TOWN OF ITHACA PLANNING BOARD
JANUARY 22 , 1980
sThe Town of Ithaca Planning Board met in regular session on
Tuesday , January 22 , 1980 , in Town Hall , 126 East Seneca Street ( second
floor ) , !Ithaca , New York , at 7 : 30 p . m .
PRESENT : Vice - Chairman Montgomery May , Liese Bronfenbrenner , James
Baker , Bernard Stanton , Edward Mazza , Carolyn Grigorov ,
Barbara Schultz , Barbara Restaino ( Planner ) , Lewis Cartee
( Building Inspector ) , Michael Ocello ( Assistant to the Town
Engineer ) ; EXCUSED : Henry Aron .

Vice - Chairman May declared the meeting duly opened at 7 : 35 p . m .
PUBLIC HEARING : CONSIDERATION OF FINAL SUBDIVISION APPROVAL FOR 5 - LOT
SUBDIVISION ON EAST KING ROAD , TOWN OF ITHACA TAX PARCEL NO . 6 - 43 - 1 - 3 . 3 ,
A PORTION THEREOF . EVAN N . MONKEMEYER .
Vice - Chairman May declared the Public Hearing in the above - noted
matter duly opened at 7 : 35 p . m . and presented for the record the Clerk ' s
Affidavit of Posting and Publication of the Notice of Public Hearing on
January 14 , 1980 , and January 17 , 1980 , respectively .
. Mr . Evan Monkemeyer and Mr . Robert Flumerfelt appeared before the
Board and submitted plans and documents for the Board ' s consideration in .
their consideration of final subdivision approval . Mr . Flumerfelt
described the subdivision as it is being proposed , having received
preliminary subdivison approval by the Planning Board on September 18 ,
1979 . He described , using plans dated January 21 , 1980 , the sewer and
water extensions and noted the Tompkins County Health Department approvals
of same plus subdivision approval , all dated January 22 , 1980 .
Mr . Mazza asked for a description of the grade for the proposed
sewer . Mr . Flumerfelt stated that there would be a minimum grade of
2 . 37o to a maximum grade of 7 . 5% . Mr . Flumerfelt noted also that an
easement had been granted to the Town in re the sewer extension under
date of January 22 , 1980 . Mr . Flumerfelt noted the road profiles shown
on the plan for Evans Lane .
Mr . May asked that the record show that the Planning Board has
before it all of the information from the Tompkins County Health Depart -
ment , i . e . , Certificate of Approval of Realty Subdivision Plans , Oak
Ridge Subdivision - Lots 1 - 5 ; approval of plans for sewer extension to
serve Oak Ridge Subdivision ; approval of plans for construction of an
8 " water main extension to serve Oak Ridge Subdivision - - all under date
of January 22 , 1980 , and signed by John M . Andersson , P . E . , Director ,
Environmental Health . Mr . May asked that the record show also that the
Board has before it an Indenture executed by Herbert N . Monkemeyer under
date of January 22 , 1980 , granting to the Town of Ithaca the existing
8 inch sewer line ( Sewer A ) and the proposed sewer line upon its
construction , together with a 10 - foot easement on each side of said
sewer lines - - all as shown on maps being a part of the official record .
Mr . Mazza asked for a description of the drainage . Mr . Flumerfelt
described the drainage , noting that approximately two acres is drained

by a swale on the north edge of these four lots ( indicating on map )
through a culvert on the proposed roadway into an existing pond . Mr .
• Monkemeyer added that each lot is individually cut so that half of
the drainage goes to the road and half to the rear . He stated that
there is good flow from each lot . Mr . Monkemeyer noted that there will
be a culvert under Evans Lane . Mr . Mazza asked about its size and
Mr . Monkemeyer described it as 15 " . Mr . Monkemeyer also described a
second culvert , it being 24 " . Mr . Monkemeyer responded to various
questions from the Board members using the maps before the Board to the
satisfaction of the Board . Mr . Monkemeyer noted that the 15 " culvert
proposed does not have the drainage areas to cover that the 24 " culvert
does . Mr . Flumerfelt corroborated Mr . Monkemeyer ' s description of the
drainage treatment .
Mr . May asked if there were any comments from the public .
Mr . Thomas Wickenden , speaking from the floor , stated that he was
in favor of the proposed subdivision . He stated that his wife and he
would like to buy one of the lots - - # 3 - - and the house that is being
built on it i .; in the process of being sold to them and will be known
as 138 East King Road . Mr . Wickenden stated that Mr . Monkemeyer has
done a very nice job in grading these lots . He noted that the water
from the roof goes down a drain and drains down the side of the house .
Mr . Wickenden stated that he is very impressed with the house . and the
whole subdivision ,
Mr . Mazza. asked if anyone from the Planning Board went up to this
. property . Both Mrs . Bronfenbrenner and Mr . Stanton stated that they
had . Mrs . Bronfenbrenner said that she was satisfied . Mr . Stanton
stated that it was a good site and there were a minimum of problems .
Mr . Stanton said that he could understand the use of the culverts .
Mr . Mazza asked if Mr . Fabbroni had gone - over the plans . Mr .
Flumerfelt stated that he had had a conference with Mr . Fabbroni of
some length and there was agreement . Mr . Flumerfelt noted that the
culverts had been geared for a 25 - year storm .
MOTION by Mr . Edward Mazza , seconded by Mr . Bernard Stanton :
RESOLVED , that the Planning Board of the Town of Ithaca grant and
hereby does grant final . subdivision approval for 5 - lot Subdivision on
East King Road , Town of Ithaca Tax Parcel No . 6 - 43 - 1 - 3 . 3 , a portion
thereof , as shown on map entitled " Subdivision of Portion of Lands of
Evan N . Monkemeyer , Skyrise Associates , Developer , ' Oak Ridge ' Sub -
division , King Road East , Town of Ithaca , Tompkins County , New York " ,
dated December 3 , 1979 , Revised January 21 , 1980 , signed by Robert R :
Flumerfelt , Licensed Professional Engineer , and stamped with three
approvals from the Tompkins County . Health Department , John M . Andersson ,
Sanitary Engineer .
There being no further discussion , the Vice - Chairman called for a
vote .

Nay - None .
The Vice - Chairman declared the MOTION to be carried unanimously .
Vice - Chairman May declared the Public Hearing in thea-atter of the
5 - lot Monkemeyer Subdivision duly closed .
Planning Board - 3 - January 22 , 1980
APPLICATION FOR SIGN PERMIT - WONDERLAND JR . MOTEL , 658 ELMIRA ROAD ,
The Planning Board reviewed an application for sign permit dated
January 8 , 1980 , prepared by Mr . F . O . Wood , Manager of the Wonderland
Jr . Motel located at 658 Elmira Road and owned by N . W . L . Realty , 654
Elmira Road , Ithaca , NY .
It was noted that this request for sign permit is for the Motel
formerly known as the DunRovin Motel and also formerly known as the
Spartan Inn , for which Sign Permit # 31 was issued on November 18 , 1976 .
Mr . May commented that this is really a very big sign , however , it
is a replacement for signage which has been approved under the existing
sign ordinance , and there is not too much that can be done about that .
Mr . Cartee noted that it is exactly the same sign as was previously
approved , except the wording has been changed .
MOTION by Mrs . Liese Bronfenbrenner , seconded by Mr . James Baker :
RESOLVED , that the Planning Board of the Town of Ithaca recommend
and hereby does recommend to the Town Board approval of the sign for
Wonderland Jr . Motel located at 658 Elmira Road .
There being no further discussion , the Vice - Chairman called for a
vote .
Aye - May , Bronfenbrenner , Baker , Stanton , Grigorov , Schultz .
Nay - None .
Abstain - Mazza .
The MOTION was declared to be carried unanimously .
DISCUSSION OF PROPOSED PLANNING BOARD BY - LAWS .
Each of the Planning Board members having a copy of the current
draft of the proposed Planning Board By - Laws before them , having received
same with their Agenda , Mr . Mazza led the discussion of the draft .
The members of the Board reviewed the proposed document page by page
making comments and suggestions . Mr . Mazza described the philosophy and
intent of the Committee that had been charged with drawing . up the draft .
The changes that were agreed upon by the members were marked upon
the Secretary ' : master copy and the final draft will be prepared therefrom
for presentation to the Board at its next meeting , February 5 , 1980 .
Mr . Stanton expressed the Board ' s thanks to the Committee for its
work .
DISCUSSION OF PROPOSED SIGN ORDINANCE REVISIONS .
• Each of the Planning Board members having a copy of the current
draft of the proposed Sign . Ordinance revisions before them , with a
change - sheet attached thereto , having received same with their Agenda ,
Mr . May led the discussion of the proposed revisions .
Mr . May noted that there has been some discussion by staff and
a Board member or two of the proposed numbering system , it being a
military numbering system . Mr . Stanton felt that some thought should be

given to using " articles " and " sections " as in the Town Zoning Ordinance .
After some discussion , it was decided to leave the numbering system as
presently proposed .
Mr . May noted that Planning Board member James Baker had joined the
Committee at its last meeting as an advisor to look into the incorpora-
tion into the proposed revisions a portion relating to Ag Districts .
The change - sheet presented to the Board members indicated the results
of that Committee meeting .
The changes that were agreed upon by the members were marked upon
the Secretary ' s master copy and the next draft will be prepared therefrom
for presentation to the Board at its next meeting , February 5 , 1980 .
COMMITTEE APPOINTMENTS
The Secretary presented a request from the Town Board for the
names of those members who would be willing to serve on the Town Board
Committees for 1980 , being ( 1 ) Traffic Control and Transit Committee ;
( 2 ) Codes and Ordinances Committee ; ( 3 ) Park Committee . Having had this
matter presented briefly to them at the January 8 , 1980 , meeting of the
Planning Board , the members agreed that the names of those persons
presently serving on these Committees may be presented to the Town
Board at its next meeting for their appointment to such Committees for
1980 , as follows :
1 . Traffic Control & Transit Committee - Henry Aron .
• It should be noted that Mr . Aron was not present at this meeting ,
but that be had agreed to serve via a . telephone call to the
Secretary .
2 . Codes and Ordinances Committee - Liese Bronfenbrenner ,
Bernard Stanton ,
Caroloyn Grigorov ( alternate ) .
3 . Park Committee - Barbara Schultz .
ADJOURNMENT
Upon Motion offered by Mr . Mazza and seconded by Mr . Baker , and
a unanimous vote in the affirmative , the January 22 , 1980 , meeting of
the Town of Ithaca Planning Board was duly adjourned by the Vice -
Chairman at 9 : 30 p . m .
