HomeMy WebLinkAboutPWC Minutes 2016-03-15 TOWN OF ITHACA PUBLIC WORKS COMMITTEE March 15, 2016 9:00 a.m. Public Works Facility Board and Staff Present: Rod Howe, Rich DePaolo, TeeAnn Hunter, Jim Weber, Mike Smith, Pam Bleiwas 1. Approval of Minutes: Minutes from February 9, 2016 were approved. Motion to approve by Mr. DePaolo, seconded by Ms. Hunter. 2. Member Comments / Concerns: None a. Modifications to Agenda – Mr. Weber added: 1) County Pine Tree Trail and Bridge Project 2) Ithaca City Sanitary Sewer 3) Mr. Howe added Smoking in Town Parks 4) Mr. Smith added Grant Updates 3. Cayuga Lake Intermunicipal Organization: Ms. Hunter explained that the item was referred from the Town Board to the Committee. She would like to determine a feasible water quality restoration and protection project to take advantage of the opportunity for funding. Ms. Hunter explained that the requests are submitted to the IO and the requests are prioritized for funding. One possibility is the Six Mile Creek Vineyard area. She is attending a meeting with Tompkins County Stormwater Coalition nd members on April 22 at 11:00 a.m. and invited the town’s stormwater management to attend. Mr. Weber will provide data in order to complete the Municipal Project Identification Form as a first step. Discussion was held regarding other areas that are affected during heavy rain events. 4. Grant Updates: Mr. Smith gave updates on grants: Tree Inventory Grant - DEC has signed the contract. The Consultant contract is in the process of being signed. Discussion was held regarding specifics of the grant administration. Playground Replacement Grant – The town will provide deeds and maps required to move forward for two parks (one per year). Gateway Trail Grant – Final designs are being sent to DOT this week. Some easements will be needed. 5. Project Status: Mr. Weber Trumansburg Water Tank – bid opening will be on Wednesday. The item will go to the Town Board on Monday 4/21 for award. The Board also needs to decide on whether to include a mixer and the cost, if so. Water Main Projects – bid opening will be 4/8. The item will go to the Town Board on 4/11 for award. Discussion was held regarding the Board getting more detailed engineering information (such as water flows) in order to have productive discussions and decisions on a case-by-case basis to answer questions when SEQR comes through. Pine Tree Trail – a preconstruction meeting is being held this week. 6. City Sanitary Sewer: Mr. Weber reported that the City is looking for the town to pay 41.57% of regulatory improvements for sewer overflows at Hudson Street. He notified the city that the town will need all design information to go to the Town Board for approval. He explained that the town has been monitoring flows and will provide that information to the city, as it may be less than 41.57%. 7. Forest Home Wall: The item will be added to the next month’s agenda. Mr. Weber reported that the design options will be going to the next Town Board meeting. 8. Water Tank Capacity for Proposed Mitchell Street Development: Mr. Weber reported that Mr. Goodman met with Cornell University regarding tank capacity and responsibility. Pipes may need to be upsized. 9. Smoking in Town Parks: The item was shifted to PWC from the Personnel and Organization Committee. Mr. Howe was not in favor of talking about the item due to enforcement issues, but the Committee was in favor of signage discouraging smoking. The meeting was adjourned at 10:00 a.m. The next meeting is scheduled for: April 19th, at 9:00 at the Public Works Facility lvp
