Home My WebLink AboutPB Minutes 1976-07-13 r TOWN OF ITHACA PLANNING BOARD JULY 13 , 1976 A Meeting of the Town of Ithaca Planning Board was held on Tuesday , July 13 1976 in the Town of Ithaca Town Hall , 126 East Seneca Street ( second floor ) , Ithaca , New York , at 7 : 30 p . m . PRESENT : Chairman Barbara Holcomb , Daniel Baker , Liese Bronfenbrenner , Richard Black , Lawrence P . Fabbroni ( Planning Engineer/ Building Inspector ) . ALSO PRESENT : Nick Drinker , Eva Hoffmann , Randy Diamond , Francesca Melice , Grace Melice , Fred Tilton , Bill Meizger , William Meiczinger , Bob Wright , H . R . Schlieder , Heinz Biesdorf , Charles Guttman , Mr . Matthews , John Fish , Chairman Holcomb called the meeting to order at 7 : 40 p . m . Mrs . Holcomb declared that there is not a quorum present , noting that one planning board member , is in Elmira , one member is in Harford , and one member is at Cornell , all because of the present flooding situation . Mrs . Holcomb stated that of the four Public Hearings to be heard this evening , three were legally advertised , but for which we do not have a quorum which is needed , and one is not legal because the newspaper made an error , which , she noted , is the first error in recent memory on the part of the Ithaca Journal . She noted , however , that without a quorum even the fourth public hearing above mentioned could not be held legally , Mrs . Holcomb stated that the Board could have a discussion of the matters at this time . Mrs . Holcomb stated that the matter of the final subdivision approval hearing on Eddy Hill and the matter of the final subdivision approval hear - ing on Biesdorf are essentially the second hearings on matters that have been resolved and further that all of the Eddy Hill problems have been set forth . Mrs . Holcomb asked Mr . Fabbroni about the preliminary subdivision approval hearing scheduled for Giles and what he would suggest in terms of another hearing on that matter . Mr . Fabbroni suggested holding the hearing next week or later this week . MOTION by Mr . Richard Black , seconded by Mrs . Liese Bronfenbrenner : RESOLVED , that this meeting of the Planning Board be adjourned until Thursday , July 15 , 1976 , at 7 : 30 p . m . Mrs . Holcomb noted that it has been moved and seconded to adjourn this meeting to July 15 , 1976 , at 7 : 30 p . m . DISCUSSION OF SITE PLAN FOR VARIETY STORE CORNER JUDD FALLS ROAD AND ELLIS HOLLOW ROAD , PARCEL NO . 6 - 62 - 2 - 1 . 13 , It was noted that this Notice of Public Hearing was omitted from the Ithaca Journal publication of the Public Hearings scheduled for this evening . Mr . Charles Guttman of Betty Friedlander ' s Law Office was present and stated that he was representing Mr . Morris Angell in the proposal , Mr . Guttman stated that he would like to submit a copy of the plan , even though there is no quorum and it is not a legal hearing . a Planning Board - 2 - July 13 , 1976 Mrs . Holcomb noted that this is a property at the East Hill Plaza area next to the Barnes property . • Mr . Guttman stated that the proposed building is to be 60 ° x 240 , probably for the sale of discount beverages . He stated that Mr . Angell is also proposing a far future car wash and self = service gas station . He said that the use would be continued for possible use as a gas station but mainly as a discount beverage store and car wash maybe . The variety store would sell such things as beer , soft drinks , party fare , etc . Mr . Black asked how much parking space is there there ? He noted that the parking lot area is not shown clearly on the plan here presented . Mr . Fabbroni asked that for the next meeting the parking lot be shown on the plan . He noted that at the moment it seems a little crowded . He said that there should , be 7 or 8 spaces according to square footage . Mr . Fabbroni indicated on that map the 8 - 10 spots should be shown on the area so indicated . Mr . Fabbroni asked that the kind of plantings envisioned for the area indicated on the plan as " planting " should be delineated and exactly what kind of building planned should be set forth . Mrs . Holcomb commented that it sounded to her that the request does come under the re - zoning requirements . She stated that Mr . Angell should now go ahead and develop the proposal more fully , not only as to the present proposed use , but also the proposed future uses . Mrs . Holcomb asked if anyone else present wished to present anything to the Board for discussion . • DISCUSSION OF FINAL SUBDIVISION APPROVAL EDDY HILL SUBDIVISION . Mr . Howard Schlieder and Mr . Bob Wright said that wished to speak briefly to the Board even though a quorum was not present . New maps and plans were presented by Mr . Schlieder of the proposed Eddy Hill Subdivision on Mecklenburg Road . A brief discussion followed concerning the previous problem discussed by this Board of the matching of the proposed road with an existing road across West Haven Road , Mr . Schlieder stated that they are trying to resolve this problem as best they can and have discussed the matter at length with Mr . Fabbroni . Mr . Fabbroni said that if this question can be handled he could see no further problems with the subdivision . ADJOURNMENT Mrs . Holcomb stated that she recognized that there had been a Motion to adjourn but there was no quorum present . Therefore , Mrs . Holcomb declared the meeting adjourned at 8 : 05 p . m .
