3. Presentation of Draft “South and West Hill Water Study” by GHD:
Mr. Hyde reviewed the draft presentation, which will be presented to the Town Board at the
2/26 Study Session, in order to address and questions or concerns ahead of time. The study
completes the town-wide analysis and the working model for existing and proposed needs for
the town, focusing on regulatory requirements and additional town goals in regard to
demands for system pressure, fire flows, tank storage, and system redundancy. The purpose
of the analysis is to identify current deficiencies, in addition to assisting in the prioritization of
future improvements. Mr. DePaolo suggested adding legends to all diagrams for better
clarification. Mr. Howe and Mr. DePaolo both agreed that assessing the historic trend line for
future developmental demands would give a more realistic idea of what is needed, rather than
the worst case scenario that is represented. Discussion was held regarding water main sizes,
PRVs, booster pump stations, movement of services, City of Ithaca collaboration, etc.
4. Review East State Street Interceptor Engineering Report:
Mr. Weber explained that the item will be discussed at the 2/26 Study Session in which
representation from City of Ithaca will be in attendance. The city is proposing to install a 15”
sanitary sewer pipe, of which the town contributes 220,000 gallons of waste water per day.
Mr. DePaolo will contact city staff in order to get clarification relative to anticipated flows prior
to the meeting.
5. Project Updates:
Ellis Hollow Water Main and Tank Update: PWD is waiting on the Comptroller’s response.
The plans for the project are out for bid with the bid opening on 3/7. The Town Board will
authorize the award at its 3/12 meeting. PWD is hoping to have the contractor begin the
project at the beginning of April with the tank, water main, and control building completed by
the end of July.
Coddington Road Water Main Costs: Mr. Weber explained that the cost to the town,
originally identified, has been reduced to $110,000 due to the County and State taking on
more responsibility for impacts to the existing water main.
The meeting was adjourned at 10:28 a.m., motioned by Mr. Howe, seconded by Mr. DePaolo.
Our next meeting will be on 3/20 at 9:00 a.m.
