Minutes of Meeting
of
Zoning Board of Appeals of the Town of Ithaca
July 22 , 19610

The meeting of the Town -of Ithaca Zoning Board of
Appeals was held at the Town Highway Barn , Elmira Road , on
July 22 , 1961 - at 1 : 30 P . M . It was duly publicized- in the
ITHACA JOURNAL on July 16 , 1961 . Members of the Board
present were : David Powers and Aldus Fogelsanger . Also
present were : Zoning Officer Robert Wells , Mr . Hall , John
Turk , Mrs . Dodd , Phillip Allen , Richard Berggren , owner
of the building , and Alexander J . Kel-emen , operator of the
proposed laboratory and his counsel , Leo Gangl .
This is a continuation of a previous meeting where
. Berggren inquired about leasing his property , which is in a
residential area , for laboratory purposes . This previous
meeting was adjourned until we got more news about the opera-
tions of -the laboratory .
Gangl said it would be called the Finger Lakes
Medical Laboratories , address Five Mile Drive , - Ithaca , New
York , and to be in the building which Berggren bought from
the School Board located where Five Mile ' Drive intersects
Elmira Road . Kelemen has operated similar laboratories in
New York City from 1946 to 1960 , when he sold out to York
Regency Laboratories , Inc . . of 138 East 61st Street , New York
City . He holds a license as Director of Medical Laboratories
issued by the Board of Health , New York. City . The license
was issued on the basis of experience and qualifications in
1946 with` no examination required . This lab is to include
all phases of Medical Laboratory Techniques . Lab work will
be done for the Central New York Region , mostly by mail ..
Also Bio —medical Teaching Aids is an additional part of the
business . This involves selling prepared slides and other
reference material , also mostly by mail . _
Partitioning of the inside rooms is the only change

in the building contemplated , There will be ' five or six
employees to start . Water supply is flowing well which
was adequate for the school so considered adequate for this . .
Mr . Hall inquired about changes in the outside of
the building . No .change will be made . A sign not over
1211* x 18 ".. will be attached to the building .
John .Turk wanted to know if the lawn will be
mowed and the place kept neat . Words to this effect will be
part of the lease .
Mrs . Dodd of Dodd Nursing Home said it would be
a great convenience to have this, kind .of service so close
to her Home -.
This lab. will take only work referred by a doctor
and will perform a greater variety of tests than available
at the Tompkins County Lab ..
Phil Allen had no objection to the operation , but
stated that the State has a right - of-way close to the
building on both sides of the road and there may not be
enough parking space . , Berggren stated that all these rights
had been investigated . Gangl said there was enough property
to take care of parking without parking :on the highway .
. The lease would provide for maintenance of the
yard and building . Berggren said he would bring a map of
the property to the next meeting when there may be a quorum ..
This area is toned residential now but the building
is not adapted for residential use . Any sign might be
limited to a small one on the building .
Since the Board did not have. a . quorum , no action
was taken . Meeting adjourned until 5 : 30 P . M . on July 24 , 1.961
at the Town Highway- Barn . \
