Minutes of Meeting
of
Zoning Board of Appeals of Town of Ithaca
April 20 , 1957

The meeting of the Zoning Board of Appeals of the Town
of Ithaca was held on April 20 , 1957 at 11 : 00 A . M. . at the
town barn as advertised in the Ithaca Journal on April 15 ,
1957 . The members present were : David Powers ; Robert
Powers ; .Aldus Fogelsanger ; William Rolston , chairman ; and
Constance E . Cook , secretary . Others present were : George
Ideman ; . William Barnes ; Harold Rose ; Donald Barnes ; Millie
Rocker ; Don Barber ; and Vana Whiting .
The meeting was called to order by Mr . Rolston to
consider the application of George Ideman to extend bowling
alleys on Judd Falls Road which is in a residential district .
The building permit had been denied under Section 21 of
the . zoning ordinance as a non- conforming use which may not
- be extended unless authorized by the . Zoning Board of Appeals .
The following testimony was heard .
George Ideman : - applicant . Testified as to the need
for expansion of his business . Bowling i.s a growing national
sport and he had a demand for more alleys . National Cash
Register Company , Morse Chain Company , and General Electric
workers want to increase the number of their teams . He
provides special rates for children and special instruction
classes for children and prospective teachers . There is a
waiting list for bowling as late as 12 : 30 at night . The
rise in costs have made it uneconomical to run less than 24
alleys , originally they only had 1.6 alleys . He estimated
the cost at $ 20 , 000 for buildings which would not include
the alleys . The exterior would be the same as the present
buildings , i . e . cinder block . The eight new alleys and the
sixteen existing alleys would mean 24-30 additional persons
could be accommodated .
Others testified as follows :
William Barnes - There is a dangerous intersection at

Judd Falls Road and Mitchell . There are several non- conforming
commercial uses in the area - the cemetary , Artificial
Breeder ' s Co - op .
Harold Rosa - Assistant Manager of Artificial Breeder ' s
Co - op has no objection . He owns a house on the corner and
rents ° it • to two families .
Donald Barnes , a resident of Ithaca , likes the suggestion .
William Barnes - Has no objection to the building but he
wants the traffic situation considered . There is also a
fire hazard since the area is serviced by only a four inch
water line .
Mrs . Millie Rocker - Said the Girl ' s Classic League wants
to increase its size if alleys - can be found .
Don Barber - Ithaca Bowling League - said that the Eagles
Building is up for sale and they will lose six alleys .
Eddy Street alleys may close . There is no parking and an
undesirable arrangement . If they both close , 250 bowlers
will be looking for a place to bowl .
Ideman - No . He now provides alleys for intermural bowling
for the men ' s and women ' s leagues .
After discussion and upon motion duly made and seconded ,
the board adopted the following resolution .
WHEREAS , there appears to be a need in the community
for additional bowling facilities ; the neighboring owners
have no objections ; the driveway is wide enought for safe
access ; and property values will not be adversely affected
and
WHEREAS , . no objections have been expressed to the
board , and there are practical difficulties and an un-
necessary hardship in carrying out the strict letter of
Section 21 of the zoning ordinance and
WHEREAS , the variance applied for is in general accord
with the spirit of the ordinance , the public safety and wel -
fare will be . -served and substantial justice will be done
if said variance - ii granted , and consideration having been

given to the promotion of the health , safety , morals and
general welfare ^ of the community , be it
RESOLVED , that the variance applied for be and is
hereby granted - and an order to said effect shall be entered
in the office of the town clerk .
The board then entered into a discussion of procedure
of calling meetings . The following procedure was arrived
at and read by Mr . Boynton :
Procedure for Zoning Officer to Schedule Appeals
. - Board Hearing
1 . Upon denial of an application for a building permit
an Appeal Form shall be made available to the person whose
application has been denied .
2 . When an appeal is filed , the chairman of the board
of appeals shall be called to schedule a meeting date for
hearing the appeal . The date when possible shall be the
first or third Monday of each month .
3 . . Five days prior to the hearing a public notice
shall be inserted in the official newspaper of the town
in the following form :
" By direction of the Chairman of the
Zoning Board of Appeals , notice is
hereby given as follows :
Paragraph - of zoning ordinance violated .
Name of Appe. alant .
Address or description of site .
Use intended .
Name and title of Zoning Officer . "
4 . Written notice shall be given to the parties involved .
50 - All members of the Board of Appeals shall be called
prior to the legal advertising being inserted in the paper .
After discussion and upon motion duly made and seconded ,
the above procedure was adopted by the board .
There being no other business , the meeting was
adjourned .
