The - meeting of the Zoning Board of Appeals of the Town of Ithaca was held on July 15 , 1960 at 7 : 30 P . M . in the Supervisors Rooms of the Tompkins County Court House as was advertised in the ITHACA JOURNAL on July 9 , 1960 . Members present were William Rolston , chairman ; Robert Powers ; and Aldus Fogelsanger . Also present were Mr . and Mrs . Norman Towner , applicants ; Mr . Lyle Hall ; and Robert . J . Wells , Zoning Officer of the Town of Ithaca . The chairman , Mr . Rolston , called the meeting to order and stated that the first item of business was to con - sider the application for special approval to change the use of a garage to a taxi and transmitting office . The Building is 30 x 60 , and is now used for non - commercial storage . The applicant is Norman Towner , the premises affected are at Kendall Avenue , Ithaca , New York . The application had been denied by the Zoning Officer under Section 54 , Article 12 of the Zoning Ordinance of the Town of Ithaca . The building is owned by Mr . Lyle Hall of Dryden , New York . The, applicant stated that he has no place to store taxicabs inside � at present , and also needs a location on a hill for radio transmission . Mr . Towner presently owns four taxi - cabs , stored behind Sopps Atlantic Gas Station . Mr . Towner pointed out that he has had extreme difficulty in locating such a building in the area . He went on to indicate the need for taxicab service in the community , he said that the Ameri - can Taxicab Association recommend one cab per thousand people in any given area . At the present time in the Ithaca area , there are thirty - two taxicabs for approximately forty thousand people . The owner of the building , Mr . Lyle Hall , stated that he has had considerable difficulty in renting the building for any other purpose . Mr . Wells , Zoning Officer , stated that he had been un- able to ascertain any complaints from neighbors concerning the proposed change . 1. 28 Mr . Towner went on to state that he would not be doing any repairs other than washing , changing tires , and other minor operatiors not requiring equipment which might be dis - turbing to the neighborhood . After discussion by the board , it was duly moved and seconded that the application applied for be granted subject to the condition that no repairs other than washing , changing tires , and other minor operations not requiring equip - ment which might be disturbing to the neighborhood would be carried on in this building . Motion granting approval was passed unanimously . The next order of business was to - consider the application for variance by Robert J . Wells to convert a garage into a bedroom and bath and replace . garage with a carport . Petition had been denied under Section 54 of the Zoning Ordinance . The premises affected are at 1111 Trumans - burg Road , the lot is 65 ' instead of 100 ' as required in a R - 15 dist . The applicant , Mr . Wells , stated that the reason for the proposed change was that presently his three sons are sleeping in one bedroom , thus necessitating more room . No members of the neighborhood were present . After 'discussion by the Board , and after a motion was duly made and seconded , the Board voted unanimously to grant the variance applied for by Robert J . Wells .
