HomeMy WebLinkAboutPB Minutes 1975-10-21 TOWN OF ITHACA • PLANNING BOARD N OCTOBER 21 , 1975 The Town of Ithaca Planning Board met on Tuesday , October 21 , 1975 , in the Town Hall , 126 East Seneca Street ( second floor ) , Ithaca , N . Y . , at 7 : 30 p . m . PRESENT : Chairwoman Barbara Holcomb , Robert Christianson , Daniel Baker , Maurice Harris , Richard Black , Lawrence Fabbroni ( Planning Engineer/Building Inspector ) . ABSENT and EXCUSED : Liese Bronfenbrenner , Sam Slack , David Martin , ALSO PRESENT : Mrs . Walter Mulholland , Mr . Gregory Kasprzak and one citizen . The Meeting was called to order at 7 : 30 p . m . by the Chair . CHANGE IN DATE OF REGULAR MEETING OF PLANNING BOARD MOTION by Barbara Holcomb , seconded by Robert Christianson : RESOLVED , that the Planning Board of the Town of Ithaca will hold its regular meeting for the month of November on Tuesday , November 11 , 1975 , rather than November 4 , 1975 , which is Election Day . Aye - Holcomb , Christianson , Baker , Harris , Black . Nay - None . The Chair declared the Motion carried unanimously . CONSIDERATION OF PRELIMINARY APPROVAL OF SITE PLAN FOR A GRAPHIC ARTS BUILDING ON PROPERTY OWNED BY RIDLEY ( PARCEL NO , 6 - 62 - 2 - 1 . 125 ) AT EAST ITHACA PLAZA ON JUDD FALLS ROAD , ITHACA , N . Y . Mrs . Holcomb stated that the Planning Board has a Motion on the table which was presented by Mr . Christianson and seconded by Mr . Harris , at the October 7 , 1975 , Public Hearing held in the above -noted matter . There was not a quorum present at that meeting so no vote was taken . The members of the Planning Board had before them a copy of the Minutes of that Public Hearing including the Motion . The Motion before the Board is as follows : " RESOLVED , that the Planning Board of the Town of Ithaca recommend and hereby does recommend to the Town Board of the Town of Ithaca that approval be granted to the proposed Ridley and Ridley Graphic Arts Centre as submitted on site plan dated August 27 , 1975 , prepared by William Summerhays , P . E . , and titled " Site Plan , Ridley and Ridley , Ellis Hollow Road . O° , and more particularly designated as Parcel No . 6 - 62 - 2 - 1 . 125 . Such approval is recommended with the understanding that suitable plantings will be added in the area where the property abutts the residential zone , i . e . , the Elderly Housing project . " Mr . Fabbroni reported that Mr . Ridley had called him in reference to the parking question and Mr . Ridley stated that there will be one space provided per employee plus five spaces for visitors . Town of Ithaca Planning Board - 2 - October 21 , 1975 MOTION by Mrs . Barbara Holcomb , seconded by Mr . Richard Black , to Amend the foregoing quoted Motion : RESOLVED , that the Motion presently before this Board be and hereby is amended by the addition of the following wordse And , further , that the parking area required be the minimum necessary to meet the needs of the customers and employees of Ridley and Ridley , and that if a variance be required to do so , the Planning Board suggests that Ridley and Ridley apply to the Town of Ithaca Zoning Board of Appeals . There being no further discussion , the Chair called for a vote on the Amendment with the following results : Aye - Holcomb , Christianson , Baker , Harris , Black . Nay - None . The Amendment to the Motion was declared to be carried unanimously . There being no further discussion , the Chair now called for a vote on the Motion , as amended . Aye - Holcomb , Christianson , Baker , Harris , Black . Nay - None . The Motion was declared carried unanimously . DISCUSSION OF THE CIRCLE GREENWAY WITH MRS . WALTER MULHOLLAND OF THE BICENTENNIAL COMMITTEE . Mrs . Holcomb stated that . unfortunately she had to leave for another meeting , and since that would leave only four members of the Planning Board present , and since the press was not in attendance nor were any interested citizens present , she suggested that Mrs . Mulholland and Mr . Kasprzak should defer their presentation of the Circle Greenway until the November 11th , 1975 , meeting of the Planning Board . Mrs . Mulholland agreed . ADJOURNMENT Upon Motion , the Meeting was adjourned at 8000 p . m . Respectfully submitted , Nancy M . Fuller , Secretary .
