HomeMy WebLinkAboutPWC Minutes 2017-07-18 TOWN OF ITHACA PUBLIC WORKS COMMITTEE July 18, 2017 9:00 a.m. Public Works Facility Board and Staff Present: Rod Howe, Rich DePaolo, Jim Weber, TeeAnn Hunter, Dan Thaete, Bill Goodman, Mike Solvig, Judy Drake Guest: Elizabeth Salon of 251 Culver Road 1. Approval of Minutes: Minutes from June 20, 2017 were approved. Motion to approve by Mr. DePaolo, seconded by Mr. Howe. Approved. 2. Member Comments / Concerns: None a. Modifications to Agenda – Mr. Weber added Penny Lane email from residents, Towerview drainage update, and update regarding a Town developer. 3. Town Board Bus Tour: Mr. Weber presented the proposed schedule for the tour, which will th occur on August 4 from 1:00 am to 1:00 p.m., and asked for any additions. A culvert on South Hill Trail at Burns Road was added. Mr. Weber will reserve the bus including the Planning Board members. 4. Culver Road Driveway Request: Ms. Salon stated that she sent an email this morning outlining issues that she would like addressed at her property. (1) Water is seeping from the road. (2) The elevation change from her driveway to the road after the paving project. (3) The hedge along the roadside has not been trimmed, as it has in the past. (4) Her three driveway culverts are plugged. The ditches have previously been mowed and the culverts cleaned. (5) The shoulder for off-road parking has been decreased. Mr. Weber responded that the hedge is off the edge of pavement and not a roadside issue. He stated that town staff has been aware of seeps in the road for many years. He said that the pavement is no more than 3 inches higher and is blended. He stated that he was unaware of any culverts and indicated that they are not a roadside issue since there is no drainage ditch and that since that spring is her water supply, any ditching or correction of seeps might affect her water supply. Discussion was held about whether or not there is protocol for tree trimming. Mr. Weber responded that it is a case-by- case basis. Mr. Weber will set up and email a time for members to do an on-site visit and meet with Ms. Salon regarding the issues and discuss remediation. 5. Ellis Hollow Water Main and Tank RFP, Maps, Plans, Reports Discussion: Mr. Weber informed the Committee that there will be a Special Public Hearing at Town Hall st on July 31 at 11:15 to determine public interest to expend funds for Engineering Design for th the project. The rest of the project will be considered at the Public Hearing on August 7. A recommendation to award for Engineering will be presented in September or at a Special Town Board Meeting. Discussion was held regarding submittals and the lack of focus on the control building/control valve, special circumstances and tight timeframe necessitating special meetings, service to existing customers, and easements. 6. Project Status: Sapsucker and Christopher Circle Water Main Replacements – The Christopher Circle Water Main Replacement is essentially complete except for restoration. The Contractor is laying the main for the Sapsucker Road Water Main Replacement at this time. th Sanitary Sewer Manhole Repair – Bids were opened on July 17. Six proposals were received. Authorization to Award will take place at the July Study Session. Any funds remaining will be used for the sewer line that passes under the East Ithaca Recreation Way to Maplewood. 7. Other: Mr. Weber reported that he received an email from a resident relative to a complaint and remediation taken a few years ago regarding parking on Penny Lane. He sent the email to Susan Brock for her review and will wait to receive her response. Mr. Goodman will add the th email to the Town Board folder for discussion at the July 24 meeting. Information was provided and discussion was held regarding a town developer and a sewer line/pump station issue requiring an updated permit. All entities involved have been informed that no further development can take place until the permit is updated. Residents from Towerview Road submitted a petition for piping the ditches in the neighborhood. Mr. Weber will put a letter together in response. .
