June 23rd, 2015 9:00 a.m.
Public Works Facility
Board and Staff Present: Rod Howe, Rich DePaolo, Herb Engman, Jim Weber, Mike Smith,
Creig Hebdon, Dan Thaete
1. Approval of Minutes:
Minutes from May 19th, 2015 were approved with a minor wording change in item #4. Mr.
Engman motioned to accept. Mr. DePaolo seconded.
2. Member Comments / Concerns: Members asked about damage to the Town during the

heavy rain event on June 14. Mr. Weber stated that the Town was not badly affected, but
that the Town of Newfield was heavily affected and that a crew from Ithaca has been
assigned to assist Newfield with cleanup and road repairs.

3. No Parking Discussion for Towerview Neighborhood:
Mr. Weber asked if any further discussion was needed. Mr. DePaolo reported that ~15
people attending the 6/8/15 Town Board Meeting had a range of opinions regarding parking
issues in the neighborhood. A questionnaire was circulated, but no petition was submitted.
There was no consensus by the public to restrict parking. Mr. Howe reported that Mr.
Goodman and Mr. Levine agreed to meet with the public to discuss the issue further. Mr.
Engman reported that the City has agreed to increase patrols along Six Mile Creek. The
issue is on hold for now.
4. Project Scope of Services Discussion:
Mr. Weber reported that the draft RFP is available for review and includes a scope of work.
Mr. Engman reported that there has been no response from the homeowner regarding the
abstract, but he will follow up. The RFP will be electronically sent to members.
5. Fill Sites Discussion:
Mr. Weber reported that the current fill site on Sand Bank Road is close to being complete
and that other options will need to be considered. He presented Saponi Meadows as an
option, due to extensive fill required to create the multipurpose field, as identified in a concept
plan prepared by Town Staff. Mr. Engman questioned using the area as a fill site due to the
possibility of the area being used for agriculture. The other option is to pay for disposal,
which would need to be incorporated into the upcoming budget process. Mr. DePaolo
suggested using fill to connect trails.
6. Town Board Bus Tour Discussion:

Mr. Howe stated that July 24from 10:00 am to 2:00 pm is the preferred date and time for the
tour. Several suggestions were given for areas of interest to visit. Mr. Weber will reach out to
other departments for interest in attending.
7. Project Updates:
Elm Street Drainage – Mr. Thaete explained the revised option for repairing the culvert pipe,
which involved inserting a pipe into the existing pipe and grouting the space between. This
process is structurally better than slip lining and flow patterns and hydraulic characteristics
are matched. Discussion was held regarding cost savings and the Committee agreed to
move forward with the new concept and estimated proposal of $230,000 which is less than
previously proposed for excavation but more than slip lining.
Sapsucker Tank Replacement – Contracts are pending signatures.

Coddington Rd Water Main Phase 2 –The Contractor is scheduled to start on July 6.
Inlet Valley Cemetery Rehabilitation – The grant request is approved and we have received
approval to move forward. The contract for the wall needs to be signed and specifies 60 days
to complete. The monument repairs will be paid by the Town and will be reimbursed.
Monument repairs will be complete by fall.
Lake View Cemetery Drainage – The culvert pipe has been repaired.
State Route 79 Sanitary Sewer – There were three bidders between $126,000 - $204,000.
There is $200,000 in the budget.
Town Hall Emergency Access to Boiler Room – The project is out for bid, due back July
20th.
Mr. Engman reminded the Committee that the post office lease is up in four years and that policy
decisions will need to be made whether the post office renews the lease or not. If the Post Office
stays we may want to charge rent; if it moves out we need to decide what to do with the space.

The next meeting is scheduled for:
August 18th, at 9:00 at the Public Works Facility. The July meeting is canceled.
