TOWN OF ITHACA PLANNING BOARD
NOVEMBER 7 , 1989
The Town of Ithaca Planning Board met in regular session on
Tuesday , November 7 , 1989 , in Town Hall , 126 East Seneca Street ,
Ithaca , New York, at 7 : 30 p . m .
PRESENT : Chairperson Carolyn Grigorov , James Baker , Robert Miller ,
Stephen Smith , Robert Kenerson , William Lesser , Montgomery
May , Virginia Langhans , Susan C . Beeners ( Town Planner ) ,
John C . Barney ( Town Attorney ) , Erik P . Whitney ( Acting Town
Engineer ) , George R . Frantz (Assistant Town Planner ) .
Chairperson Grigorov declared the meeting duly opened at 7 : 30
p . m .
AGENDA ITEM : WORK SESSION ON COMPREHENSIVE PLANNING REVIEW PROJECT .
Chairperson Grigorov opened the discussion on the above - noted
matter .
Town Planner Susan Beeners referred to a letter addressed to her ,
from Stuart I . Brown Associates , Inc . dated October 30 , 1989 . [ Letter
attached hereto as Exhibit 1 ] .
�. Ms . Beeners then referred to the Status Report and Proposed
Schedule , Comprehensive Plan Review Project , which was prepared by
her . Ms . Beeners said that all the projects listed on the report are
tentative . Ms . Beeners noted that there would be public comment at
the meeting to be held on November 14 , 1989 regarding the
Comprehensive Plan , adding , public comments will also be taken through
Friday , November 17 , 1989 . Ms . Beeners said that the comments will be
forwarded to the Consultants so that they can do some kind of a
wrap -up addendum . [ Status Report and Proposed Schedule , Comprehensive
Plan Review Project attached hereto as Exhibit 2 . 1
Chairperson Grigorov offered that the Consultant would not
re -write anything in the Report , they would just prepare an addendum .
Ms . Beeners stated that , with Ron Brand ' s assistance , a proposed
agenda was put together for the November 14 , 1989 meeting . [ Proposed
Agenda attached hereto as Exhibit 3 ] . Ms . Beeners stated that Mr .
Brand had suggested that the November 14th hearing be a continuation
of the Planning Board ' s August 2 , 1988 Public Hearing , which was on
the Comprehensive Plan Statement only . Ms . Beeners stated . that she
felt the Draft Town of Ithaca Comprehensive Plan Review Report and
Draft Executive Summary Report was a little broader than just looking
at the Statement itself , commenting that it was her feeling that it
just has to be acknowledged , as a formality , that the August 2 , 1988
Hearing would be resumed at a later date , when more concentrated
• reviews of the Statement were scheduled .
Planning Board - 2 - November 7 , 1989
• Chairperson Grigorov , referring to the Comprehensive Plan Project
Work , and the Planning Board not being able to do it all , asked the
Board members what they thought about forming new advisory committees .
Mr . Lesser responded that being consistent is not a problem , if the
Board is going to do a whole overall strategic planning process , then
the committees have to be considered .
Chairperson Grigorov stated that she felt the first thing to do
would be to identify the critical areas , and get some kind of
conservation process in order . Mr . May , directing his comment to Ms .
Beeners , wondered about the status of the conservation overlay . Ms .
Beeners responded that it has been in her reports for as long as she
can remember . Ms . Beeners stated that , in her discussions with the
Consultant , the Town would probably proceed with having some kind of a
preliminary statement of goals and objectives that everybody can agree
on , then have a phased program of working both on land use planning
and legislative amendments . Chairperson Grigorov commented about
sending out questionnaires to the public , and seeking their opinions
on the areas to be looked at in the Town . Mr . May commented that to
have a broad questionnaire in this area would be very difficult to do ,
e . g . , what should the Comprehensive Plan include .
Ms . Beeners , commenting on the function of the document , stated
that it has to be made clear that it is going to be reviewed .
• Ms . Beeners remarked that there are a lot of inconsistencies in
what is recommended in the main document and what is recommended in
the Executive Summary , such as : expand Ag Districts is recommended in
the Summary , and in another area the Consultant is talking more about
expanding mechanisms for conservation of Ag . Ms . Beeners stated that
the things she thought really have to be clarified would be : the CP
statements were like a projection for 20 years , and elsewhere it is
noted that the CP statements do not provide the specific direction to
accomplish something .
Ms . Beeners said that the Ithaca College matter of locating on
South Hill in the 1980s has to be cleared up . Ms . Beeners said that
the Consultant seemed to be very explicit about the neighbors '
expressing their concern about indifference of the Town and being
helpful to developers . Ms . Beeners , referring to public reaction and
growth , stated that the Consultant said the Town Planning Board
prepared the draft statements , adding that she did not think that that
is really what the history of it was , and it would seem to be fair
that the Planning Board had to have been , over time , preparing
different types of Comprehensive Plan documents , adding , most recently
the Planning Board prepared those statements . Ms . Beeners , commenting
on the water and sewer master plans , stated that the sentence : " These
two plans are based on a premise of full development of all presently
undeveloped lands in the Town . " , is largely pulled out of a piece of
the Lozier Report , where it reads almost exactly like that .
Continuing , Ms . Beeners said that• there is an acknowledgement by the Consultants with respect to the Lozier Report that the Report did
exclude areas that were the DEC wetlands , as well as wetlands that the
Town had identified on West Hill . Ms . Beeners stated that the Lozier

• Report also excluded the Coy Glen steep slope area . Ms . Beeners said
that the Stearns and Wheler Report on the Inlet Valley area excluded
the flood plains , and the DEC wetlands as well .
Discussion ended at 9 : 18 p . m .
ADJOURNMENT
Upon Motion , Chairperson Grigorov declared the November 7 , 1989 ,
meeting of the Town of Ithaca Planning Board duly adjourned at 9 : 20
p . m .

Dear Ms . Beeners :
In accord with the contract agreement with the Town of Ithaca I
am respectfully submitting Invoice _. No . 2 and requesting - payment
for work accomplished for the period extending from -July 1 , 1989
through October 30 , 1989 .
The Report. and Executive Summary transmitted_ to the Town on _
October 16 , 1989 represents the major portion of the - responsibil -
• ities that we committed to undertake on . behalf of the Town . As I
indicated at the Comprehensive Planning Sub- Committee meeting on
October 10 , 1989 , we will prepare an addendum to the October 16th
report to address any comments or suggestions which are raised at
the public information meeting on . November 14 . In addition to
the addendum we still ore the Tovn for attendance at two meet -

N` sahtduled for November 14th and a subsequent meeting to present
our report to the Town Board .
In support of this request for payment , I have prepared a
breakdown of work elements and estimated . the level of completion
for each grouping of activities . I have also included a summary
statement of professional staff hours expended in support of this
project and a reference to the appropriate chapter of the October
16 , 1989 report to evidence completion of individual work tasks .
You should be aware that we exceeded our budget on the project . . by
a very substantial amount . While this is a concern for us , if
the effort generated a product which provides the Town with the
direction it needs to formulate an effective planning program
than it will have been worth it .

Five of seven required meetings have been conducted
with CPS ( See Appendix A of October 16 , 1989 Report ) .
The consultant will attend two additional meetings : a
public information meeting with the Planning Board on
November 14 , 1989 ; and a meeting to present the
consultant ' s findings to the Town Board ,
12 . Final ' Report
The Oc-tober 16 , 1989 Report together with the Executive
Summary Report constitute the transmittal of the Final
Report to the Town . In order to -ensure that all
pertinent matters are addressed , however , an addendum
to this report will be prepared following the November
14 , 1989 public information meeting . The addendum will
recognize pertinent comments raised at the information -
al meeting as well as any other suggestions generated
• as a . result of the review of the October 16 , 1989
Report . The addendum will be submitted to the Town
Board ,

Status Report : 1
A Request for payment from Stuart Brown , Associates ,
dated October 30 , 1989 has been submitted for updated
payment ; ( a further payment . would remain after Town Board
review 12 / 11 / 89 ) .
Included with the Request for payment is a " summary of
staff committments and compliance with contract provisions "
which will also be reviewed by the Planning Board . Per the
October ' 24 , 1989 Planning Board resolution , the consultants
were .- to , provide a summary describing the completion of tasks
as outlined in the project Agreement , for review by the
Planning Board on November 14 , 1989 in the process of their
making recommendation to the Town Board .
The Consultants have proposed the preparation of an
" Addendum " to their Reports following the November 14 , 1989
Planning Board Public Hearing for receipt by this office no
later than November 28 , and for. review by the Planning Board
on December 5 , and by the Town Board on December 11 .
As currently proposed by the Consultants , the
" Addendum " would include summary comments - on the Nov . 14
Public Hearing , and a summary update of the consultants '
recommendations after hearing public comment on Nov . 14 , and
after receiving written public comment through Nov . 17 .
