Mr. Wilcox declared the meeting duly opened at 7:05 p.m. and accepted the secretary's posting
of the two public hearings on the agenda.

SEOR Determination: Chupp 2 -Lot Subdivision, 560 Elm Street Extension
Mr. Chupp, Applicant, gave a brief overview of the proposal. This is the home of his late mother.
He and his sister would like to divide off the small ranch house with about a half acre and sell it.
The remainder will be vacant land for now. They do not know what they will do with the other
parcel. A� buyer who is not a developer has expressed interest.
Mr. Wilcox noted-that - the _lot meets the zoning requirements.

NOW THEREFORE BE IT RESOLVED:
That the Town of Ithaca Planning Board hereby makes a negative determination of
environmental significance for the reasons set forth in the Environmental Assessment Form Part
II referenced above, in accordance with the New York State Environmental Quality Review Act
for the above referenced action as proposed, and, therefore, an Environmental Impact
Statement will not be required.
A vote on the motion was as follows:

Mr. Bates asked whether the house would meet the setback requirements.
Mr. Chubb answered that his understanding is that it meets the requirements. This was verified
by staff.

SEAR Determination: Ithaca College Kostrinsky Field Renovations, Flora Brown Drive
Rick Couture, associate vice president for facilities, IC, gave an overview of the project, which is
being proposed to enhance the existing facility, which is aging.
Andy Sciarabba, TG Miller, presented the plan. The majority of the project is taking place
outside the field itself; they're not touching anything inside the fencing. They've worked with the
fire department so fire trucks will have proper access. There will be no new lighting with the
exception of a few low- wattage features. They're replacing the PA system, which is directed
toward the bleachers. The scoreboard will exceed the current sign ordinance, so they will go in
front of the ZBA in June.

and 6 NYCRR Part 617 New York State Environmental Quality Review for the above referenced
actions as proposed, based on the information in the EAF Part I and for the reasons set forth in
the EAF Part II, and, therefore, a Draft Environmental Impact Statement will not be required.

Joel Harlan, Newfield, approves of this project and thinks the college needs even more
modernization.

b. submission of record of application for and proof of receipt of all necessary permits

sign variances to install a new scoreboard at the Ithaca College Kostrinsky Field, subject to the
issuance of a sign permit prior to installation of the scoreboard.

AGENDA ITEM
Consideration of a sketch plan for the proposed Cayuga Medical Center Lab Addition
located at 101 Harris B. Dates Drive, Town of Ithaca Tax Parcel No. 24- 3 -2.1, Office Park
Commercial Zone. The project involves a +/- 13,800 square foot basement level addition
to the back (east side) of the hospital between the two patient wings and will include a
green roof. The project will also include the relocation of the existing helipad and
construction of walkways and garden spaces around the addition. Cayuga Medical
Center at Ithaca, Owner /Applicant; Kimberly Michaels, Trowbridge & Wolf, Landscape
Architects LLP, Agent
Kimberly Michaels, Trowbridge & Wolf, introduced the project. The green roof will have to be
maintained only twice per year, in the spring and fall. There will be no mowing; it will be planted
with chives and sedum.
John Rudd, senior vice president and CFO of the medical center, said that they are still
operating out of the 1979 lab building. Lab services have changed. It would be difficult to stage

a renovation project, and the medical center is growing, so vacating the existing lab will allow for
that growth.
Paul Levesque, Holt Architects, said that renovating the lab in place would have added
considerably to the duration of the project. The new lab will be subterranean so it will not affect
views from the patient rooms above. They will renovate the surgery in the future, but have no
solid plans yet.
Mr. Bates voiced concerns about the helipad security.
Mr. LoVecchio, Cayuga Medical Center, answered that they know beforehand that a helicopter
is coming; they secure the area and don't lift security until it leaves.
Ms. Brock suggested that when they submit the application they include any information they
have on future expansion so the board can consider possible impacts of all the projects, even if
it's speculative.
PB RESOLUTION No. 2010 -042: Lead Agency — Declaration of Intent Cayuga Medical
Center Lab Addition, Tax Parcel No. 24- 3 -2.1, 101 Harris B. Dates Drive

1. The Town of Ithaca Planning Board, at its meeting on May 18, 2010, considered a Sketch

the proposal involves the expansion of a facility by more than 50% of 25,000 square feet of
gross floor area (Section 148 -5.0 - 4 Town of Ithaca Code);
NOW, THEREFORE, BE IT RESOLVED:
That thelTown of Ithaca Planning Board hereby proposes to establish itself as lead agency to
coordinate the environmental review of the proposed actions, as described above, and
BE IT FURTHER RESOLVED:
That the Town of Ithaca Planning Board hereby requests the concurrence of all involved
agencies on this proposed lead agency designation, said concurrence to be received by the
Town of Ithaca Planning Department no later than June 18, 2010.

Consideration of a sketch plan for the proposed Town of Ithaca Public Works Department
Facility Master Plan located at 106 Seven Mile Drive, Town of Ithaca Tax Parcel No. 33 -2-
6.1, Lowl Density Residential Zone. The proposal involves an outline of upgrades to the
facility planned for the next five years. The projects include a 10' x 20' storage shed,
additions to the annex building and pole barn, a new wash bay and salt storage shed,
and an addition to the administration office area. Town of Ithaca, Owner /Applicant; Jim
Weber, Director of Public Works, Agent
Creig Hebdon, Town of Ithaca senior civil engineer, gave an overview of the project. Public
Works moved into its current location in 1975; they did a renovation in 2002, expanding the
garage area with a new mechanics bay. To cut costs, they did not put in the wash bay originally
proposed in 2002, but have found that washing the trucks inside the garage raises the humidity
levels and creates problems for the trucks, which can cost $500,000 fully outfitted. The addition
to the annex will allow them to consolidate all water and sewer replacement and repair
equipment. The cold storage barn expansion in 2013 will accommodate the equipment that now
sits outside. The salt storage barn is not big enough for the trucks to back up and dump salt
directly into; instead, the salt gets dumped outside and pushed in. In 2014, they plan to replace
the salt shed with the standard model now used by the state. The10 -foot addition to the
administ ration building will expand the admin area and break room, where training is usually
held. This building was originally not intended to house engineering staff.
