A Meeting of the Town of Ithaca Planning Board was held on
Thursday , September 9 , 1976 , in Town Hall , 126 East Seneca Street
( second floor ) , Ithaca , N . Y . , at 7 : 30 p . m .
PRESENT : Chairman Barbara Holcomb , Liese Bronfenbrenner , Robert
Christianson , Sam Slack , Daniel Baker , Maurice Harris , Richard Black ,
Lawrence P . Fabbroni ( Planning Engineer /Building Inspector ) .
ALSO PRESENT : Beverly Livesay ( County Representative ) , Dr .
Harold Purdy , Al Beller ( WHCU ) , Representative of Ithaca Journal ,
APPROVAL OF MINUTES
MOTION by Mr . Robert Christianson , seconded by Mrs . Liese
Bronfenbrenner :
RESOLVED , that the Minutes of the Planning Board of the Town of
Ithaca of April 21 , 1976 , May 4 , 1976 , and May 18 , 1976 , be approved
as presented .
Aye - Holcomb , Bronfenbrenner , Christianson , Slack , Baker , Harris , Black .
Nay - None .
The MOTION was declared to be carried unanimously .
• REPORT OF BUILDING INSPECTOR
Mr . Fabbroni reported that in August building permits for three
new homes and five additions were issued for a total of $ 128 , 900 . 00 , as
compared to two new homes and nine additions in 1975 , for a total of
$ 95 , 100 . 00 .
REPORT OF PLANNING ENGINEER
Mr . Fabbroni reported on - the new Town of Ithaca Maintenance Facility
on Seven Mile Drive . He discussed the layout and the site plan , He
noted that the building could be expanded in the future , the framing
being designed to provide for expansion . It is a pre - engineered metal
building bid on a performance standard basis so as not to shut out other
competitors . He stated that the building is going to be set back 350 °
from the road ( Seven Mile Drive ) . There will be 16 spaces for parking
and provision for hard surface roads into the building and then unim-
proved type of road on a slightly higher elevation . The slope is about
60 . There is a storage facility for salt , salt/ sand , and room for stock
piling . There is room for 14 bays inside the building . There is an
area for storage of things like plows and spreader boxes . It is very
similar to the County Barn layout . This keeps down the width of the
building and the clear span . The building dimensions are 90 ° x 120 ° .
The cost will be around $ 170 , 000 . 00 for this type of building , maybe
even less . Other types of building construction were considered but
they were found to be just too expensive .
Mr . Fabbroni reported that in conjunction with this the Town has
done a lot of clean -up work in connection with the flood in July . He

noted that on East Shore Drive , they have been cleaned up better than
they have ever seen . He stated that they cleaned up a gravel deposit
® down by Coy Glen also and put the gravel at the Town Barn site . The
flood damage approved was $ 45 , 000 . 00 . For the Eastern Heights area
$ 15 , 000 . 00 was approved .
AGENDA ITEMS - THREE PUBLIC HEARINGS .
Mrs . Holcomb outlined what has happened to the three Public Hearings
scheduled for this meeting .
1 . 7 : 45 p . m . - - Public Hearing to consider proposed restaurant to be
located in the Old Depot on Maple Avenue , City of Ithaca/Town of
Ithaca line .
POSTPONED by applicant .
2 . 8 : 15 p . m . - - Public Hearing to rehear proposal by Morris Angell for
discount beverage / self - service gasoline business at East Hill Plaza .
CANCELLED by applicant .
There was a brief discussion of this particular parcel " D " within
the whole Business " C " zone .
3 . 8 : 45 p . m . - - Public . Hearing to consider preliminary approval of
3 - lot subdivision of lands of Anna R . Carpenter , 256 Hayts Road ,
® They came into Town Hall this afternoon and asked to be TAKEN OFF
THE AGENDA ,
PROPOSAL FOR DENTAL OFFICE BUILDING ON EAST END OF EXISTING PARKING
LOT AT EAST HILL PLAZA - DR . HAROLD PURDY .
Dr . Purdy stated that he was not officially on the Agenda for this
meeting , but that he would like to informally discuss his plans for a
dental office building which he would like to construct at the east end
of the existing parking lot at the East Hill Plaza on Judd Falls Road .
He stated that the parcel in question runs between the parking lot and
the proposed road that would pass between the book bindery and the
Housing for the Elderly , adjacent to the proposed 10 ' walkway for the
Elderly . He stated that the proposed building would be either a 28 ' x
54 ' straight structure , or an " L- shaped " structure of 28 ' x 44 ' with
the " L " being 28 ' x 241 . He is proposing a wood and concrete deck
office housing two or possibly four offices with the possibility of
renting to physicians . He stated that the proposed building would be
a two - story structure designed to go into a sloping piece of land so
as to utilize both levels . There would be ingress and egress from
East Hill Plaza parking lot . Dr . Purdy stated that he is in the process
of purchasing this property presently owned by the East Hill Plaza , He
noted that the parcel is right behind the Book Bindery ( Page ) to the
north of it off Ellis Hollow Road , He stated that he could utilize
the entry from the proposed road ,
Mr . Christianson stated that he certainly likes the idea of having
as many offices in there as would be possible . He stated that this
proposal makes good sense to him .
Dr . Purdy stated that there would be 4 , 500 sq . fto of usable floor

space in the " L " configuration with a total of four offices . In the
straight configuration , there would probably be about 3 , 000 sq . ft . of
® floor space .
Dr . Purdy presented a plan entitled " Proposed New Dental Offices ,
Dr . Harold Purdy , D . D . S . , P . C . , September 1976 . " He presented said
site plan with contours map .
Mr . Fabbroni stated that he will follow up this proposal with Dr .
Purdy in order to complete the drawings and fulfill the ordinance
requirements . Mr . Fabbroni said that he will bring this proposal to
the Town Board on Monday , September 13th , 1976 , Mrs . Holcomb stated
that the Planning Board will go ahead and advertise this as a Public
Hearing for September 21 , 1976 . Mrs . Holcomb stated that she senses no
objections to this proposal . The members present agreed that they had
none .
REQUEST FOR REZONING , PROPERTY OWNED BY ANTHONY LEONARDO ON DANBY ROAD ,
FROM TH014AS M . YENGO ,
Mrs . Holcomb read a letter directed to her as Planning Board Chair -
person , dated September 9 , 1976 , from Mr . and Mrs , Thomas Yengo , 145
Coddington Road , as follows :
" RE : Request for Rezoning .
After a discussion with Mr . Fabbroni , we as prospective purchasers
of property owned by Anthony Leonardo and wife located on the Danby
Road , hereby request that the Planning Board review the possible steps
for the rezoning of the parcel of land which we would like to buy , being
tax parcel No . 37 - 1 - 20 . 2 , having a dimension of 118 feet along the
Danby Road by 330 feet in depth .
The contemplated use if such zoning change is approved would be
for a family - style restaurant to be housed in a new structure to be
built , the plans for which we have gone over with Mr . Fabbroni and
left a copy with him .
Your Board ' s kind attention to this matter will be greatly
appreciated by the undersigned and we will be present to answer any
questions that you may have . "
Mr . Fabbroni said that parcel number 37 - 1 - 20 . 2 seems to be wrong ,
He said the Yenqos are talking about 3 lots near Matt Associates with
commercial , R- 15 and multiple around it . The land they are talking about
is R- 30 .
Mrs . Holcomb noted that this whole area was considered as part of
the rezoning for the Leonardo Subdivision ( Sesame Street ) . Mrs . Holcomb
stated that the Planning Board will schedule a Public Hearing on this
matter for the 21st of September , 1976 ,
COUNTY PLANNING BOARD REPRESENTATIVE
® Mrs . Holcomb stated that she has been the Town ' s representative on
the County Planning Board since the inception of the County Planning
Board . She stated that she has a permanent conflict with this position .
The County Planning Board meets the second Wednesday of each month at
Planning Board - 4 - September 9 , 1976
night from 7 : 30 to 9 : 30 , but not in July and August . Mrs . Holcomb stated
that she would like to ask someone to offer to take her place so that
® she can make a recommendation to the Town Board on Monday , September
13th . She stated that it is useful for a Planning Board member to be
there . Mr . Robert Christianson stated that he will try it for one year
only .
PLANNING BOARD MEMBER NEEDED
There was a discussion of the possibility of a recommendation to
the Town Board for a Planning Board member to be appointed to fill the
unexpired term of David Martin ,
REPORT OF COUNTY BOARD REPRESENTATIVE BEVERLY LIVESAY
There was a brief discussion by Mrs . Livesay of a presentation at
the County Planning Board meeting of September 8 , 1976 , on historical
site preservation . She stated that there is help at the County level
for Towns like Ithaca to retain historic sites .
Bicycle paths were also discussed by Mrs . Livesay . Mrs . Holcomb
noted a real problem on South Hill with motor bikes and snowmobilers
and commented that it is even more so now because of the trees having
been cut down for the Bolton Point water plant project . Mrs . Holcomb
asked Mrs . Livesay to follow up on this . Mrs . Holcomb asked Mrs . Livesay
if it would be useful for the Town to pass some sort of Ordinance
regulating this use of the land . Mrs . Livesay said she will look into
the matter .
