The Town of Ithaca Planning Board met in regular session on Tuesday, June 15, 2004,
in Town Hall, 215 North Tioga Street, Ithaca, New York, at 7:00 p.m.

Chairperson Wilcox declared the meeting duly opened at 7:05 p.m., and accepted for
the record Secretary's Affidavit of Posting and Publication of the Notice of Public
Hearings in Town Hall and the Ithaca Journal on June 7, 2004 and June 9, 20049
together with the properties under discussion, as appropriate, upon the Clerks of the
City of Ithaca and the Town of Danby, upon the Tompkins County Commissioner of
Planning, upon the Tompkins County Commissioner of Public . Works, and upon the
applicants and /or agents, as appropriate, on June 9, 20040
Chairperson Wilcox read the Fire Exit Regulations to those assembled, as required by
the New York State Department of State, Office of Fire Prevention and Control.

AGENDA ITEM: SEQR Determination: Brown 2 -Lot Subdivision, Between 104 and
130 Enfield Falls Road
Chairperson Wilcox opened this segment of the meeting at 7 :07 p.m, and invited the
applicant to address the board. He asked the agent to give a brief overview of the
proposal and any environmental concerns or issues.

Tom has a piece of property across from the entrance to Lower Treman Park: He wants
to subdivide one parcel out of it, 1.34 acres of a building lot that is 11.5 acres. There
aren't any environmental concerns that he knows about. It seems like a pretty
straightforward subdivision.
Chairperson Wilcox = My assumption is the lot will be sold and a, house will be built on
it.
Ms. McCutcheon — Right. A house is to be built on it.
Chairperson Wilcox — Questions?
Board Member Conneman moved the SEQR motion. Rod Howe seconded the motion.
PB RESOLUTION NO. 2004 -057: SEQR: Preliminary and Final Subdivision
Approval, Brown Two -Lot Subdivision, Enfield Falls Road, Tax Parcel No. 334-9.2
MOTION made by George Conneman, seconded by Rod Howe.
WHEREAS:
1: This action is consideration of Preliminary and Final Subdivision Approval for the
proposed two -lot subdivision located between 104 and 130 Enfield Falls Road,
Town of Ithaca Tax Parcel No. 33- 1 -9.2, Low Density Residential Zone. The
proposal includes subdividing off a 1.34 + 1- acre building lot from the 11.5 +/- acre
parcel. Thomas Brown, OwnerlApplicant, and
2. This is an Unlisted Action for which the Town of Ithaca Planning Board is
legislatively determined to act as Lead Agency. in environmental review, with
respect to Subdivision Approval, and

Quality. Review Act for the above referenced action as proposed and, therefore, neither
a Full Environmental Assessment Form, nor an Environmental Impact Statement will be

The vote on the motion resulted as follows:

NAYS None.
ABSENT: Mitrano.
The motion was declared:to be carried.

Chairperson Wilcox opened the public hearing at 7:10 p.m. and invited members of the
public to address the board. With no persons interested in speaking, Chairperson
Wilcox closed the public hearing at 7:1 1 p.m.

Board Member Hoffmann - I really have no questions about this one.
Board Member Thayer — Its pretty straight forward.

Board Member Thayer moved Preliminary and Final Subdivision. Approval. Board
Member Hoffmann' seconded the motion.
Attorney Barney — Our office represents Mr. Brown, not in connection with this
application.

WHEREAS:
1. This action is consideration of Preliminary and Final Subdivision Approval for the
proposed two4ot subdivision located between 104 and 130 Enfield Falls Road,
Town. of Ithaca Tax Parcel No. 33- 1 -9.2, Low Density Residential Zone. The
proposal includes subdividing off a 1.34 + / -acre building lot from the 11.5 +A acre

2. This is an Unlisted Action for which the Town of Ithaca Planning Board, acting.as
lead agency in environmental review with respect to Subdivision Approval, has
on June 15, 2004, made a negative determination of environmental significance,
after having reviewed and accepted as adequate a Short Environmental
Assessment Form Part I, submitted by the applicant, and Part II prepared by the
Town Planning staff, and
3. The Planning Board, at a Public Hearing held on June 15, 2004, has reviewed
and accepted as adequate a survey entitled "Map Of Survey Lot To Be
Conveyed By Thomas Brown, Town of Ithaca, Tompkins County, New York,"
dated April 10, 2004, and prepared by Robert S. Russler, L.L.S., and other
application materials.
NOW, THEREFORE, BE IT RESOLVED:

Preliminary and Final Subdivision Approval, as shown on the Preliminary and
Final Subdivision Checklists, having determined from the materials presented
that such waiver will result in neither a significant alteration of the purpose of
subdivision control nor the policies enunciated or implied by the Town Board, and
2. That the Planning Board hereby grants Preliminary

Chairperson Wilcox opened this segment of the meeting at 7:12 p.m. and invited the
applicant to address the board.. He asked the applicant to give a brief overview of the
proposal and any environmental concerns or issues.
Board Member Hoffmann — I need to tell everybody that I need to excuse myself from
considering this matter. Not only because I've known the Armstrong's since our
children were small together, but also because my daughter and her husband are
buying their house. So I'll abstain from taking part in this one.
Douglas Armstrong, 121 Honness Lane
We are here because in 1987 all of the Planning Board and Appeals Board approved
the subdivision of the property, but in the final moments when it was turned in the plat
did not have a signature and certification. We are here to amend this over site
Chairperson Wilcox — Environmental issues? There are no environmental issues. This
is a reaffirmation of an existing subdivision. Are both lots beings sold?
Mr. Armstrong — Yes.
Chairperson Wilcox —:Both lots are being sold. What about the driveway, which runs
from the lot with the house to the lot with the barn? Is that going to stay or...?
Mr. Armstrong — The map that you have in front of you is simply an amendment form. It
doesn't show the final changes that have taken place.
Chairperson Wilcox — So what you have given us in an older map, pre- subdivision.
Mr.. Armstrong - Yes. The map that was used for the subdivision. It shows the two lots
and the tax numbers of each lot and the amendment as it states on the bottom of the
map that you have says that it is amended as of 2004 to denote the tax numbers of the
two lots.

Chairperson ` Wilcox — No. My question specifically had to do with that blacktop
driveway. Is that going to stay?
Mr. Armstrong — That driveway runs by the house: We use it for nothing except to get
to a walk that. runs along the edge of the garage. Its not used for anything else.
Chairperson Wilcox — Now, both of these lots are going to be sold to potentially two
different owners?
Mr. Armstrong — No. Both lots are included in.one sale.
Chairperson Wilcox — So:you have a perspective buyer who is buying both lots and it is
being sold as two lots?
Mr. Armstrong —.Yes. It is being sold as two lots.
Chairperson Wilcox — I was worried about access to the south lot. That's where I was
going with that to see if
Attorney Barney — Well, keep going. Mr. Armstrong, where is the dwelling unit in the
back parcel? Is that where it is shown as a barn or is it what is shown as the garage?
Mr. Armstrong — At the end of the blacktop drive is the unit that was moved onto a new
foundation. It is an apartment now, a two - bedroom apartment.
Attorney Barney — So this subdivision map that we have in front of us now shows a
garage, but what you are saying is that the garage is really now a :two- bedroom
apartment.
Mr: Armstrong - Yes, and the garage was moved 30 feet west and 14 feet north so it is
in line with the other barn as listed there.
Attorney Barney — Okay. Now I'm confused. Was it moved to the location on this map
or was it moved from the location from the...?
Mr. Armstrong — On the map that you had originally, you have a garage and a cement
apron in front. That garage was moved. The cement apron was torn out: and the barn
was moved, physically moved on to a new foundation.
Attorney Barney — Was the garage moved or the barn?
Mr. Armstrong — I'm sorry. The garage was moved onto the new foundation.
Attorney Barney — This map that you have given us here that is the 1986 map, which
has some dimensions on it, 22 feet and 34.7 feet, this is now the actual location?

Attorney Barney — The current location I should probably say of the two -unit or two -
bedroom apartment.
Mr. Armstrong — Right:
Attorney Barney Now, how does one get to this two - bedroom apartment from a public

Mr. Armstrong — Terraceview Drive runs along the right hand side and the driveway...
Chairperson Wilcox Mr. Barney's question is how do you get to this two-bedroom.
apartment over the garage?
Mr. Armstrong - Go down Terraceview Drive and take a quick right and go down on the
side of the former garage.
Attorney Barney — So there is some sort of driveway then off of Terraceview directly.to
here?
Mr. Armstrong — Yes.
Attorney Barney - So there is no particular need.to maintain a .right to come across the
longer driveway leading from Honness Lane?
Mr. Armstrong — Right.
Chairperson Wilcox — Certainly one issue is the fact that the survey map that has been
given for consideration this evening does not reflect what is currently on the property
and what is currently located.
Ms. Balestra —That's: right
Board Member Thayer — The map they handed out is correct in that respect, but it
doesn't show the driveway, right?
Chairperson Wilcox — It doesn't show the access and it doesn't show the proposed
subdivision. One thing that we have to deal with, I think, is getting the survey map,
which was revised on May 28th, 2004 to reflect the actual location of the garage and the
apartment, which sits over the garage.
Attorney Barney — Is that a condition in the suggested?

Ms. Balestra — Yes. And actually we may need to add a little bit more verbiage in the
condition because the condition states, "revision of the plat to show the driveway
which is a blacktop driveway to 99 Terraceview,
Chairperson Wilcox — So that's clear that there is access to that apartment or to that
structure if you will on Terraceview Drive.
Ms. Balestra = Right.
Chairperson Wilcox Questions? I think I understand now what is going on. John
Barney, you are all set at this point?

approval for the lots that received subdivision approval in 1987 but did not
include Planning Board certification on the plat. Douglas H. & Lucia L.Armstrong,

2. This is an Unlisted Action for which the Town of Ithaca Planning Board is
legislatively determined to act as Lead Agency in environmental review. with
respect to Subdivision Approval, and

Chairperson Wilcox — Do we have any questions of Mr. Armstrong? Mr. Barney, do you
have questions of Mr. Armstrong at this point?
Attorney Barney — Is the draft resolution just one page? There was a condition in the
last resolution that this area shown on the 1986 map, denominated an easement for
garage access that that. be quick claimed to the Town as part of the title to Terraceview
Drive,
Lucia Armstrong — That has been done.
Attorney Barney — That .has been done ?. Can we get a copy of it? I think it was my
office that reviewed Terraceview Drive, but I don't think I did personally, so I don't recall
it being done. If that's done, then my other, condition...
Chairperson Wilcox— Did you want that as a condition?
Attorney Barney — It doesn't need to be a condition.
Mr. Armstrong — May I add that through legal advice, we were told that if we did not get
legal approval of this, there was no point in having a new survey done. Prior to the sale
closing, a new survey will be done including all of the information that is not available on
what we have here.

Chairperson Wilcox —'I would ask, without naming who your counsel was, I would ask
that you go back to him and say it makes it easier for the Planning Board to have a plat
in front of us or a subdivision map in front of us that actually reflects what the property
looks like. I understand your point that by whatever chance we weren't going to
approve it, why spendthe money needlessly, but it just makes our job that much easier.

Chairperson Wilcox — Any further discussions? Any questions? Chris, we are all set on
your end?
Ms. Balestra — Yeah. This is just regarding the resolution:
Attorney Barney — This doesn't quite do what I think it would do. Was there ever a
document given directly to the Town of Ithaca? This document that you gave me here
is a NYSEG easement:
Ms. Balestra — The Planning Department wasn't sure why an easement needed to be
given to the Town for access to the garage.
Attorney Barney — It's not an easement. It's surrendering. Right now, there's an
outstanding easement on the Town road that was built for the benefit of this garage
since there is now a Town road, there is no need for that easement. We need to have a
surrender of that easement just to complete the title for the Town. . 1.
Ms. Balestra — All right. That was what was confusing.
Attorney Barney I'm not sure whether in the, course of obtaining title to the road,
whether that might have been obtained because at the time Terraceview was still a...
Ms. Balestra — It wasn't built yet or it was under construction or something.
Attorney Barney — Well, rather than tie up the meeting...
Board Member Thayer moved

Attorney Barney — I would suggest that we add a further condition that if it hasn't yet
been done that there be an instrument surrendering the easement for the garage
access.as shown on the original 1986 map. We'll double check to see whether that has
occurred.

Chairperson Wilcox — Chris, you don't need to make any further modifications to the
draft resolution?
Ms. Balestra — I think I do. For "a" is said revised to show the current driveway
configurations for 99 Terraceview Drive. I think we need to add also driveway and I
don't know if you would say garage unit or whatever.
Chairperson Wilcox - And structures on the property.
Attorney Barney — Structures would be appropriate.
Ms. Balestra — That's it.
Chairperson Wilcox —And that is acceptable to...

Basically, we are proposing a pavilion that will measure 48x24 foot on the property. It is
directly west of our present building, between the property line and our building.
Chairperson Wilcox — I read something that that area is being' used now for outdoor
activities or functions.'
.Mr. Teeter — Yes. We use- ,that area for clam bakes and picnics and we wanted to make
-- more of a permanent shelter for our Association and other fire companies .in the Town
that use our facility. In the past we've used a tent and it makes it a little bit cumbersome
to take a tent up and put a tent.up. We were constantly doing it. We figured this would
be more beneficial for ourselves and any other community events that there may be..
Chairperson Wilcox — Is there a particular reason why...1 have an aerial photograph. Is
there a particular. reason it is located there and not some place directly behind the
building?
Mr. Teeter — In that particular area, it's the greatest area we use for picnics. That's the
area we have always used. The area behind that is designated parking. As you can
see in your map, of course your map is not colored, but there is a darkened area behind
our building that is all designated parking area.
Board Member Thayer = I've got color.
Chairperson Wilcox —.0h, you've got color. What does this say? We'll discuss this later
under other business. Questions of the two gentlemen with regard to environmental
review?
Board Member Thayer - It appears it's going to be shielded from the road anyway. It
looks like there is a tree there.
Mr. Teeter. — Yes. To the direct southwest of .the proposed pavilion,. there's trees and
shrubbery. From the road, it's hardly visible.
Board Member Howe — I think its better than a tent.
Chairperson Wilcox — Yes and I was wondering if they could move it closer to the center
of the lot to try to avoid a need for a side yard variance. But given where that parking
area is located, the only way to avoid the variance is to put it behind the parking lot and
that's not a good place for it. It should be relatively close to the building, so I'm okay in
terms of the environmental review right now.
Board Member Hoffmann — I think functionally this location is better.
Chairperson Wilcox = It is still 35 feet from the ... the Zoning Board will have that ultimate
decision, but I don't have an issue with it right now.

Mr. Teeter — The southern property line is about 296.72 feet. On the northern side, I'm
not quite sure because.I don't have that particular part on my map here.
Attorney Barney — I'm sorry. You said 290 feet from ... pretend this is north /south. I
realize it is not quite ... so the dimensions from the south part of the new pavilion and the
south line is about 290 feet?
Mr. Teeter — No. It was measurement I didn't. take, but I'm thinking right now it is
about ... we have about 70 foot setback from the building itself and this would go in about
half way. It's got to be about 150 foot back from the highway. I'm just estimating
though.

applicant to address the board. He asked the agent to give a brief overview. of the
proposal and any environmental concerns or issues.
Peter Trowbridge, Trowbridge & Wolf, 1345 Mecklenburg Road
We are the landscape architects that have been responsible for helping develop this
project. With us tonight, there are a number of people in the audience, probably all of
the audience at this point. I haven't looked. Larry Hoffman and Paul Levesque are here
this. evening. from HOLT Architects. Kim Michaels from Trowbridge & Wolf, project
manager, is here this evening. Frank Santelli from TG Millers. Rob McKenzie, CEO for
Cayuga Medical Center and Joe Fitzgerald representing the hospital here this evening.
Just a very brief background. I know. that everyone has heard much about this
project.before, but I think sometimes we forget the extent to which a project is situated
on a site. Cayuga Medical Center occupies 22 acres of 135 acres, contiguous acreage
that they currently own off of Dates Drive and Trumansburg Road. The project expands
that developed area really only by two acres. So despite the fact that we will be talking

about .quite a bit of new..square footage to the hospital and rehabilitation to the' site
including site utilities, stormwater, parking and landscaping, it does represent two
additional acres that are not currently developed by the hospital.
As is previously stated, the site improvements include both new and restructured
parking. Part of the rational of that is if you visited the hospital, there is a rather lack of
efficiency. Parking has developed since the midJO's one lot at a time and there really
isn't a very good organization for parking. So while we are adding new parking, it is
also important to deal with...finding and program adjacency because over time
outpatient services have grown. The entrance that was originally thought to be the
primary entrance on the south side of the hospital has shifted really to the west side of
the second story where most of us enter either for admissions or even as visitors to the
hospital, but certainly as outpatients. So much of the landscape that is situated around
the hospital is associated with the evolution, the natural evolution of the program within
the building.. As was previously stated, associated landscape, lighting, and site utilities
and as you also know there are site utilities that are Town utilities on the site and those
are being improved in association with the hospital. There. has been good coordination
.with Dan Walker, the Town Engineer, relative to those facilities.
There. are relocated gardens. As you know, there are a number of memorial
gardens that are immediately on the south side of the hospital. Those are currently
underway of being relocated and I'll just point that out so everyone knows where that is.
There are gardens in t his P area, as you know, a number.. of gardens some of which are
called the animal gardens. The hospital is currently relocating those south of the stream
in anticipation of preparation for the development of the addition to the hospital.
Sequencing is rather important as well and that's been an incredible time
consuming focus of our work. Because as you can imagine, we need to maintain full
operations throughout any of the work that we do. I know in the first packet that we
gave you there was rather detailed sequencing and we continue to work on both to keep
the hospital operations functioning, but also realize that there are logical times of year,
for instance when the asphalt plants are open when we can do the parking lots. So the
consequence of sequencing I think has been very clearly demonstrated to the board.
What I would like to do this evening, rather than rehash all the information, is
focus on new materials, questions, observations that the board and the staff had at our
last meeting. One of the very first things I would like to talk about because that
somehow always becomes the nature of site plan review, is parking and circulation
around the hospital, for whatever reason that is the nature of what it is that we do.
Chairperson Wilcox — People don't like asphalt. It creates problems.
Mr. Trowbridge — So really the only modification to parking, .I think in the large scheme,
you can see that there is a mobile MRI unit that is situated right here next to the new
radiation oncology unit. And as we looked at being able to move that unit into place, we
did have to eliminate some parking just west of the mobile MRI unit and relocate some.

in this area. So it was a rather minor modification. What we wanted to make sure we
achieved, however, was very clear circulation and search patterns in that area. So
from the preliminary site plan a.pproval, we did want to point out that.there was a minor
modification in the parking lot design.
In terms of stormwater facilities and landscape, there really were only two
additions.that we made and those are on drawings in the small 11.x17 landscape L403.
There is a small water quality basin right near the entrance drive near the new gardens.
The, previous plan that we provided didn't have species selection at- that -- point and
subsequently. we have provided those. These are consistent with New York State
Stormwater Design Manual as both of the water quality basins have been. I think there
was a little bit of a misunderstanding in the observations made in the resolution because
we did provide a Civil Engineering, and maybe it got lost;; because it was in the civil
section rather than the landscape section, C305 which does show the wetland planting
and design for the easterly basin. If you flip to that C drawing and I think it is a little
confusing because there are some other profiles on the drawing. What you'll see is a
schedule for a planting design for the big basin as well. So both of those have been
provided for review this evening. Again I can imagine it getting, there are a lot of
.drawings and getting lost in the shuffle with the other civil drawings.
There was a minor modification.to the sedimentation and erosion control drawing
as well, the C601 plan. It was modified to look at fill that is being used in this particular
location. The very last phase of parking and I can go back and talk about the SRF
parking study and parking phasing over time. As we look at, in fact we reviewed this
with both Joe Fitzgerald and other staff that sequencing and building parking and
keeping everyone in close proximity to where they wanted to go even with valet parking
on site. The very last phase of parking is this back here as additional staff parking.
This is a location for any material, any access cut material that we'll have from either
_building excavation or slight modification to site that is mostly building and excavation
would be used in this location. So subsequently we will show you a small diagram of
that in your packet, but also in the civil drawing 601, it shows modification to the
sedimentation and erosion control map associated with that.fill.
In addition, staff did point out that there was an on -site trail and the.hospital is
very committed to both retaining and reconstructing the trails on site. As you know,
think everyone has hoped that the Black Diamond Trail would be constructed down. on
the old rail bed. I know a number of staff use the trails at lunch time. So the hospital is
very committed to keeping the trails intact. With the new water quality basin, ,we have
reconstructed a segment of trail that will be just along the edge of that new basin to
make sure there is a contiguous trail system on the site. And as I said, our hope is that
eventually this would be connected to a regional trail system that would allow people
from the hospital site to walk downtown if they chose to.
In terms of stormwater and management agreement, I know this has been
developed by staff. I know we. received a copy from Mike and Joe Fitzgerald and staff

have reviewed that and (,,believe that is back with the Town at this point. I know staff
has reviewed it and I'm looking at John Barney to see what the current status of that is.
Attorney Barney — This particular staff person hasn't reviewed it, but...(not audible)
Mr. Trowbridge — As I'said, I know it has moved from staff to staff at the hospital and I
believe it is now back at Town Hall..
-- -- - And finally, there were some adjustments in architecture, rather minor ones. We
had always wanted to accommodate a number of .ambulances at one time at the new
emergency department: So the canopy was readjusted so we could have two
ambulances undercover at the same time allow a third ambulance or if there, were
someone coming to the emergency department as you can imagine if you had someone..
in your car and you just weren't reading the signs correctly and you find yourself in the
ambulance bay, we wanted to make sure that there was a through open lane as well as
having two ambulances stopped under the canopy. So we adjusted the canopy and
there was a minor adjustment as well to the emergency department right in this corner
so this building wall was pushed out. And if you remember, there was a canopy that
was at a 45- degree angle last time. We've made that square to allow three vehicles to
be side by side effectively under the canopy.
In addition, there were some modifications to the outpatient drop -off entry canopy
as well. It is mostly structural, you probably wouldn't see. it in plan, but if you are looking
at the three- dimensional elevations or asymmetric of the building, you would see that
there were some minor modifications made to the building.
think for the most part, those are the questions that were asked of us either by
board members or staff and I think l could or other individuals could address questions
at this time.
Board Member. Hoffmann — I missed the first meeting unfortunately and in reading the
.minutes I didn't see any mention about what I think you call the animal garden, where
there are those charming little animal sculptures: But .those are being saved and the
moved to some other place?
Mr. Trowbridge — Absolutely. Yes, that's been stockpiled. Part of that was, Eva, was
that the garden work. could be done without site plan approval. So that . part of that
contracts with us. really this spring because we needed to move some fairly large
memorial trees. Most of that garden, as you can imagine, the benches were dedicated,
the vegetation is dedicated. So very early this year in anticipation knowing that we
probably wouldn't start construction on the building until December, we did want to take
advantage of the early spring to get those. So all of that is being, if you go out to the
hospital today, you'll see construction going on, on the south side of the creek in this
area. In fact, this plan shows the reconstructed animal garden and the memorial
plantings.

Board Member Hoffmann — Great. I actually have one comment about that. When
was there last time, which was a while ago now, it looked as if maybe that little garden
was used by smokers and there were lots of cigarette butts around. and it didn't do
anything very good for the garden. Well, it's a matter of cleaning it up. It would be nice
if that could be maintained so that there weren't so many cigarette butts around or if
people from the hospital who smoke go out there and, smoke could have receptacles to
put it in.

Eva, right now the hospital is expressing frustration with the way their grounds look in
regards specifically to the cigarette butts as well. And internally they are trying to work
out what their smoking policy is going to be. So we can't give you an answer today, but
the concern is shared by the hospital administration and staff. They are working out a
way to clean that up and develop a campus wide policy for smoking.

Board Member Conneman — Peter, the last time we talked about the disposition of the
house. I believe that Mr. Fitzgerald has received a letter from the Environmental
Review Committee and the Conservation Board concerning that,

Yes, I did receive that. letter this morning.
Board Member Conneman — And I assume that you will act on that and at least
call...another concern is the fact can you salvage parts of the house and there is a
belief by people on the Conservation Board that there is ... that could be salvaged... is
the head of the County Historical Society and she would be willing to. work with you on
that.
Mr. Fitzgerald — There is some woodwork in the house. Nothing extensive, but there is
some woodwork.
Board Member Conneman = But she salvages a lot of pretty good stuff.
Mr. Fitzgerald — We are going to utilizing the house for. a bit during the construction
period. For the project itself there is offices and such before it goes away.
Board Member Conneman - As long as you contact her. I realize ... (not audible)

Chairperson Wilcox - I have only one question, Peter, and that is in the northeast
corner where the trail is. You've moved it sort of north of the detention pond and I'm
just wondering why you didn't put it south or south of the detention pond if you will.
Mr. Trowbridge — Its really right on top of the dyke. So you'll have a view down into it
and without probably a more dramatic view being on. top of the dyke where you are
looking down into the woods and off into the pond, it was just an aesthetic choice
probably.
- Chairperson Wilcox — It's .wasn't random?
Mr. Trowbridge — No.
Chairperson Wilcox - Thank you. I have no more questions. Once again, let me
thank ... there seems to be a team here of Trowbridge and Wolf and TG Miller and HOLT
Architects and when they get together, they seem to do a wonderful job and I appreciate
it.. I think staff and the Planning Board does so l think those of you out there. It just
makes. our lives easier and it is appreciated.

reviewed the plans and has approved the plans and specifications for the water line. I
didn't see a written note from the Director of Engineering so can you just confirm that.
Mr. Hebdon — Yes. Dan and I talked extensively before he left and everything is fine
with the water, the sewer and the storm.

charge the costs of such activities to the landowner, and to submit to the
Town an annual stormwater inspection report (including at a minimum
location of property, owners contact information, summary of completed
inspections and results of inspections, and summary of any maintenance
activities or corrective actions taken), and
The vote. on the motion resulted as follows:

stormwater facilities, and includes demolition of an existing home located to the

The board discussed having a training /work session.. Board Member Howe would be
contacting Kathy Daniels, a planner that the New York State Planning Federation uses,
to see if she would be willing to facilitate a training session. The, .board decided to
forward possible agenda items to Board Member Howe.
