HomeMy WebLinkAboutPB Minutes 1979-06-12 TOWN OF ITHACA PLANNING BOARD JUNE 12 , 1979 ® The Town of Ithaca Planning Board met in regular session on Tuesday , June 12 , 1979 , in Town Hall , 126 East Seneca Street ( second floor ) , Ithaca , New York , at 7 : 30 p . m . PRESENT : Chairman Henry Aron , Montgomery May , James Baker , Liese Bronfenbrenner , Edward Mazza , Barbara Schultz , Bernard Stanton , Carolyn Grigorov , Lawrence Fabbroni ( Town Engineer ) , Barbara Restaino ( Planner ) . ALSO PRESENT : Eva Hoffmann , Robert McGuire , Syd Waldman ( WHCU ) , Claudia Shayne ( WTKO ) , Carol Eisenberg ( Ithaca Journal ) , David Klein . Chairman Aron declared the meeting open at 7 : 34 p . m . APPROVAL OF MINUTES MOTION by Mr . Montgomery May , seconded by Mr . James Baker : RESOLVED , that the Planning Board Minutes of April 19 , 1977 , be and hereby are approved as written . There being no further discussion , the Chair called for a. vote . . Aye - Aron , May , Baker , Bronfenbrenner , Stanton , Grigorov . Nay - None . Abstain - Mazza , Schultz . The MOTION was declared to be carried by majority . vote . MOTION by Mr . Montgomery May , seconded by Mr . James Baker : RESOLVED , that the Planning Board Minutes of May 3 , 1977 , be and hereby are approved as written . There being no further discussion , the Chair called for a vote . Aye - Aron , May , Baker , Bronfenbrenner , Stanton , Grigorov . Nay - None . Abstain - Mazza , Schultz , The MOTION was declared to be carried by majority vote . REPORT OF THE BUILDING INSPECTOR Mr . Fabbroni reported that there were 22 permits issued in the month of May , 1979 , for a total of $ 223 , 163 . 00 worth of improvement : - - 3 one - family homes , 1 two - family home , 4 additions , 3 permits for business and 11 permits for miscellaneous additions . This compares with May 1978 where 9 permits were issued for $ 139 , 256 . 00 worth of improvements - 3 one - family homes , 1 business , and 5 miscellaneous additions . REPORT OF THE TOWN ENGINEER Mr . Fabbroni reported that the clean - up is proceeding for the five - area sewer extensions , noting that a good part of the landscaping with clean - up is completed with about 20% left to do along with other paving jobs . He stated that the oiling and stoning df the roads have yet to be Planning Board - 2 - June 12 , 1979 done . with most of them expected to be completed by the end of June when there can be some look toward final inspection . Mr . Fabbroni noted that there have been some problems in connection with the McIntyre Place and Slaterville Road pump stations and that some homeowners cannot hook up there yet . Two of the smaller pump stations have not been completed 1007o , the problem lying with the impellers being inoperative . Mr . Fabbroni reported on the status of the water improvement for Stone Quarry Road and stated that the job should , hopefully , be going out to bid shortly with the expectation that it should be under contract by the next meeting . A survey has been done for all of West King Road involved and for all of Stone Quarry Road down to the railroad track . Mr . Fabbroni reported that another sewer extension project is being studied by Lozier Engineers and encompasses Valley View Road , the upper side and lower side of West Haven Road about 900 ' north of Elm Street and a small portion on Slaterville Road . Mr . Fabbroni reported that the Transit proposal for the Northeast Transit ( NET ) in the Town has been approved by the Town Board , the Village of Lansing , Cornell University , the County , the apartment owners and , by now , the Board of Public Works of the City of Ithaca . He noted that the remaining approval , aside from the Village of Cayuga Heights , is Common Council at the City of Ithaca level . Mr . Fabbroni stated that he expected that the service is pretty much a " go " project for September 1979 . ® Mr . Fabbroni reported on the Snyder Hill Road storm sewer project noting a few problems such as the water company scoping the gas line instead of the water line and the water lines turning out to be right where we wanted to put the sewer line . Reporting on the painting of the two water tanks , Mr . Fabbroni noted that the Danby Road tank is just about .. finished as far as painting goes and they will be moving on to the Sapsucker Woods Road tank . Mr . Fabbroni stated that Mrs . Restaino will report on the Parks project . Mr . Aron asked if the members of the Board had any questions they wished to ask of Mr . Fabbroni . There were none . Mr . Aron thanked Mr . Fabbroni for his report . Mrs . Restaino reported to the Board on the Eastern Heights Park project and stated that it is fairly near completion - - at least the first stage . She stated that the grading has been done and the area seeded and the grass is coming up . She described the three picnic areas . She stated that the whole area is chaged enormously from what it was , adding that it will be a well - used community facility . Mrs . Restaino stated that the next park to be undertaken is the Northview Road West park . She stated that they will have to do a survey of it in the beginning of next week and probably start by the (and of next week . Mr . Aron indicated to the Board that if they have a chancre to look at the Eastern Heights Park , it would be worthwhile for the members to see it . Planning Board - 3 - June 12 , 1979 Mr . Aron indicated that there may be some drainage problems with the Northview Road West Park and that some backhoe work will have to be done ® and a path built up . Mrs . Restaino pointed out that we now have our new bulldozer which will be a big help . Mr . Aron asked how many parks Mrs . Restaino and the crew have in mind for this year ? Mrs . Restaino said that four parks are planned - - Salem Drive , Tareyton Drive , Eastern Heights and Northview Road West , Mr . Aron asked if the money had been allocated ? Mrs . Restaino replied that it had been allocated . and noted that the labor is essentially " free " through the CETA grant and that they are also using a lot of materials that were on site such as chips from the trees that are removed , and so on . Mr . Aron thanked Mrs . Restaino for her report . PUBLIC HEARING : PRELIMINARY SUBDIVISION HEARING : COY GLEN ROAD AND ELM STREET EXTENSION , TOWN OF 'ITHACA TAX PARCEL NO , 6 - 29 - 8 =5 , JAMES P . CRONE . Chairman Aron declared the Public Hearing in the above - noted matter duly opened at 7 : 50 p . m . and presented for the record the Clerk ' s Affidavit of Posting and Publication of the Notice of Public Hearing on June 4 , 1979 , and June 7 , 1979 , respectively . Mr . Richard Mellen , Real Estate Broker , appeared before the . Board as Agent for Mr . Crone , and presented a drawing entitled " Cedarhurst " , Elm St . & Coy Glen Rd . Ithaca , N . Y . noted as " Elevations " , drawn by James M . Crone , P . E . , 8 / 3 / 50 , Rev . 7 / 1 / 60 , and upon which had been superimposed in red the existing lot lines and in green the approximate - . proposed lot lines , with the notation that Lot # 1 is on public sewer , there being four lots proposed in all . Mr . Mellen stated that the property in question has front= age on Coy Glen Road and also on Elm Street Extension and is 16 acres in :size . He stated that the topo map he has presented to the Board notes that the elevation data plus 630 ' conforms with the U . S . G . S . of Ithaca-West in 1949 . Mr . Mellen noted that the map shows the existing homes that are not a part of the parcel and that the proposal is for a four - lot subdivision , lots #2 , # 3 , and #4 being somewhat in excess of 5 acres each and lot; # 1 having frontage only on Elm Street of 150 ' and a depth of 2001 . There is public sewer available to lot # 1 . Mr . Mellen stated that lot #2 would have access from Elm Street by a 50 ' strip as well as from Coy Glen Road from the 180 ' frontage it has on Coy Glen Road . Mr . May asked Mr . Mellen if he expected this road to be dedicated to the ; Town ? Mr . Mellen stated that it would not be dedicated to the Town ; it would remain a private road . Mr . Aron reiterated that the 50 ' will remain a private driveway and Mr . Mellen agreed , stating that the whole graded land will be a driveway . Mr . Mellen stated that there are no services for the other lots and no public water for any of the four . Mrs . Grigorov noted that access to Lot # 3 and Lot #4 , and possibly Lot #2 , could be from Coy Glen Road , Mr . Mellen noted that Lots # 3 and #4 each have approximately 300 ' of frontage on Coy Glen Road . Mr . Aron asked if there were any comments from the public . Mr . David Klein stated that he owns land on Coy Glen Road and lives on West Haven Road and was simply listening to the proceeding . Planning Board - 4 - June 12 , 1979 Mr . Fabbroni stated that the driveways will have to be constructed with very heavy headwalls since the land is steep and eroded . Mr . Aron suggested to the Board that two or three members should go up to this property and look at this land before the Board proceeds with the matter , Mr . Fabbroni pointed out to Mr . Mellen that in due course A long form Environmental Assessment Form will be required for the Board ' s consideration . Mr . Stanton wondered about the five acre lots being subdivided at some future time . Mr . Mellen stated that it was his suggestion to the owner to have these large lots because of the grade . Chairman Aron appointed an ad hoc committee of Mr . Baker , Mrs . Schultz , and Mrs . Grigorov , with Mr . Baker as Chairman , to meet with Mr . Mellen and walk the land . MOTION by Mrs . Liese Bronfenbrenner , seconded by Mrs . Carolyn Grigorov : RESOLVED , that the Public Hearing in the matter of Preliminary Sub - division Hearing in re proposed 4 - lot subdivision at Coy Glen Road and Elm Street Extension be and hereby is adjourned to Tuesday , June 26 , 1979 , at 7 : 45 p -. m . There being no further discussion , the Chair called for a. vote . ® Aye - Aron , Baker , Bronfenbrenner , Mazza , Schultz , Stanton , Grigorov , Nay - None . ( Mr . May was not present for this vote , having left the meeting earlier because of a pressing committment . ) The Chair declared the MOTION to be carried unanimously . STATUS REPORT , PLANNING BOARD PROCEDURES COMMITTEE . Mr . Mazza reported that the matter of the establishment of procedures for the Planning Board is under way . He has been studying the procedures of the County Planning Board and the City of Ithaca and finds the County Plan - ning Board By - Laws quite good . Mr . Mazza requested that the Committee meet on June 20th , 1979 , at 7 : 00 p . m . in the Town Hall , to continue its work . The committee is comprised of Mr . Mazza as Chairman , Mr , Aron , Mrs . Restaino , and Mrs . Fuller . DISCUSSION OF MEETING DATES , JULY AND AUGUST . After discussion , the Board agreed that it will meet in July on the 10th and will not meet in August unless , of course , matters requiring action are set before it . KELLER AND SCHMITT vs . PLANNING BOARD . Mr . Fabbroni reported briefly on the status of the Court suit against . the Planning Board and Ivar Jonson taken by Mr . Keller and Mrs , Schmitt . ADJOURNMENT Upon Motion by Mr . Henry Aron , duly seconded by Mr . James Baker , and Planning Board - 5 - June 12 , 1979 a unanimous vote , the Chair declared the June 12 , 1979 , meeting of the Town of Ithaca Planning Board duly adjourned to June 14 , 1979 , at 7 : 30 p . m .
