the northwest or bio mass
energy from the south but not from around here and those are called RECs. The idea would be to
produce more renewable energy rather than just buy the offsets and actually help projects come
to life by buying into community solar or generating our own project as opposed to just buying
RECs. It has more effect to produce or support your own than simply buy RECs.
Ms. Hunter asked if by buying RECs you are simply supporting someone else getting green
energy which gives us the permission to buy non-renewable energy under the guise of
purchasing renewable energy?
Mr. Goldsmith said by buying RECs we are helping renewable energy projects happen by
making them financially feasible by buying those credits and we are in turn allowed to say we
are reducing greenhouse gas emissions because we claim those credits, but comparatively, it is
more valuable to actually do your own solar farm than to purchase credits for one that is in
Minnesota for example.
Ms. Hunter said then we are purchasing credits, not actual energy and Mr. Goldsmith responded
yes, the actual energy is a separate thing.
Mr. Goldsmith said if we had a solar panel in the parking lot, we can still sell the energy and
claim the credits and say we are reducing emissions but the person buying the power can't claim
that reduction. He said the concept gets convoluted, but it is preferable to do something closer to
home and produce it locally.
Mr. Goodman asked how the board would like to continue the discussion and he put the agenda
item on the next study session to talk about that.
6. Discuss LED Street Light initiative — Nick Goldsmith
Mr. Goodman gave an overview and the options are to buy the poles and do the switch and
contract for maintenance or to continue to rent them and do the switch. NYPA has developed a
program to assist municipalities where they would buy the poles and get them switched over. He
thought the villages in the County are going with NYPA and they are now asking the towns to
decide.
Mr. Goodman said he wanted to get a sense on which way to go so NYPA can move forward.
Mr. Goldsmith reviewed the spreadsheets he sent out.

Option A which is buying the poles from NYSEG and with assistance from NYPA, install the
LED lamps and contract for maintenance. The City of Ithaca is doing maintenance in-house and
they are offering that maintenance at cost or we could go with a third parry contractor.
Option B is staying with what we do now which is essentially a lease program through NYSEG
where we pay them monthly to use their poles, lights and maintenance and the electric is
separate.
Mr. Goldsmith said he used four different matrixes, and these are estimates. Both involve an
upfront cost and the electricity costs are a separate item.
Mr. Levine said if we buy it, it seems it will cost an extra $200K that will take 25 years to earn
back? Mr. Goodman said the simple buy back is 6 years but Mr. Levine didn't understand that
calculation. Discussion followed.
Mr. Goldsmith said he is comfortable with the 6 year buy back but it is not comparing apples to
apples. He said he thought there were concerns about having to contract out for maintenance.
The board asked for a clearer analysis of the scenarios from Mr. Goldsmith for the next meeting.
7. Discuss Chainworks Findings Statement
Ms. Ritter said this is just to begin talking about this given the size of the document but the board
does have to adopt a Finding Statement before any PDZ legislation can be enacted.
Ms. Ritter added that the Planning Board did pass their own Finding Statement and it would be
simpler if the two are similar.
The Planning Committee finished their review of the draft and Ms. Balestra submitted a redlined
version for the board to review.
Mr. Goodman said the Planning Committee delved deeply into this and he turned to them for
comment adding that it seems the biggest question is whether to wait for the State's Record of
Decision or ROD.
Mr. DePaolo said there is a prohibition against putting single family houses on the site but there
is none for a multi -family house and we have no idea what the ROD is going to require and this
document says they will adhere to the DEC requirements but this is our chance to have some
control and he did not want to give that authority away at this point when we don't know what
the State is going to say and whether we will think those mitigations are enough. He did not feel
comfortable making a determination based on what is presented now.

Ms. Brock said the Town Board would have more control through the PDZ process and the
Planning Board has a different standard to follow and have to based their decision on the
applicants having to follow what DEC requires in the ROD.
Some discussion followed and Ms. Brock noted that she and the Planning staff changed the
initial draft from passive voice where it wasn't clear who was responsible to make it very clear
who was responsible for the mitigations as well as phase studies to make sure additional
mitigations may be needed and implemented. She thought it was a much improved document
from the initial draft.
Ms. Ritter added that they were confined to what was produced during the EIS process and this is
a summation of all of that and the mitigations that came out of that.
The board was inclined to wait for the ROD and revisit in July.
8. Discuss and consider setting a public hearing regarding a local law to override the Tax
Levy Limit
Mr. Goodman noted that this is the standard resolution to allow us to go over the tax cap if
needed.
TB Resolution 2019 — 080: Setting a Public Hearing regarding a proposed Local Law to
Override the Tax Levy Limit Established in General Municipal Law 0-c
Resolved that the Town Board of the Town of Ithaca will hold a Public Hearing on July 8, 2019
at 5:30 p.m., local time, at the Town Hall of the Town of Ithaca, 215 N. Tioga Street, Ithaca, NY,
regarding adoption of a proposed local law to override the tax levy limit established in General
Municipal Law §3-c, for the fiscal year beginning January 1, 2020 and ending December 31,
2020.
At such time and place all interested parties shall be heard regarding the proposed local law.

9. Discuss and consider a proposed revision to the Official Town Map and referral to the
Planning Board
TB Resolution 2019 - 081: Referral of Proposed Changes to the Official Map of the Town of
Ithaca to the Planning Board for a Report and Recommendation
Whereas, Section 270 of NYS Town Law authorizes the Town Board to establish an official map
of that part of the town outside the limits of any incorporated city or village showing the streets,
highways and parks theretofore laid out, and may also show drainage systems; and

Whereas, the current Official Map of the Town of Ithaca was approved by the Town Board on
June 6, 2012 and has not been changed or amended by the Town Board since then by the Town
Board; and
Whereas, Section 273 of NYS Town Law authorizes the Town Board to change or add to the
official map of the town so as to lay out new streets, highways, drainage systems or parks, and
any such change or addition to the Official Map must be referred to the Planning Board for a
report thereon; and
Whereas, the Director of Public Works has prepared a draft proposed, revised Official Map,
dated June 2019, showing the current and proposed streets, highways and parks in the Town of
Ithaca, which represents changes from the 2012 Official Map; and
Whereas, the Town Board has discussed the draft revised Official map as described above at its
regular meeting on June 10, 2019; now, therefore, be it
Resolved, that the Town of Ithaca Town Board hereby refers the draft proposed, revised Official
Map of the Town of Ithaca, dated June 2019, to the Planning Board for a report and
recommendation.

10. Acknowledge receipt of Ethics Disclosure Forms
Ms. Rosa stated that she has received most forms and will send out another reminder, but by our
law, the board is supposed to acknowledge receipt for the record.
11. Discuss and consider resolution for Approval of Home Rule Request for Alienation of
the Coddington Road Community Center easement used for park and recreation
purposes
TB Resolution 2019 — 082: Approval of Home Rule Request for the Alienation of the
Coddington Road Community Center Easement used for Park and Recreation Purposes
Whereas, an easement situated on lands owned by the Coddington Road Community Center, Inc.
was acquired by the Town in 1986 and a replacement easement was acquired in 2008 expanding
the easement area, and served as, and was designated for, park and recreation purposes, and
Whereas, the Coddington Road Community Center, Inc. would like to use their land on which
the easement sits to expand their childcare and community facilities, and the Town Board has
determined that the recreation purposes of said Easement can be satisfied elsewhere in the Town,
and

Whereas, the Town Board has discussed the history and current usage of the easement at
multiple Committee and Board meetings, and
Whereas, the Town of Ithaca wishes to discontinue the use of said Easement for park and
recreation purposes and wishes the New York State Legislature to authorize and empower the
Town to alienate such Easement so that the Town can acquire another Easement of the same size
on an adjacent location of the property owned by the Coddington Road Community Center, Inc.,
and
Whereas the Assembly Bill A8235 has been put forth and the Senate bill is expected shortly, and
Whereas, the State of New York requires the Town Board to file a Home Rule Request for the
alienation process to move forward, now therefore be it,
Resolved, that the Town Board of the Town of Ithaca does hereby authorize the Town
Supervisor and Town Clerk to file a Home Rule Request with the New York State Legislature
requesting the New York State Legislature to enact a special law entitled "An Act in relation to
authorizing the town of Ithaca, county of Tompkins, to alienate and convey certain parcels of
land used as parklands."

12. Discuss and consider authorization for the Supervisor to sign MOU with Cornell

There was some discussion regarding this being a county road and the Town's limited authority
in this process. This MOU was suggested and required by the Planning Board in their approval
resolution, but the Town cannot require involvement from the community as requested by Mr.
Brittain but we do not have any approval authority over the road but that input by the community
is not precluded by this MOU.
TB Resolution 2019 - 083: Approval of and authorization to sign an MOU between Cornell,
Tompkins County and the Town of Ithaca for Cradit Farm Dr and Pleasant Grove Rd
realignment project
Whereas the draft MOU was presented and discussed at the Town Board meeting on June 10,
2019 for the Cradit Farm Dr and Pleasant Grove Rd realignment project associated with the
North Campus Residential Expansion Project, now therefore be it
Resolved that the Ithaca Town Board hereby approves the MOU as presented, subject to
approval of the Attorney for the Town, and authorizes the Town Supervisor to sign same.

TB Resolution 2019-085d(i): Authorization to Close the Town of Ithaca Christopher Circle
Water Main Replacement Water Improvement Capital Project Fund
Whereas, the Town Board of the Town of Ithaca authorized the Town of Ithaca Christopher
Circle Water Main Replacement Water Improvement Capital Project Fund under Resolution No.
2016-063 on April 11, 2016; and
Whereas, the Town Highway Superintendent/Director of Public Works and Town Engineer have
certified the Town of Ithaca Christopher Circle Water Main Replacement Water Improvement
project has been completed to the satisfaction of the Town; and
Whereas, after satisfying all obligations and liabilities of the fund there remains a positive equity
in the approximate amount of $2,409.78. Now, therefore, be it
Resolved, after discussion with the Town Highway Superintendent/Director of Public Works this
Town Board declares said project complete; and be it further
Resolved, that the Town Board approves, authorizes and directs the Town Finance Officer to
close the accounting and financial records for the Town of Ithaca Christopher Circle Water Main
Replacement Water Improvement Capital Project Fund; and be it further
Resolved, that the Town Board approves, authorizes and directs the remaining equity in the
Town of Ithaca Christopher Circle Water Main Replacement Water Improvement Capital Project
Fund be transferred to the Debt Service Fund for payment of principal and interest of the 2018
Public Improvement (Serial) Bonds.

Main Replacement Water Improvement Capital Project Fund
Whereas, the Town Board of the Town of Ithaca authorized the Town of Ithaca Park Lane Water
Main Replacement Water Improvement Capital Project Fund under Resolution No. 2016-061 on
April 11, 2016; and
Whereas, the Town Highway Superintendent/Director of Public Works and Town Engineer have
certified the Town of Ithaca Park Lane Water Main Replacement Water Improvement project has
been completed to the satisfaction of the Town; and
Whereas, after satisfying all obligations and liabilities of the fund there remains a positive equity
in the approximate amount of $75.95. Now, therefore, be it

Town Board declares said project complete; and be it further

Whereas, the Town Highway Superintendent/Director of Public Works and Town Engineer have
certified the Town of Ithaca Sapsucker Woods Water Main Replacement Water Improvement
project has been completed to the satisfaction of the Town; and
Whereas, after satisfying all obligations and liabilities of the fund there remains a positive equity
in the approximate amount of $3,973.81. Now, therefore, be it
Resolved, after discussion with the Town Highway Superintendent/Director of Public Works this
Town Board declares said project complete; and be it further
Resolved, that the Town Board approves, authorizes and directs the Town Finance Officer to
close the accounting and financial records for the Town of Ithaca Sapsucker Woods Water Main

TB Resolution 2019-085e(i): Ratify Permanent Appointment of Parks Maintenance
Manager
Whereas, Joseph Talbut was provisionally appointed as the Parks Maintenance Manager,
effective May 21, 2018, pending the next civil service exam; and
Whereas, the Tompkins County Civil Service office has provided the certificate of eligible listing
for Parks Maintenance Manager title and Joseph Talbut was a reachable candidate on the
corresponding list; now, therefore be it
Resolved, the Town Board of the Town of Ithaca does hereby ratify the Director of Public Works
permanent appointment of Joseph Talbut to the position of Parks Maintenance Manager with no
change in current compensation or benefits, retro-active to May 26, 2019; and be it further
Resolved, a twenty-six (26) week probationary period applies with no further action by the Town
Board if there is successful completion of the probationary period as determined by the Director
of Public Works.
TB Resolution 2019-085e(ii): Ratify Permanent Appointments at SCLIWC
Whereas, the Southern Cayuga Lake Intermunicipal Water Commission had provisionally
promotionally appointed James Bower as Assistant Production Manager, Megan Falicchio as a
Water Treatment Plant Operator and Jessica Sherwood as a Principal Account Clerk Typist,
pending results from the civil service exam for said titles; and
Whereas, the Commission on June 6, 2019 permanently appointed the said employees to their
positions retroactive to May 26, 2019; now, therefore, be it

Resolved, that the Town of Ithaca does hereby ratify the Commission's Permanent Appointment
of James Bower as Assistant Production Manager, Megan Falicchio as a Water Treatment Plant

TB Resolution 2019-085f. Approve the 2020 Access Oversight Committee Budget
Whereas, the Franchise Agreement between the Town of Ithaca, the Village of Cayuga Heights,
the City of Ithaca and the franchisee Time Warner Entertainment-Advance/Newhouse
Partnership (TWC), subsequently assigned to Charter Communications, Inc. (d/b/a Spectrum
Networks) after Charter's 2016 acquisition of TWC, requires the participating municipalities
(City of Ithaca, Town of Ithaca, Village of Cayuga Heights) to provide the franchisee with an
annual written budget for Public, Educational and Governmental access operations (PEG) by
June 30 of each calendar year, and
Whereas, the Access Oversight Committee (AOC) is required to provide the Participating
Municipalities with a recommended annual budget by May 31 of each calendar year, and
Whereas, in 2017 it was resolved to not use the 2018 Budget funds, but have them become part
of the 2019 Budget, and
Whereas, in 2018 it was resolved not to use the 2019 Budget funds but have them become part
of the 2020 Budget except for a contingency of $5,000.00, and
Whereas, the AOC has reviewed PEG's current equipment inventory and anticipates that only
a limited amount of new or replacement equipment will be needed, and
Whereas, the AOC anticipates replacement of computers and the current playback system in
the next few years, and
Whereas, such purchases would exceed the available funds of one budget year, now, therefore
be it
Resolved, that the AOC recommends earmarking up to $10,000.00 as contingency to purchase
equipment as needed for the functioning of PEG operations, and to let the remaining 2018,
2019 and 2020 Budget funds accumulate and become part of the 2021 Budget, and be it further
Resolved, that the AOC forwards its recommendations for approval by the City of Ithaca, the
Town of Ithaca and the Village of Cayuga Heights, so that they may meet their obligation to
provide Spectrum TV with an annual written budget for Public, Educational and Governmental
access operations.

Mr. Goodman reported that he and Mr. Howe met with Ted Schiele from the County Health
Department who runs the Tobacco Free program and he has made a request that we consider the
prohibition of tobacco use at Town property. We talked about this a number of years ago and at
that time we decided not to do anything but the request has come to us again. He said that he and
Mr. Howe talked about trying this in steps and begin with Town Hall because the City is starting
a program having the police hand out little cards explaining that smoking is prohibited
downtown around the commons by law and other places by policy and Town Hall is in the
middle of that and they want to add Town Hall on the map. He suggested deciding soon so we
can tell the City and they can hold off on printing the cards.
Mr. Levine asked if it would affect any of our Town Hall employees and Mr. Goodman thought
there was no one who still smokes at Town Hall.

I am President of the Forest Home Improvement Association (FHIA). The community is
delighted at the prospect of re -alignment of the intersection of Cradit Farm Drive and Pleasant
Grove Road "to direct traffic more readily to the Cornell Campus" and thus reduce traffic
through our hamlet. We hope we can rely on the Town of Ithaca Board and staff to represent
the interests of Forest Home, as the community most directly affected by the re -alignment.
The Town of Ithaca Planning Board met on April 2, 2019 and passed a resolution approving the
preliminary site plan. Several FHIA members, including myself, spoke at that meeting

Of particular relevance to the proposed re -alignment is an entrance feature with a speed table
and lamps on stone pedestals installed near the intersection about 10 years ago as part of an
overall traffic calming project for Forest Home. At the April 2 Planning Board meeting I
requested that the entrance feature be retained as part of the re -alignment, appropriately
relocated if needed. It is currently located on Pleasant Grove Road, in the Forest Home
direction from the intersection.
As a result of this request and another suggestion from the Forest Home community, the
Planning Board voted to insert the following clause at the end of the approval resolution:
AND BE IT FURTHER RESOLVED: That the Planning Board recommends to the Town
Board that the Town, Tompkins County, and Cornell University (1) explore adding a
pedestrian walkway and bicycle climbing lane on the Pleasant Grove Road hill between
the Forest Home downstream bridge and the project, and (2) explore retaining the
speed hump and stone column traffic calming features near the relocated Pleasant
Grove Road/Cradit Farm Drive intersection.
The first recommendation in the added clause was for enhancements to the steep section of
Pleasant Grove Road between Cradit Farm Drive and the intersection with Forest Home Drive
near the downstream bridge to make the road safer for pedestrians and cyclists. The Forest
Home Traffic Calming Plan from 2007 (a joint effort among the Town of Ithaca, Historic Ithaca,
and Forest Home) included a recommendation to reallocate the existing pavement width on
the Pleasant Grove Road hill to provide a pedestrian walkway on the creek side of the road, two
travel lanes for vehicles, and a climbing lane on the up -bound side for bicycles.
The condition of the road surface on the Pleasant Grove Road hill is very poor at the moment,
with water emerging through the asphalt at many places. I understand that the underlying
problem has recently been diagnosed as a leak from water pipes that feed the Hasbrouck
Apartments. The responsibility for these pipes may lie with Cornell University. It seems likely
that this stretch of road, maintained by Tompkins County, will need serious work either when
the leak is repaired or relatively soon afterwards. We hope that the Town of Ithaca will involve
the Forest Home community at an appropriate time and in an appropriate forum to explore the
feasibility of improving safety for cyclists and pedestrians, including runners, on this stretch of
road and at the intersection at the base of the hill, near the downstream bridge.

The proposal involves repealing the existing: Town Code Chapter 184, Noise and replacing it with a now
Chapter 184. The proposed local law amendments will apply to all residential zones in the town (Low,
Medium, and High Density and Multipile Residence), and will also include Conservation, Agricultural,
Lakefront Residential, and Mobile Home Park zones.
The new Chapter 184 contains modifications to several sections that are intended to clarify and improve
the noise law so it is easier for Town staff, the Town Board and the general public to understand and for
Town Staff and the Town, Board to enforce. The revised Chapter specifically:
(1) Clarifies the language in several sections of the Chapter
(2) replaces the language in section 184-8 with more concise language for regulating noise from
construction and other machinery
(3) Separates out garbage and recycling provisions iin section 184-8
(4) Includes more specific criteria for the Town Board to use, as findings when considering granting
