A Meeting of the Town of Ithaca Zoning Board of Appeals was held
in the Town of Ithaca Town Hall , 126 East Seneca Street , ( second floor ) ,
Ithaca , New York , on Wednesday , May 14 , 1975 , at 7 : 30 p . m .

PUBLIC HEARING : APPEAL OF MR . RICHARD A . NEWHARTOFROM DECISION OF
BUILDING INSPECTOR DENYING PERMISSION FOR SUBDIVIDING ONE PARCEL INTO
TWO LOTS AT 173 EAST KING ROAD - ( PARCEL NO . 6 -44 - 2 -8 ) .
Vice -Chairman Hewett declared the Public Hearing in the above -noted
matter duly opened at 7 : 45 p . m .
Mr . Fabbroni presented for the record the Town Clerk ' s Affidavit
of Posting and Publication of the Appeal of Mr . Richard A . Newhart ,
duly signed and notarized , for a Public Hearing at 7 : 30 p . m . Mr .
Fabbroni read the Appeal as published in The Ithaca Journal as follows :
" 7 : 30 P . M . Appeal of Mr . Richard A . Newhart , Appellant ; from the
decision of the Building Inspector denying permission for subdividing
one parcel into two lots ( Parcel No . 6 - 44 - 2 - 8 ) , at 173 East King Road .
Permission is denied by the Building Inspector under Article V , Section
23 , of the Zoning Ordinance and Section 280a of Town Law . "
Mr . Fabbroni presented for the record the signed Appeal Form from
Mr . Newhart and dated May 1975 . On said Appeal Form Mr . Newhart stated
that " I will set aside 50 feet of frontage as access to my property .
I have no intent to further develop this lot other than my own housing .
The lot would encompass about 5 acres . "
Mr . Fabbroni presented for the record the Secretary ' s Affidavit of
Service by Mail of the Notice of Public Hearing to the various neighbors
adjacent to and near the Newhart property .
Mr . Fabbroni stated that Mr . Newhart applied for subdivision of a
lot whereby his lot would not have the required frontage on East King
Road and would be in the rear of a house already owned by his father .
He stated that this is also not in keeping with the Zoning Ordinance
whereby he cannot issue a permit to a house that does not have street
frontage . Mr . Fabbroni read from Section 280a , paragraph 3 , of Town
Law as follows :

Where the enforcement of the provisions of this section would
entail practical difficulty or unnecessary hardship , or where the
circumstances of the case do not require the structure to be related
to existing or proposed streets or highways , the applicant for such
a permit may appeal from the decision of the administrative officer
having charge of the issue of permits to the board of appeals or
other similar board , in any town which has established a board
having power to make variances or exceptions in zoning regulations ,
and the same provisions are hereby applied to such appeals and to
such board as are provided in cases of appeals on zoning regulations .
The board may in passing on such appeal make any reasonable exception
and issue the permit subject to conditions that will protect any
future street or highway layout . Any such decision shall be subject
to review by certiorari order issued out of a special term of the
supreme court in the same manner and pursuant to the same provisions
as in appeals from the decisions of such board upon zoning regulations . "
Section 23 of the Town of Ithaca Zoning Ordinance applies whereby
Mr . Newhart would not have any frontage for the proposed lot , reads as
follows :
" Size of lot . Lot sizes in residence districts shall meet the
following depths and widths at the front yard set - back .
1 . Minimum lot area : 30 , 000 square feet .
2 . Minimum width of lots shall be 150 feet and the minimum
depth 200 feet . "
Mr . Fabbroni stated that the presently existing parcel is a
long , narrow parcel with 200 ' frontage on East King Road and extending
back from East King Road about 1 , 500 feet . Mr . Newhart has proposed
making a 150 ' x 200 ' lot for the existing house and setting aside a
50 ' strip to be preserved for any future road that might be built back
there . The ' proposed house on the proposed lot will also face what
might be a future road . Mr . ' Newhart Sr . at the present time has no
intention of developing this land further .
Mr . Hewett asked if Mr . Newhart Sr . were present and noted that both
Richard A . - and Richard M . Newhart Sr . were present .
Mr . Fabbroni sketched for the members of the Board . a plan for the
proposed lot . He pointed out that the proposed lot would be 200 ' x 1501
.
Mr . Austen asked about the proposed house having no driveway to
get to the existing road ( East King Road ) ,
Mr . Fabbroni stated that in view of Section 280a of Town Law there
could be a variance granted upon the condition of a 50 ' easement to the
proposed lot .
Mrs . Ripley stated that regardless of whether the Newharts plan to
subdivide or not , it was her opinion that the 50 ' easement should extend
all the way back to the rear lot line . The Board members agreed .
Mr . Fabbroni requested clarification on the point that the presently
existing house is at least 90 ' from the West lot line . Mr . Newhart Sr .
stated that it was easily that much and probably more .

Mrs . Ripley , Mr . Hewett and Mr . Austen had no objections to the
proposal . Mr . Hewett noted that no one had appeared in opposition to
the appeal .
MOTION by Mr . Edward Austen , seconded by Mrs . Laurene Ripley :
RESOLVED , that the Zoning Board of Appeals of the Town of Ithaca
grant and hereby does grant a Variance to the property at 173 East
King Road ( Parcel No . 6 - 44 - 2 - 8 ) , owned by Richard M . Newhart Sr . , to allow -
the splitting of said parcel into two lots : one lot containing the existing
building having a minimum of 30 , 000 square feet for the one contiguous
portion fronting on East King Road exclusive of the 50 ' future roadway
right of way which will be set aside for the entire west lot boundary
as a permanent easement for highway construction ; the second lot having
a minimum of 30 , 000 square feet with an approximate frontage of 200 '
on the hypothetical future roadway right of way and its northerly lot
line being approximately 150 ' in its dimension .
This Variance is granted subject to the recording of a 50 ' easement
for future highway purposes measured from East King Road on the West .
lot line through to the rear of the principal = lot .
There being no further discussion , the Chair called for a vote .

Nay - None .

PUBLIC HEARING : APPLICATION OF MRS . FLORENCE W . GOLDSMITH TO EXPAND
PARKING SPACE AT LAKESIDE NURSING HOME , 1229 TRUMANSBURG ROAD ( PARCEL
NO . 6 - 26 - 4 - 46 . 1 ) 1 TO BE HEARD BY ZONING BOARD OF APPEALS ACCORDING TO
ARTICLE V , SECTION 18 , PARAGRAPH 11 AND ARTICLE XIV , SECTION 77 ,
PARAGRAPH 7 OF THE ZONING ORDINANCE .
Vice ",-Chairman Hewett declared the Public Hearing in the above -noted
matter duly opened at 8 : 00 p . m .
Mr . Fabbroni presented for the. record the Town Clerk ' s Affidavit
of Posting and Publication of the Appeal of Mrs . Florence W . Goldsmith ,
as noted above , duly signed and notarized .
Mr . Fabbroni presented for the record the Appeal Form signed by
Mrs . Florence W . Goldsmith for Lakeside Nursing Home , - Inc . , dated
May 8 , 1975 , Mr . Fabbroni noted that the Appeal Form is in error in
its citation of Section 77 , paragraph 6 , and asked that the Board please
accept the Appeal Form extant as it is correctly published in the
Ithaca Journal and cited above .
Mr . Fabbroni presented for the record the Secretary ' s Affidavit
of Service by Mail of the Notice of Public Hearing to the various
neighbors adjacent to and near the Lakeside Nursing Home ,
Mr . David Gersh appeared as attorney for the Goldsmiths and
Lakeside Nursing Home , Inc . asking for approval of an addition to
Zoning Board of Appeals - 4 - May 14 , 1975

their existing parking facilities allowing for 22 additional cars .

toMr . Gersh stated that he would like to amend the formal notice
of appeal . He stated that the Goldsmiths are not asking for a vari -
ance . This is one of the special matters which is referred to this
Board and the Board would consider the criteria under Section 77 ,
paragraphs ( a ) through ( f ) . He stated that they would also like to
amend the Appeal in one other area . The Appeal Form states that New
York State has mandated 12 additional employees . He requested that
that be amended to read that New York State has mandated 20 additional
employees . This is to meet the additional staff required by the State
of New York for a Nursing Home of the size of Lakesaide . He stated
that they are asking for the minimum necessary to accommodate the
automobiles of these employees .
The Board agreed to the requests of Mr . Fabbroni and Mr . Gersh ,
Mr . King asked if this property is not located in both an R- 15
District and an R- 30 District ?
Mr . Fabbroni stated that asEhbahas studied - the past history it
shows that it is located in both Districts , but as a result of his
careful measurement it is his opinion that it is entirely in an R- 30
zone .
Mr . King commented that at the other hearing (April 5 , 1972 ) it
was referred to as being in both . Mr . Fabbroni agreed that that is
what was stated at that time , however , his measurements would indicate
differently .
To continue with the presentation of materials .; -Mr . King
stated that Section 69 , subdivision 2 , of the Zoning Ordinance applies
also .
" SECTION 69 . Parking Facilities . Every building housing or
designed to house more than 2 families shall provide in connection with
it and on the same lot garage space or off - street parking space for
automobiles equivalent to the number of dwelling units provided in such
dwellings . No automobile parking area shall be included in any front
yard , except for a lot with a single dwelling , housing not more than
2 families .
The following uses shall be provided with off - street parking
facilities :
1 . School or other . . . .
2 . Hospital , sanitarium or nursing or convalescent home - 1 space
for each 2 beds .
3 . Medical clinic
4 . Rooming house . . . .
5 . Fraternity or sorority . . . . "
Mr . Fabbroni stated that he would like to add the background as to
how this request arose . He stated that visitors , employees , and people
interested in the safety situation at the Nursing Home wrote letters
to him concerning what the Town could do with regard to parking at the
facility . Mr . Fabbroni wrote a letter dated April 17 , 1975 , to the
concerned residents , visitors , and employees of the Lakeside Nursing
Home , with a co to the Goldsmiths The he letter explained what

information they should acquire , such as the approximate number of

cars not finding a parking stall in existing parking area and parking
instead in illegal and/or dangerous parking area , the additional amount
of parking space and number of stalls required , a site plan showing
existing buildings , parking , property lines , and ground contours . On
this plan show exact location of proposed new parking area and re-
landscaping and contouring associated with this improvement , for
safety of access and egress . Mr . Fabbroni said that he also made
some suggestions as to what they could do in the meantime , such as
car pools , staggering employee starting and quitting times ,
changes in visiting hours , and the entrance driveway could be
widened and better channelization and turning radii provided at its
terminus with Trumansburg Road ,
Mr . Fabbroni stated that he received a letter dated April 23 ,
1975 , from Mrs . Florence W . Goldsmith , as follows :
" Lakeside Nursing Home , Inc . requests of the town of Ithaca
Zoning Board of Appeals approval for additional parking space of 22
cars . On property owned by Lakeside Nursing Home directly behind and
to the north , north east , adjacent to the Leo Davis property .
Due to changes inhhealth laws since the original concept in 1972
we have had to hire additional staff .
Due to lack of public transportations , autos are the only means
of transportation to and from Lakeside . We have encouraged car pools
and have had limited success .
AOL An item we had not previously taken into consideration is the
traffic congestion in the west end of Ithaca . There are a number of
visitors , who if they are planning on visiting Lakeside in the late
afternoon are arriving about three p . m . to avoid the congestion from
3 to 5 : 30 at the west end .
The major time of day for lack of parking and traffic. congestion
is at 3 p . m . We have staggered employees starting and quitting times
so as to make more parking available but with all nursing personnel ,
the second shift has to be on the floor before the first shift leaves .
Visiting hours are not restricted so there is an even flow of
visitors all day .
We have spot checked at different times of day as to the number of
cars not in a proper parking space and the average is 8 . Our opinion
is that the 22 additional spaces would take care of the overload . In
addition , we are going to restripe our present parking lot in a different
pattern so as to utilize space more appropriately . This will gain
another 13 parking spaces making a total of . 35 additional spaces for a
grand total of 94 .
This solution to the parking problem would eleviate the congestion
of cars on rt . 96 trying to get into Lakeside .
Enclosed is a check for $ 7 . 50 for advertising fee and partial site
plan showing existing and proposed parking . "
Mr . Fabbroni added also that in the letters of complaint that he
received , the people said that cars had to park on the driveway and on
the shoulders of Route 96 ,

Mr . Fabbroni further added that there have been conversations of
concern with Mr . Leo Davis who is one of the adjacent property owners .
At this point , Mr . King commended Mr . Fabbroni for his excellent

work and fine letter written to every person who wrote to him in this
matter . He also thanked the Secretary for the compilation of the
background material on the Lakeside Nursing Home ,
Mr . Gersh submitted to the members of the Board that there is not
really too much disagreement as to the need for additional parking at
Lakeside . He noted that there was such a need even before the State
mandated 20 additional staff . He stated that Mr . Fabbroni had been
very helpful in showing ways to alleviate the parking problem . He
noted that the management has tried staggering hours and with the
restriping of the parking area 13 additional spaces have been located .
He stated that right now there are 72 total spaces . The present request
is to expand the existing parking facilities by 22 more spaces . Mr .
Gersh noted that the Goldsmiths were present for this Hearing and also
several employees of Lakeside .
Mrs . Kathy McQueen spoke to the fact that residents of Lakeside
Nursing Home cannot have visitors because of parking problems .
Mr . Richard Parker , Building Engineer for - -Lakeside , stated that he
has two men working as traffic monitors to take care of parking problems .

Mrs . Ripley asked Mr . Parker if �thezecmen - were in - the park-

r in the4xoadeV. Mr . Parker replied that they were placed in
both locations -- in and out .
AIL Mr . Austen asked if that situation would change if additional
qW parking spaces were available ? Mr . Parker said that it would change .
Mr . Francese wondered why the management would not take out the
posts at the turn - around ? Mr . Parker said it was for safety reasons .
Vice -Chairman Hewett asked if there were anyone present opposing
the additional parking .
Mr . Leo Davis stated that he was present to oppose the granting
of this request for additional parking spaces to be constructed behind
his home . Mr . Davis stated that he . had been promised by Dygert Construc-
tion that there would be nothing down in back behind his house . He
stated that there is room for parking behind the Nursing Home , Mr . Davis
noted that he has lived there for 29 years .
Mr . Davis presented a Petition of - 23 residents in the area of the
Lakeside Nursing Home in opposition to the proposed parking area behind
the Davis ' home .
The Petition was duly accepted by the Board .
There followed a discussion of the island at the front of the
Nursing Home . It was noted that it is not ample such as the one at
the entrance to the Hospital .

Mrs . Carol E . Davis also spoke in opposition to the parking lot
being situated behind her home .
Mr . Robert Christianson stated that he lives across the street from
the Nursing Home at 1212 Trumansburg Road . He said that as a neighbor

he has a tremendous amount of respect for the Nursing Home not only for
Home itself but also for the people who work there . He commented that
his wife works there from time to time as a volunteer . Mr . Christianson
commented , however , that he has a strong feeling that the proposal before
the Board is a little short- sighted in two ways . He noted that there
are 32 spaces needed and there is only room for 22 -- where do we get
the other 10 ? He stated that he has tramped the area personally and
feels that to keep faith with the employees , the parking lot should be
put . behind the Nursing Home itself , i . e . , to the north of the exist-
ingtparking arear:. i •;• , ,� Considering the construction of the Nursing Home
the back entrance doors are right there . It was Mr . Christianson ' s
opinion that this location would be more practicable and more sensible .
Additionally , Mr . Christian:son felt that from an aesthetic standpoint
he would hate to see the Davis ' more blocked off than they already are .
A parking lot behind the Davis ' would be objectionable to Mr . Christianson
and certainly to the Davises . He felt that the parking lot should be put
behind the Nursing Home and nobody would be hurt . He noted that there is
a lot more room and it is much flatter behind the Nursing Home ,
Mr . Goldsmith commented on Mr . Christianson ' s _ opinions , He stated
that the back wing of the Home where Mr . Christianson suggests flipping
the parking lot over to , the lower floor is not used -- it is for
storage . Mr . Goldsmith stated that this area is wet and damp and about
10 ' lower than the other parking lot . Mr . Goldsmith said that a parking
lot there would render the whole bottom floor useless . .

Mr . Davis commented that the area referred/ is less than 10 ' lower
than the parking lot . Mr . Parker said it was about 81
.
The Board wondered why the back part of the building would become
useless if the parking area weret�there . There followed a discussion of
grade . Mr . Goldsmith argued that in the area proposed by Lakeside for
parking considerable fill would not be required . It is virtually to
grade .
Mr . Davis repeated that he had been promised that Lakeside would
never block his view and be behind him .
Mr . Francese asked about the area near the front of the building
which is shown on the map as temporary parking . He suggested extending
the asphalt and using the same entrance and putting parking in there .
Mr . Goldsmith stated that they had had nothing but headaches from
that front temporary parking and cited exhaust fumes as one of the
problems .
A lady from the floor stated that the State objected to parking in
front of the building .
Mr . King noted that Lakeside Nursing Home has 260 beds . He further
noted that this is not using the lower floor in the back .
is Mr . Goldsmith stated that they are at the limit of the State
requirements now . Mr . King commented that this is a variable number
pronounced by the State .

Mr . Francese " questioned that if the management would not use the -
lower area for beds this would mean that they would have to expand the
building . should more beds -be needed . Mr . Goldsmith said there are no
plans .to expand the building and commented that there are 12 -windowslin
the �- -lower . level, whichcould '.'add about 24 beds . Mr . . Parker ` noted that
there are 12 windows .oh * the lower floor and that the - State requires
one .window for each room . Mr . Francese asked why was - the building -
built that way ? Mr . Goldsmith stated that it _ was never intended : to be
expanded:
Mr . Gersh stated that he and his clients understand and respect
the feelings of Mr . and Mrs . Davis . - However , he noted that their
objection is purely personal . ' ' He stated that we - are talking about
serving a community -need . The additional' 20 employees is - something
over which the Goldsmiths have no control . This has put . a considerable
strain on the parking facilities . This is why people are parking on
the road and in the driveway . Doctors cannot get into the facility.
Mr . Davis - commented that this is a case of the big guy putting down
the little guy . . Mr . Gersh said that he was rsorry that Mr. Davis had
said that in that way . It is true -- the Town Board has approved this
Nursing Home and it is there . Mr . Gersh and Mr . Davis exchanged views .
Mr . Gersh requested the Board to appreciate the fact that . all of
the professional, ,help has looked into this . question , and if it were
true that it would be better to put the parking area behind the Nursing
AdffxkHome , . they would ' as' Mr . Christianson has said . .
Mr . Gersh presented photographs showing . a level yard where the pro-
posed parking would go . He stated that there would be no obstruction
to the Davis,'; s view - - some car goofs perhaps . It would be -level
parking and some feet below the. level of the Davis " - property . The
situation is that the Davis ': property is affected by only 80 ' of
the parking lot:
Mr . Fred Hartsock commented that the fill that was put in behind
Mr , Davis '- property to make '.1t .-leve1would have had to have been taken
out by truck if he had nbt �l 'et . - them " put it in there . It. would have
cost around $ 5 , 000 . 00 .4 '
Mr . Francese noted that trees and shrubbery were to have been
put in under the 1972 appr`,oval , along the north line of Prosperi and
the east line of Prosperi and to - the north line of Davis and the east
line ; of. Davis .
Mrs . Ripley asked if there were any lighting of the parking area .
Mr . Goldsmith said there was no lighting .
Mr . Francese asked what kind of trees were to have been planted .
Mr . . Goldsmith - said that trees were not- requested - only shrubs ( ewes ) .
They have not been planted due to lack - of funds . -_
® Mr , King stated that from his reading of the background of the .
matter and from a study of these plans , •there appears to be a dual
problem . ( 1 ) Parking . (.2 ) Moving of vehicles . ' Mr . King further
noted that . according to the Ordinance , " Section 69 ( 2 ) one parking space
is required for every two beds . Wlth, 260 beds you ought to have 130

parking spaces . If you made 12 rooms in the lower area you are
in the area of around 300 possible beds which would mean 150 parking
spaces . You are still some 54 parking spaces short . Mr . King stated
that as he looked at the plan it seemed to him to make more sense to
provide some alternative access to the building such .as a drive to
the north . This might require some fill . You would be providing a
solution to both the moving of the cars in and out and also for
future possible bed expansion . From the Davises point of view ,
one car , let alone 22 , detracts from their view . It adds a parking
lot onto their backyard . Mr . King said that he could see from the
Nursing Home ' s point of view that they do not want a parking lot
in their backyard either . Mr . King was of the opinion that there are
solutions other than putting it where the management is asking for it
to be . More parking space is going to be required - where is it
going to go ? He noted that the Nursing Home aoes�.have land back
of the building which is below grade and which could be graded and
filled and still provide a view .
Mr . Francese stated that there is no question as to the need
for additional parking . Mr . Francese stated that he agreed with Mr .
King . More parking is needed - a lot more .
Mrs . Penelope Ives -Goldsmith stated that she is Director of
the Health Related Facility . There are ambulatory patients in
residence at Lakeside . They look over from their rooms at a parking
lot . Some patients are already walking in a parking lot . If another
parking lot were added in the back they would simply not have any
place at all to walk .
Mr . King stated that he was not asking for paving right up to the
building .
Mr . Parker stated that if the Board has been up to the location
of the Nursing Home what they saw as being mowed is not all owned by
Lakeside . They are mowing up into the I . O . O . F . Home property .
There followed a discussion between Mr . Parker and the Board
about placing the parking lot in different areas .
Mr . Christianson noted that one point that has not been brought up
in behalf of Mr . Davis is that the Board may not be aware that the
other property adjacent to him is going to become a Church one day soon
and he will have another parking lot next door to him . He will be
surrounded by a parking lot . It would leave him an island . Mr .
Christianson stated that he was puzzled about building a 22 space
parking lot and filling it and also noted that the south edge falls
off there sharply which is going to present a problem too .
Mr . Gersh noted that no fill is needed for the proposed parking
lot location . It will cost $ 4 , 000 additional to put it on the other
side of the building . The plantings were put off because $ 5 , 000 . 00

ust was not there and the Nursing Home received an extension on that
matter . He pointed out that now the Board is talking about an expendi -
ture of $ 4 , 000 . 00 .
Mr . Francese noted that somebody saved $ 4 , 000 . 00 in dumping the
fill behind Mr . Davis ' house . Mr . Goldsmith pointed out that the

contractor saved that money he bid the price including getting rid
of _ the fill .
Mr . . Davis pointed out that - the- land . originally - was .' supposed . to
slope away from his ground ,, : ! :They had,
big -,trucks and -he asked them . to
move .. They came back with . garden . tractors .
Mrs . Bernice Jones stated that Mr . Goldsmith has tried ., all sorts .
of things including sending people . home- 15 - minutes - before -their shift
was over , at ` hi expense , . in .order- to -make - room for - employees , to
park . She , ffirmly; stated that he has tried' everything .
Mrs . : Florence :Goldsmith , stated 'that -when they were -building , , they
did not know : how many people .1the ., State would demand that they employ.
- -The State tells -you how many people you will - employ , they don ' t tell
you how to pay for them:.

Dear Sir :
Lakeside Nursing Home , Inc . requests of the town of Ithaca Zoning
Board of Appeals approval for additional parking space of 22 cars . On
property owned by Lakeside Nursing Home directly behind and to the
north , north east , adjacent to the Leo Davis property .
Due to changes in health laws since the original concept in 1972
we have had to hire additional staff .
Due to lack of public transportations , autos are the only means
of transportation to and from Lakeside . We have encouraged car pools
and have had limited success .
An item we had not previously taken into consideration is the
traffic congestion in the west end of Ithaca . There area number of
visitors ,, who if they are planning on visiting Lakes°ide in the late
afternoon are arriving about three p . m . to avoid the congestion from
3 to 5 : 30 at the west end .
The major time of day for lack of parking and traffic congestion
is at 3p . m. We have staggered employees starting and quitting times
so as to make more parking available but with all nursing personnel ,
the second shift has to be on the floor before the first shift leaves .
Visiting hours are not restricted so there is an even flow of
visitors all day .
We have spot checked at different times of day as to the number of
cars not in a proper parking space and the average is 8 . Our opinion
is that the 22 additional spaces would take care of the overload . In
addition , we are going to restripe our present parking lot in a different
pattern so as to utilize space more appropriately . This will gain
another 13 parking spaces making a total of 35 additional spaces for a
grand total of 94 .
This solution to the parking problem would eleviate the congestion
of cars on rt . 96 trying to get into Lakeside .
Enclosed is a check for $ 7 . 50 for advertising fee and a partial
site plan showing existing and proposed parking .

It is apparent from your letters and my personal observations
in the past weeks that the parking area at the Lakeside Nursing Home
is inadequate to serve the combined needs of the visitors and employees of
the Lakeside Nursing Home . The congestion makes deliveries and . access
difficult , visiting unpleasant , and emergency service very questionable .
Danger is ever present at the Lakeside driveway - Trumansburg Road
intersection .
The answer to this problem can begin only with the management
of the Lakeside Nursing Home in taking some or all of the following
• actions :
A . 1 . ) Make a specific request to the Town of Ithaca Zoning Board of
Appeals for additional parking space on Lakeside Nursing Home ,
Inc . lands detailing :
( a ) the approximate number of cars not finding a parking
stall in existing parking areas and parking instead
in illegal and/or dangerous parking areas

( b ) the additional amount of parking space and number of
stalls required
( c ) A site plan showing existing buildings , parking ,
property lines , and ground contours . On this plan
show exact location of proposed new parking area and
relandscaping and contouring associated with this
improvement .
2 . ) Upon receipt of a notice of intention to expand the parking
area and an advertising fee of $ 7 . 50 , a meeting of the Town
of Ithaca Zoning Board of Appeals will be called to hear
the request .
B . 1 . ) In the meantime , or in lieu of making a costly parking . . lot
expansion , the management could consider actions to reduce
the peak parking load and congestion at change of shifts
as follows :
( a ) Provide some incentive to employees to car pool their
work trip and reduce required employee parking spaces
by as much as a factor of 4
( b ) Stagger employee starting and quitting times by as
little as 10 minutes . For instance , a group would quit
and another start 10 minutes earlier than at present ,
a second quit and start as now , and a third group quit
and start 10 minutes later than at present or some
similar alternative

( c ) Visiting hours could be lengthened to spread parking
s load and scheduled so as not to conflict with employee
starting and quitting times
( d ) The entrance driveway could be widened and better
channelization and turning radii provided at its
terminus with Trumansburg Road .
I am sending a copy of this letter to Mr . Goldsmith so he
knows what appropriate actions can be taken .
