HomeMy WebLinkAboutPWC Minutes 2016-01-19 TOWN OF ITHACA PUBLIC WORKS COMMITTEE January 19, 2016 9:00 a.m. Public Works Facility Board and Staff Present: Bill Goodman, Rod Howe, Rich DePaolo (9:15), Jim Weber, Mike Smith, Mike Solvig, Creig Hebdon 1. Approval of Minutes: Minutes from December 15, 2015 were approved with minor changes to Class A License Discussion and adjournment time. Motion to approve by Mr. DePaolo, seconded by Mr. Howe. 2. Member Comments / Concerns: None a. Modifications to Agenda – None 3. Discuss Public Works Committee Meeting Schedule: The 2016 meeting schedule was approved, however, the February meeting will be tentatively th changed to February 9 at 9:00 a.m. 4. Shared Services Agreement with DOT: Mr. Weber explained that he spoke with Mr. Eric Buck of NYS DOT regarding the shared services agreement. He emphasized that Schedule A does not reference actual costs of assistance, e.g. NYSDOT equipment and operators. The Committee agreed to request that the schedule be expanded to include costs before entering into an agreement. Discussion was held regarding a state of emergency vs. a local event. Mr. Goodman suggested adding a mirror indemnification clause. Mr. Weber will discuss the item with Susan Brock and also with Mr. Buck. 5. Review Sanitary Sewer Location and Access: Mr. Hebdon presented a map of the west side of town, as an example for preliminary discussion, which showed existing sewer locations and access. Discussion was held regarding construction, easements, interceptors, elevations, force mains, and private pump nd stations in preparation for the February 22 study session. Mr. Weber asked the Committee to consider the long-term liability of systems -- sewer and water -- driven by individual developments or driven by town standards. Discussion was held regarding the best format to present the information at the study session. Mr. Hebdon will speak with Lisa about a computer with enough memory to present the map electronically. If not, then he will print several maps with varying layers for the presentation. 6. Speed Reduction Request for East King Road: Mr. Weber referenced a petition that was received from the Elizabeth Ann Clune Montessori School of Ithaca requesting to reduce the speed limit from 30 mph, as students and teachers frequently need to cross the road to transfer classes. Discussion was held regarding the current school zone speed, that it is a County Road, and options that are available to this non- typical school setting. The Committee was in favor passing the request onto the County who will make the request to the State. If the State rejects the request, there is the option of the school purchasing a crossing zone safety kit. 7. Discuss the Schedule for Forest Home Wall: Mr. Weber reported that LaBella Engineering will provide options regarding the Forest Home Wall at the February PWC meeting so that adjustments can be made as necessary and the st item can be presented to the Town Board at the March 21 Study Session. 8. Project Status (2016 Water Tank and Water Main Replacements): th Public Interest Orders are ready for the February 8 Town Board Meeting. The water tank projects will be advertised the end of February and the water main projects will be advertised the end of March. Water tank projects will be awarded March 21st, and the water main th projects will be awarded on April 11. Mr. Hebdon reported that the PW Generator has all pieces in place. The startup requires multiple agency coordination, then it will be up and running. The project is at $75,000 to date. Mr. Hebdon also reported that the Sapsucker Tank PRV pit is in the ground with piping. NYSEG will hook up an electric heater and the project can then be closed out. Mr. Howe inquired and Mr. Weber reported that there has been no response from Badger regarding equipment. Mr. Weber also reported that the contractor that was awarded the 2015 sewer relining project has completed the work.
