JANUARY 4 , 1977
A Regular Meeting of the Town of Ithaca Planning Board was held in
Town Hall , 126 East Seneca Street ( second floor ) , Ithaca , N . Y . , on
Tuesday , January 4 , 1977 , at 7 : 30 p . m .
PRESENT : Acting - Chairman Jonathan Bradley , Henry Aron , Montgomery May ,
J . W . Reece , Frank Paolangeli , Lawrence Fabbroni ( Planning
Engineer/Building Inspector .
ALSO PRESENT : Mr . Richard Blatchley , Mrs . Eva Hoffmann , Alan Goodman
( Ithaca Journal ) , Elyse Gellerman ( WTKO ) , David Romm ,
The Meeting was called to order by the Acting -Chairman at 7 : 40 p . m .
REPORT OF PLANNING ENGINEER/BUILDING INSPECTOR
Mr . Fabbroni presented his written 1976 Report to the Board . Said
Report is attached to the Official Minutes of this Meeting and filed in
the Official Minute Book of the Town of Ithaca Planning Board .
PUBLIC HEARING : CONSIDERATION OF FINAL APPROVAL OF BLATCHLEY SUBDIVISION ,
HONNESS LANE , ITHACA ? N . Y . , TAX PARCEL 6 - 58 - 2 - 39 . 2 .
The Public Hearing in the above - noted matter was declared to be
open by the Acting-Chairman , Mr . Bradley , The Town Clerk ' s Affidavit of
Posting and Publication of this Public Hearing was presented for the
record .
Mr . Bradley noted the presentation of a new plan by Mr . Blatchley ,
being an update of the April 7 , 1969 , plan heretofore discussed . Mr .
Bradley also noted that the single access to the Blatchley land was the
problem . Mr . Bradley stated that the updated plan now being presented
shows two accesses - - one off Honness Lane next to property of Robert
Chase and another one off Slaterville Road next to property of Bangs ,
Mr . Fabbroni discussed the proposed " circumferential " road and how
it affects the Town Official Highway Map . Mr . Fabbroni noted that at
the last Planning Board meeting there was a discussion of the possible
removal of the proposed Town road shown on the Official Town Highway Map
to the west of Pine Tree Road , at the least that portion from Slaterville
Road to Honness Lane ,
Mr . May asked Mr . Fabbroni to indicate where the Schickel Development
( Eastwood Commons ) is in relationship to this area ,
There followed a discussion of the impact of the proposed road ' s
remaining on the Official Map or being deleted therefrom . Mr . Reece
wondered what the obstacles are toward the approval of Mr . Blatchley ' s
subdivision that are created by this proposed road being on the Official
Map and running right through his property . Mr . Fabbroni discussed
the proposed " beltway " , or " circumferential " , or " loop road " , whatever
you want to call it , and its proposed routing through Forest Home and
right through Cornell land and so on , He also stated that this Board has
no power to erase this proposed road from the Official Map , so its
existence bears on the discussion of Mr . Blatchley ' s subdivision . Mr .

• Fabbroni stated that this matter also needs a variance from the Zoning
Board of Appeals for Mr . Blatchley ' s proposed lot which is located right
where the proposed road is shown and is 85 ' x 200 ' in dimension .
Mrs . Hoffmann pointed out that those people who have built in the
area will be caught unaware if the road is changed .
Mr . Aron stated that the presence of this proposed road on the Official
Map for almost 10 years has restrained Mr . Blatchley from development for
too long . He also noted that Mr . Blatchley is making every effort to
comply with the Planning Board recommendations .
The proposed circumferential road continued to be a large topic of
discussion . The consensus of the Board remained that the section of road
between Slaterville Road and Honness Lane , at the very least , should be
removed from the Official Map .
Mr . Bradley outlined the steps that need to be taken in connection
with moving along Mr . Blatchley ' s request for subdivision approval .
1 . Approval or non- approval by the Planning Board ,
2 . The question of the proposed road to the Town Board ,
3 . A variance question to the Zoning Board of Appeals .
MOTION by Mr . Henry Aron , seconded by Mr . Montgomery Mays
RESOLVED , that the Planning Board of. the Town of. Ithaca grant and
hereby does _grant final subdivision approval to the Blatchley Subdivision
• off Honness Lane and Slaterville Road with two 50 ' access roads from
Honness Lane and Slaterville Road as shown on map of said Blatchley
Subdivision dated April 7 , 1969 , updated and presented to said Planning
Board on January 4 , 1977 , by Mr . Richard Blatchley , and further
RESOLVED , that such approval is contingent upon the removal from
the Official Town Highway Master Plan map of the existing proposed road
running from Slaterville Road to Honness Lane through said Blatchley
lands , such contingency applying to the lot next to Bredbenner .
There being no further discussion , the Chair called for a vote .

The MOTION was declared to be carried unanimously .
Acting - Chairman Bradley stated that the Board will now consider a
recommendation to the Zoning Board of Appeals regarding the lot next
to Bredbenner contingent upon the removal of the existing proposed road
shown on the official map . Mr . Reece stated his objection to a 50 ' right
of way and said that he would not be put in a position to agree to it
again . He said he was referring to the proposed circumferential road
being 60 ' and not 501
.
MOTION by Mr . Henry Aron .
WHEREAS , the Town of Ithaca Planning Board has this date , January
4 , 1977 , approved the Blatchley Subdivision , based upon an updated sub-
division map presented by Mr . Blatchley on January 4 , 1977 , with two

50 ' access roads from Honness Lane and Slaterville Road , now , therefore ,
• BE IT RESOLVED that said Planning Board recommends the approval of
a variance for the lot within such Blatchley Subdivision next to property
of Bredbenner , since the Blatchley Subdivision map includes two access
roads into said subdivision .
Discussion followed .
There being no second forthcoming to Mr . Aron ' s Motion , Mr . Aron
withdrew his Motion ,
MOTION by Mr . Frank Paolangeli , seconded by Mr . Henry Aron :
RESOLVED , that the Town of Ithaca Planning Board rescind and hereby
does rescind the Motion heretofore carried unanimously approving the
Blatchley Subdivision .
There being no further discussion , the Chair called for a vote .

Nay - None .
The MOTION to rescind was carried unanimously .
MOTION by Mr . Frank Paolangeli , seconded by Mr , Jonathan Bradley :
RESOLVED , that the Planning Board of the Town of Ithaca approve and
hereby does approve as building lots those lots shown on the updated
Blatchley Subdivision Plan dated April 7 , 1969 , and presented January
4 , 1977 , and indicated by the numbers " 1 " and " 2 " on said plan , such
lots being located on Honness Lane .
There being no further discussion , the Chair called for a vote .

MOTION by Mr . Montgomery May , seconded by Mr . Henry Arone
RESOLVED , that the Planning Board of the Town of Ithaca grant and
hereby does grant final subdivision approval to the Blatchley Subdivision
off Honness Lane and Slaterville Road as shown on map dated April 7 , 1969 ,
updated and presented to said Planning Board on January 4 , 1977 , such
approval excluding Lot " 3 " shown on said updated map , and further that
such approval is contingent upon the two 50 ' access roads from Honness
Lane and Slaterville Road indicated on said map , and further subject to
the approval from the Town Board of the Town of Ithaca for removal of
the existing proposed road on the Town of Ithaca Highway Master Plan , such
proposed road running through said Blatchley Subdivision .
There being no further discussion , the Chair called for a vote .

MOTION by Mr . Henry Aron , seconded by Mr . Frank Paolangeli :
• RESOLVED , that Lot " 3 " shown on the updated Blatchley Subdivision
Map dated April 7 , 1969 , and presented to the Town Planning Board on
January 4 , 1977 , shall be included in the said Blatchley Subdivision
heretofore granted final subdivision approval upon the granting of
approval by the Town Zoning Board of Appeals of said Lot " 3 " .
There being no further discussion , the Chair called for a vote .

The MOTION was declared to be carried unanimously .
There being no further discussion , the Public Hearing on the Blatchley
Subdivision was duly closed by the Chair .
CONSIDERATION OF SIGN APPROVAL FOR BEAUJOLAIS CAFE I , PORTABLE " A " FRAME
SIGN 4 -° 3 / 4 " SQUARE , 602 ELMIRA ROAD ,
Mr . Fabbroni outlined the history of the •- signing at the Beaujolais
Restaurant relating the matter to the Town Sign Ordinance . He noted
that a free - standing sign may be up to 100 sq_ . ft . in size .
Mr . David Romm was present on behalf of Robert O ' Malley , owner . He
stated that the purpose of the sign is to add information to that already
on the existing approved sign which just announces the Beaujolais Restaur -
• ant . The added . " A " frame sign which is separate from the Beaujolais sign
and for which approval is now sought , indicates the luncheon business .
Mr . May asked if the sign stays there all the time . Mr . Romm said
that it does . Mr . Aron asked if the sign were put up without a permit ,
Mr . Romm stated that he did not know the history of the matter ,
Mr . Fabbroni stated that the sign ( " A " frame ) was put up without
permit . He suggested to Mr . Romm that they could have one free standing
sign that does not exceed 100 sq . ft .
There followed a discussion of the fact that there are two separate
signs side by side . The Board members suggested a hanging sign affixed
below the existing approved Beaujolais sign as being acceptable .
MOTION by Mr . Montgomery May , seconded by Mr . J . W . Reece :
RESOLVED , that the Planning Board of the Town of Ithaca deny and
hereby does deny application for sign approval for a portable " A " frame
sign 413 / 4 " square , for Beaujolais Cafe I , 602 Elmira Road , on the basis
of the fact of there being two signs .
There being no further discussion , the Chair called for a vote .

The MOTION of denial was declared to be carried unanimously, .
ORIENTATION OF NEW PLANNING BOARD MEMBERS .

( A ) MUNICIPAL PROJECTS STATUS
C
di ( 1 ) Completed :
a . Parks
Tudor Road Park was enlarged by Town Highwaymen , a
barbeque pit built and two picnic tables provided for
neighborhood use . Vandalism has proved to be non - existei
over the first year ' s operation . Tables are brought in
and painted for the winter .
A complete Study of the Coy Glen area including a
physical inventory , site analysis , synthesis of various
municipal and private interests , design and development ,
phasing , and recommendations , was done by Dennis
Colliton and Robert Bonnell . The study was approved in
concept so Town Board subcommittee members could make
initial landowner contacts .
Eastern Heights Parkland of about 13 acres was deeded
to the Town to fulfill park commitments of the Eastern
Heights Subdivision .
With the help of Leroy Rogers and Peggy Schwartz of
Cornell Graduate Planning neighborhood input was soli -
cited , site plans developed from topographic and physica '
inventories , site plans refined by Planning Board , site
plans open to public comment a second time , phasing
suggested by Planning Board , plans referred to sub-
committee for implementation recommendation after genera '
approval by Town Board of an active Tareyton Road Site
and a passive Salem Drive Site .
General topographic and physical inventory has been
completed for Eastern Heights parkland .
A committee formed by Donald Culligan of the School
District has met four times to discuss possible uses
and joint development of the DeWitt Junior High School
backlands for safe recreational use . Local input has
so far been gathered from Town of Ithaca Board , R . Gonet
local BOR Grant administrator , the neighborhood and
civic groups .
b . Transit
Design and performance of a Townwide survey .
Completion of gross compilation of results .
Bus service for the elderly at Ellis Hollow Aptse is now
coordinated by the County Office for the Aging who also
serves the transit needs of other elderly Townwide on a
more limited irregular basis .
c . Sewers
More survey work was done to find technically acceptable
alternatives for landowners from whom easements are
being sought .
With renewal of B . A . N . s at 7 % in March seed money for
five extensions was depleted by increased interest costi
and eventual prepayments associated with long term
bonding so the extensions were put on the shelf .
Attempts were made through D . E . C . , legislators and
consultants to obtain PL 92 - 500 Federal funding for
sewer collectors with no success to date .
A short extension on Coddington Road was designed , put
to bid , contract awarded , construction supervised , all
in-house , and construction completed .

Check of water and sewer as - builts or redetermination
begun .
d . Town Barn
After developing sketches and cost , estimates of about
$ 90 , 000 . 00 to expand the existing Town Highway Barn it
was decided by the Town Board to build a new modern
and functional highway maintenance building for roughly
the $ 90 , 000 . 00 plus the sale value of the existing
facility . A long site selection process was undertaken
incorporating public input , a Bostwick Road site was
surveyed then discarded because of cost and a tight
timetable . A Seven Mile Drive site was chosen , consul -
ting engineer - architects were interviewed and John
_ S . MacNeill selected . With in -house assistance a topo -
graphic survey was provided the consultant , conceptual
layouts prepared and approved by Town Board , detail
design and specifications drawn up , project bid , bids
totaling $ 213 , 532 . 00 received , contracts executed ,
change orders effecting a revised $ 188 , 897 . 00 total ,
and construction begun .

and diversion ditch construction .

Specified , ordered , request for professional services ,
contracted with Greenhorne & O ' Mara , flown in March ,
delivered 9 " x 9 " prints , mosaic , 400 ' = 1 " enlargement ,
and 400 ' = 1 " cronaflex copies in July .
g . Highways
Rough draft of Survey of Town Highways and Suggested
Five Year Plan of improvements including physical
inventory , pavement ratings , program for improvements . -
Octopus
mprovements . -Octopus Committee for Route 96 has met at - large and in
sub - committee over ten times to discuss alignment of
future Route 96 , design standards , timetable for design
and public input . The FEIS statement on the environment
received final approval . A public hearing was held in
October . City , County , and Town planners and engineers
have been meeting in recent months to discuss specific
alignments and their specific transportation and social
impacts on the local communities .
Safer Roads Demonstration Project for signing was
extended one year for required completion .
h . Drainage
The July floods produced emergency situations throughout
the Town . 24 separate damage survey reports were sur -
veyed with Town employees and ultimately approved
$ 573 . 00 for debris clearance if done immediately after
flood , $ 28 , 554 . 00 for Category B protective measures
if completed within 90 days of disaster declaration

( this was extended to 132 days at our request ) , and
$ 16 , 094 . 00 for Category C for repair of road systems
if completed within 450 days of the disaster declaration .
- With Town work forces and machinery and rental machinery
the following projects were completed :
1 . Long overdue cleaning of two small rock filled
streamlettes and their entry points into Lake Cayuga .
2 . Removal of gravel deposits from mouth of Coy Glen
and of silt bar from Cayuga Inlet Flood Channel .

3 . Removal of gravel deposits from streams crossing
r Culver Road and Seven Mile Drive .
,
4 . Removal of gravel deposits , drainage improvements ,
and removal of site obstacles on Burns Road .
5 . Improving drainage balance of Honness Lane - Pine
Tree Road area by diversion ditch backlot .
6 . Major drainage study of East Ithaca above Pine Tree
Road and Slaterville Road . Rough draft of drainage
flows and design alternatives were aired with Town
Board , general property owners , and specific
landowners .
Drainage easements were executed with :

Mr . & Mrs . ' Sapp , Slaterville Road
Mr . Frandsen , Slaterville Road
Mrs . Quick , Slaterville Road
Mr . & Mrs . Schwarting , Park Lane

Mr . & Mrs . Farina , Eastern Heights Drive
Plans were implemented to reduce sideyard erosion ,
reduce bottleneck effects of flash storms , dis -
tribute surface runoff to the Six Mile Creek area ,
and protect properties against backyard flooding
along Slaterville Road . Storm sewers are in place
and backfilled , all diversion ditches completed ,
all streams cleaned of debris .
With Town forces and machinery much shoulder damage
has been repaired .
Numerous personal problems were investigated and
for the most part solutions incorporated into actions
discussed above .
h . Bolton Point
Ditch work and repair of a washout were done to protect '
the roadway from major damage . Arrangements were made
through the Soil Conservation District to have major
backslope and hillside right of way opposite pumping
station seeded as part of a ten -year research study for
the price of the mulch and fertilizer . Debris in the
area was removed .
I . Ordinances

? New Zoning Ordinance was revised and presented to Town
Planning Board and Town Board for review . Much contro -
versy arose requiring the formation of a sub-committee
to draw up a compromise version before open public
hearings would begin .
A Local Law for the protection of ,Freshwater Wetlands
was enacted by the Town Board thus maintaining our home
rule in these cases .
Sign Ordinance amendments and problem areas were recom-
mended and brought to the attention of the Town Board .

Extensive enforcement of this ordinance has been
undertaken by Robert Bonnell with general cooperative
results and progress toward total compliance .
j . Bikeways -Walkways
A bikeway was proposed from Honness Lane to Maple Avenue ,
approved by Planning Board , referred to legal investi -
gations by Town Board .
A walkway was planned , designed , and constructed by the
Town connecting East Hill Plaza and the Ellis Hollow
Apartments on land deeded to the Town by Groff Associates ,
( 2 ) Planned :

the Eastern Heights parkland .
Preparation of conceptual design and possible uses of
the DeWitt Junior High School grounds .
