HomeMy WebLinkAboutPWC Minutes 2016-10-18 TOWN OF ITHACA PUBLIC WORKS COMMITTEE October 18, 2016 9:00 a.m. Public Works Facility Board and Staff Present: Rod Howe, Rich DePaolo, TeeAnn Hunter, Jim Weber, Mike Smith, Dan Thaete Guests: Susan Cosentini for the Amabel Development 1. Approval of Minutes: Minutes from September 20, 2016 were approved. Motion to approve by Ms. Hunter, seconded by Mr. DePaolo. 2. Member Comments / Concerns: Mr. DePaolo questioned if the South Hill Trail is closed during bow season or just during gun season. Mr. Weber responded that closure is during gun season only. a. Modifications to Agenda – Mr. Weber added discussion about costs for water infrastructure increases and Pine Tree “Water Tank Zone” Placement. 3. Park Use Discussion: Mr. Weber presented the issue of a hot air balloon operator using Tareyton Park as a take-off location as a basis for discussion regarding commercial endeavors using public properties for profit. This particular operator was told that it is a Town Board decision. Mr. DePaolo referenced the Town of Ithaca Park and Trail Rules and Regulations, Chapter 200-5 Prohibited Activities, which states “No person shall in a Town park, on a Town trail, or in or on any other Town recreational facility advertise, promote, or conduct a commercial event or enterprise.” The Committee was willing to consider the item, but it needs further thought and discussion. 4. Amabel Pump Station Discussion/Update: Mr. Weber updated the Committee relative to the technical requirements for the sanitary sewer pump station for Amabel. The latest submittal met all of the technical requirements, therefore staff has approved it and will be moving it on to the Health Department for their consideration. There was additional discussion relative to the Transportation Corporation and the long–term need for an emergency generator that will be further discussed with the Town Board. 5. Watermain Replacement Costs: Discussion was held regarding the revised construction costs for the Christopher Water Main and Sapsucker Water Main projects for 2017. He explained that an average of the two middle bid tabs from 2016 were used to determine the updated cost. The Committee agreed with the approach. 6. Pine Tree Water Tank: Mr. Weber reported that a meeting was held with Cornell and they seem amendable to working with The Town in regard to a flat site and accessibility for the tank. There are still specifics to be worked out. 7. Project Status: Edgewood Sanitary Sewer/Manhole Repair – The Town Board gave approval for Public Works to award the project to grant street construction. Setting of the concrete pumping truck will need to be established. The meeting was adjourned at 10:05 a.m. by a motion by Ms. Hunter, seconded by Mr. DePaolo.
