PUBLIC WORKS COMMITTEE
January 16, 2018 9:00 a.m.

Board and Staff Present: Rod Howe, Rich DePaolo, Bill Goodman, Mike Smith, Jim Weber,
Steve Riddle
Absent: Tee-Ann Hunter
1. Approval of Minutes:
Minutes from December 19, 2017 were approved with sentence clarification to Item #7, Ithaca
Beer, regarding pre-treatment and discharge. Motion to approve by Mr. DePaolo, seconded
by Mr. Howe. Approved.
2. Member Comments / Concerns: None
a. Mr. Weber added discussion of the 2018 meeting schedule. The Committee agreed to
keep the same schedule of the third Tuesday of each month at 9:00 AM.
3. Coddington/Burns Road Water Main Update and Budget Considerations:
Mr. Weber followed-up with the group regarding the upcoming County roadway project that
will include water main work for the town. The cost to the town for the County to extend the
project to include our additional water main work is ~$150,000 with the County’s share being
~$225,000. The project still needs to go out for bid and discussions will be held regarding
splitting the cost of the work. The County is planning for completion in 2018.
4. Pine Tree Tank Property/Area Needs:
Mr. Weber followed-up with the group regarding park alienation due to modifications to the
tank site. A 500,000 gallon water tank will replace a 200,000 gallon tank and will serve future
development of the East Hill Plaza. Discussion was held regarding the layout, a boundary
water feature, grading for maintenance and construction, and the existing trail. The site
footprint may go from 100’x100’ to 150’x150’. Mr. Weber will discuss the issue of Federal
funds being involved with the trail portion of the purchase for water purposes with Susan
Brock as it relates to park alienation. Mr. Goodman raised the possibility of the requirement
that park land be put into other park areas equivalently. Mr. DePaolo asked how this tank
relates to Maplewood. Mr. Weber explained that the Ellis Hollow Tank is sized to serve
Maplewood. The Pine Tree Tank is tied specifically to East Hill Plaza. However, the town will
feed off of the Pine Tree Tank until the Ellis Hollow Tank is completed. Mr. Goodman gave
some Maplewood updates from Cornell meetings and will keep the group updated.
5. Town Map Updates:
Mr. Weber explained that PWD is working with Paulette to update the Official Town Map due
to misspellings and labeling discrepancies in conjunction with 911. In addition, some parks
and private roads need to be added. He anticipates completion of the updates in May 2018.
The item will go to the Committee, then to the Planning Board, then to the Town Board for
approval.
6. Project Updates:
South Hill/West Hill Water Study: We are still waiting on South Hill flow tests which are
scheduled for Thursday, 1/18. Once they are done, balancing of the model to the physical
system can be done should there be no additional issues. GHD will then present the model at
the February Study Session. Discussions will take place regarding recirculation and flow and
exercising of tanks and pump stations between Bolton Point and PWD.
Ellis Hollow Water Main and Tank Update: The plans are complete and should be sent to
Cornell this week for review. Conversations will take place regarding easements. PWD is
waiting on the Comptroller as their office had additional questions regarding cost estimates.
The 30-day Permissive Referendum can then start. Advertisement is anticipated for mid-
February with a March bid opening date. If all goes well, the Town Board could award the

project at the 1 Town Board Meeting in March. Conversations will take place between
Cornell and the town regarding the TCO or CO before the deadline. It is anticipated that the
tank be in the ground, tested and approved, by early July. The project will not be complete at
the time at Cornell starts moving people in, but there will be service.
Oakwood Master Meter: Mr. Weber explained that 102 city residents who are currently
served through the town’s water system will now be served by the city, and the city will be
billed based on meter readings at the Oakwood Pump Station. Currently, if the city were to
have a water leak, the town would pay for it. The Three Party Agreement between the City of
Ithaca, Bolton Point, and the Town of Ithaca is being updated to provide definition of
interconnections, emergency and planned operations, mains and technical procedures,
interchange of service, maintenance, etc. Discussion took place regarding Cornell’s
boundaries, peak demand, fire flows, and planned development anticipated for 2021. Mr.
Riddle reported that Bolton Point will study the report for the purpose of improved water
supply once it is done.
The meeting was adjourned at 9:45 a.m., motioned by Mr. DePaolo, seconded by Mr. Howe.
