Legislative Intent: It is the intent of this 1oca1 law to averride the limit on the amaunt af reai property ta,�es that may be levied by the Town af Ithaca, County of Tompkins pursuant to General Municipal Law §3-c, and to allow the Town af Ithaca, County of Tampkins to adapt a town budget for (a) town purpases, (b} fire protectian districts, and (c) any ather speciai ar impravement district, and Town improvements provided pursuant to Tawn Law Articie 12-C, governed by the Tawn Board for the fiscai year beginning January 1, 2020 and ending December 31, 202Q that requires a real praperty t� levy in excess of the "taY levy limit" as defined by General Municipal Law §3-c. Sectian 2. Autharity: This local 1aw is adapted pursuant tQ subdivision S af General Municipal Law §3-c, which expressly authorizes the Town Board ta override the tax levy limit by the adaption af a local law approved by vote of at least sixty percent (60%) of the Town Board. Section 3. Tax Levy Limit 4verride: The Town Board of the Town of Ithaca, County af Tompkins is hereby authorized to adapt a budget for the �scal year 2020 that requires a reai property tax levy in excess of the limit specified in General Municipal Law §3-c. Sectian 4. Severability: If any clause, sentence, paragraph, subdivision, ar part of this Local Law or the application thereof ta any persan, firm or carporation, or circumstance, shall be adjusted by any court of competent jurisdiction to be invalid or unconstitutional, such order or judgment shail not affect, impair, or invalidate the remainder thereof, but shail be confined in its aperation to the clause, sentence, paragraph, subdivisian, or part of this Loca1 Law or in its application to the persan, individual, firm or carporation ar circumstance, directly involved in the contraversy in which such judgment or order shall be rendered.
