HomeMy WebLinkAboutPB Minutes 1985-07-30 TOWN OF ITHACA PLANNING BOARD JULY 30 , 1985 The Town of Ithaca Planning Board met in regular session on Tuesday , July 30 , 1985 , in Town Hall , 126 East Seneca Street , Ithaca , New York , at 12 : 00 Noon , PRESENT : Chairman Montgomery May , James Baker , Barbara Schultz , Carolyn Grigorov , Edward Mazza , Peter M . Lovi ( Town Planner ) , Lewis D . Cartee ( Building Inspector ) . ALSO PRESENT : A . Fraboni , Gary James , Merritt E . Hartz , Philip L . Cox , Chairman May declared the meeting duly opened at 12 : 05 p . m . and accepted for the record the Clerk ' s Affidavit of Posting and Publication of the Notice of Public Hearing in Town Hall and the Ithaca Journal on July 22 , 1985 and July 25 , 1985 , respectively , together with the Secretary ' s Affidavit of Service by mail of said Notice upon the various neighbors of the property under discussion , upon the NYS Dormitory Authority , upon the Clerk of the City of Ithaca , upon the Tompkins County Commissioner of Planning , and upon the Applicants as party to the action , on July 23 , 1985 . PUBLIC HEARING : CONSIDERATION OF SITE PLAN APPROVAL FOR THE INSTALLATION OF COGENERATION EQUIPMENT AT THE CORNELL UNIVERSITY CENTRAL HEATING PLANT AND THE RELOCATION OF A VEHICLE MAINTENANCE FACILITY . TOWN OF ITHACA TAX PARCELS 63 - 1 - 8 . 1 AND 64 - 1 - 1 . CORNELL UNIVERSITY , OWNER / DEVELOPER . Chairman May declared the Public Hearing in the above -noted matter duly opened at 12 : 10 p . m . and read aloud from the Notice of Public Hearing as posted and published and as noted above . Mr . Hartz presented a site plan for the cogeneration facility to be located in the Humphreys Service Building and the new vehicle maintenance building to be constructed in the Orchard . By way of background , he mentioned the environmental assessment which was conducted when the cogeneration project was first proposed . It was the University ' s intent to provide supplemental information when the project was closer to construction . This was one of the purposes of this afternoon ' s meeting . Referring first to the cogeneration facility , Mr . Hartz described a walkway interconnect to be constructed between the Central Heating Plant and the Humphreys Service Building . This walkway would be for pedestrian traffic and would enclose the steam pipes as well . . Following a short discussion , Mr . Hartz referred to the vehicle maintenance building . This facility was to be relocated from the Humphreys Service Building . Using several diagrams , Mr . Planning Board 2 July 30 , 1985 Hartz described the location of the building in the Orchard , the roadway system as it presently exists and will eventually be constructed , and the utilities to serve the building . It was agreed that building permits would be applied for and received before any construction on this project was begun . Chairman May asked whether there was anyone present who wished to speak either for or against the proposal . There being none , Chairman May declared the Public Hearing closed at 12 : 30 p . m . Chairman May then asked the Planning Board to consider the Short Environmental Assessment Form which had been prepared by Town Planner Lovi . He asked whether there were any comments or questions . There being none , he asked whether anyone would like to make a motion on the SERF . Mrs . Grigorov offered the following MOTION : WHEREAS : 1 . The Planning Board has reviewed an Environmental Assessment Form and additional information for the above -referenced project . 2 . The project is an Unlisted Action . • 3 . The reviewer has recommended a negative declaration of environmental significance . THEREFORE , IT IS RESOLVED : 1 . That the Planning Board is the Lead Agency , 2 . That the project shall receive and hereby does receive a negative declaration of environmental significance . Mrs . Schultz seconded the MOTION and , there being no further discussion , the Chair called for a vote . Aye - May , Grigorov , Baker , Schultz , Mazza . Nay - None . The MOTION was declared to be carried unanimously . Chairman May then asked the Planning Board to consider the matter of Site Plan Approval . He asked whether there were any comments or questions . There being none , he asked whether anyone would like to make a motion on the site plan . Mr . Mazza offered the following MOTION : WHEREAS : • 1 . The Planning Board has reviewed an Environmental Assessment Form and made a negative declaration of environmental significance . Planning Board 3 July 30 , 1985 • 2 . A Public Hearing was held on July 30 , 1985 for the purpose of considering comments of support and opposition from interested parties concerning this matter . 3 . The Planning Board has reviewed a site plan which describes the action to be taken by Cornell University . THEREFORE , IT IS RESOLVED : 1 . That the Planning Board grant and hereby does grant Site Plan Approval for the installation of cogeneration equipment at the Cornell University Central Heating Plant and the relocation of a vehicle maintenance building as described in the following documents : a . Site Plan dated October 10 , 1983 , entitled Orchards Development : Utility and Road Corridor Layout , b . Diagram dated July 9 , 1985 , entitled Preliminary Proposed Pedestrian Walkway , Central Heating Plant Cogeneration Project . c . Grading Plan for the new vehicle maintenance garage dated July 18 , 1985 . d . Site Plan dated July 22 , 1985 , entitled Proposed • Pedestrian Walkway , Cornell University Central Heating Plant . e . A 20 - scale South Elevation entitled M . S . O . Garage Siting . Chairman May seconded the MOTION and , there being no further discussion , called for a vote . Aye - May , Grigorov , Baker , Schultz , Mazza . Nay - None . The MOTION was declared to be carried unanimously . Chairman May declared the matter of the Cornell cogeneration site plan review duly closed . ADJOURNMENT Upon Motion , Chairman May declared the July 30 , 1985 meeting of the Town of Ithaca Planning Board duly adjourned at 12 : 45 p . m . Respectfully submitted , Peter M .
